In societies emerging from or at risk for conflict, dividing power among rival groups—called power-sharing—can be an appropriate arrangement to maintaining peace. But how can groups, who are often emerging from violent conflict, trust sharing a government with rival groups that were just recently shooting at them?

A potential solution is the minority veto, which is allows minority groups to block the government from harming those groups’ vital interests. This paper is an examination of the membership recruitment strategies of two violent extremist organizations (VEOs), namely al-Shabaab and Boko Haram. The majority of the literature on VEOs concentrates on the conceptualization of terrorism, motivations for terrorism and counter-terrorism strategies, as well as a focus on the frequency of VEO attacks, number of fatalities and funding sources. The literature tends to portray poverty as the main driver of recruitment. The focus on recruitment strategies has been relatively recent. Combining trans-disciplinary theories with cross-cultural ethnographic research, this paper explores community-based approaches to genocide prevention among Canadian-Indigenous groups as well as with Rwandan student genocide survivors. A Salutogenic framework is used to examine community responses to the micro-foundations of genocide (Antonovsky 1987). These processes are explored using first-hand accounts from “New Family” networks of student genocide survivors in Rwanda and members of a Canadian urban-Indigenous “Village.” These perspectives shed light on how locally adaptive, socially networked practices can help promote emergent forms of genocide prevention (Williams 1977). Provides detailed historical overview and contemporary analysis on why the Baltics and Ukraine are historical and remain contemporary geopolitical hotspots. Provides analysis of cultural economic, environmental, and security factors influencing long-standing contentiousness over these regions. Places emphasis on how Russian behavior and policies influence this contentiousness. Concludes by noting that differences between the U.S. and its allies and conflicts within the U.S. Government may limit the ability of the U.S. to effectively respond to events in these disputed regions.

Post-Civil War Peace Durability: The Role Of Domestic Infrastructure And Military, Alexandra Wilson

Since 1945, approximately half of the world’s states have been engaged in some type of civil conflict. The aim of this research is to understand why some post-civil war states fail to establish peace durability while others thrive. Through quantitative research of civil wars globally and a qualitative analysis of Iraq, this thesis argues for the necessity of post-civil war policy to focus on the renewal of domestic infrastructure in addition to military investment which suppresses grievance-driven violence. A logistical regression model of all civil wars since 1945 shows that variables, such as healthcare, are evidently associated with more durable …

This thesis examines cosmopolitan democracy theory as a method of addressing the problems of globalization. I begin by introducing the concept of “cosmopolitan democracy.” I then proceed to discuss contemporary political climate and its relation to critiques of globalization. Finally, I conclude by examining the elaborations of cosmopolitan democracy by various theorists as a way of addressing these problems. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Scholars, journalists, and policymakers frequently attribute the intensity and onset of civil conflict to the abundance of small arms. However, the direction of causality has been difficult to assess due to a lack of data on the illicit small arms market and the plausibly endogenous relationship between the abundance of weapons and civil conflict. Using a new dataset of estimated small arms prices, I determine that a decrease in the price of small arms is significantly and negatively correlated with an increase in the intensity of conflict in the following year. Civil wars typically have been terminated by a variety of means, including military victories, negotiated settlements and ceasefires, and “draws.” Three very different historical trends in the means by which civil wars have ended can be identified for the post–World War II period. A number of explanations have been developed to account for those trends, some of which focus on international factors and others on national or actor-level variables. The 1995 Dayton Peace Agreement both ended the Bosnian War and created the consociational democracy that exists in Bosnia and Herzegovina to this day. The ethnic autonomy created by the Dayton Agreement has resulted in a frozen conflict between ethnic groups that has manifested itself in the country’s monoethnic education system. This study explores the short-term stability under consociationalism and the long-term stability under a multiethnic education system. Additionally, this study explains the importance of the country’s only multiethnic education system in Brčko District and how it came into existence.
