The thesis aims to provide both a real public ideology and the legal and socioeconomic structures to realize Karl Marx’s ideal of human emancipation. Marx argues that in capitalist society, the legal and political superstructure forces the ruling class to represent its interest as the public interest, which legitimizes the massive inequality in resources and social power. To demonstrate how to realize the substantive public interest, the two parts of the thesis have two goals. On September 29, 2008—two weeks after the collapse of Lehman Brothers—the government of Ireland took the bold step of guaranteeing almost all liabilities of the country’s major banks. The total amount guaranteed by the government was more than double Ireland’s gross domestic product, but none of the banks were immediately nationalized. The Icelandic banking system also collapsed in 2008, just one week after the Irish government issued its comprehensive guarantee. Such illiberal resurgences came as a surprise to the many political scientists who assumed that the future of these states was democratic. Democracy is at risk worldwide. And the economy may be, too.

Seventy-one out of the world’s 195 countries saw their democratic institutions erode in recent years, according to the 2018 year-end report by democracy watchdog Freedom House, a phenomenon known as “democratic backsliding.” Signs of backsliding include elected leaders who expand their executive powers while weakening the legislature and judiciary, elections that have become less competitive and shrinking press freedom.

This study examines the theory that quality of governance is largely dependent upon political accountability, and that the effect of political accountability on governance varies based on three main determinants: level of democracy, level of information available to the public, and diversification of the economy (Adserà et al. 2003). With quality of governance, represented by the World Bank’s World Governance Indicators (WGI), as the dependent variable, this study considers how these three independent variables, and several control variables, affect governance quality. It is the argument of this dissertation that states become tax havens as a conscious economic development strategy. These states – more properly referred to as "jurisdictions" because some lack the sovereignty of the traditional Westphalian state – do not have the natural resources or the population to pursue more traditional economic development strategies, but they do have the ability to write or implement laws that create a virtual resource: banking secrecy. In the age of capitalism, monarchy has been treated as if it were an irrelevant institution. Once capitalism becomes the dominant mode of production in a state, it is argued, monarchy must be either abolished or transformed into a constitutional monarchy, a ceremonial institution that plays no significant role in a capitalist state that is ruled by the bourgeoisie. The monarchy of Thailand, however, fits neither of those two narratives, as it enjoys hegemonic status in the capitalist state, preeminent status in the market, and popular support from the urban bourgeoisie. Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. How do Americans' perception of a state formulate based on the state's military expenditure? Conventional research theories indicate that Americans might feel a shared political culture with other democratic nations. Such feelings of solidarity may engender Americans' trust and favorability of some states' military development, but provoke negative feelings toward others. This dissertation is a case study of Better Work, a program run by the International Labor Organization and the International Finance Corporation. It aims to improve working conditions and productivity in the apparel industry. The purpose of this case study is to examine the role that international organizations can play in global governance.
