On April 17, 1975 Khmer Rouge soldiers began the forcible evacuation of Phnom Penh, Cambodia’s capital city. The evacuation has been the subject of considerable debate surrounding the Cambodian genocide and remains a topic of prime importance toward the understanding of Khmer Rouge policy and practice. In this field note, we present a geographically-informed account of the evacuation in order to provide a more fine-grained analysis of Khmer Rouge practice. More specifically, employing spatial video geonarratives, we provide a systematic investigation of the evacuation, as retraced by six evacuees. As the United States northern neighbor, Canada serves as a NATO ally and a strategic partner with Washington through the North American Aerospace Defense Command (NORAD). Canadian forces have fought honorably and bravely in concert with American forces in many wars. Canada's government, however, has been less consistent in promoting a credible vision of Canadian national security policy and geopolitical interests in its defense white papers. Strategic culture is a concept accepted by scholars and practitioners, but with problematic applicability to states newly independent or emerging from conflict. The elements that comprise strategic culture in the developed world are not always present in emerging states. This research addresses the pertinency of strategic culture in Uganda and Tanzania, and then tests the operationalization of the concept using the case of participation in the African Union Mission in Somalia (AMISOM). The African Union and the international community expected Uganda and Tanzania to contribute troops to AMISON in 2007. In the event, Uganda did and Tanzania chose another path. …

Peru has witnessed an increase in protest activity over the past decade, seemingly related to natural resource extraction. Yet protests were more prevalent in some provinces than others. What explains this variation? I hypothesize that a mining company's announcement of the creation or advancement of a project has a greater effect on the likelihood and frequency of protest if local people rely more on agriculture. Analyzing an original dataset on Peruvian protests between 2011 and 2015, I find the reverse: Protests are less prevalent when mining projects occur in agricultural provinces, suggesting challenges to collective action in rural areas in …

To respond the Asian financial crisis in 1997-1999, the governments of Indonesia and Malaysia took different measures to their macroeconomic policies. The government of Indonesia tightened their fiscal and monetary policies, discontinued their intervention in foreign exchange market, and liberalized various sectors of economics while the government of Malaysia adopted expansive monetary and fiscal policies, continued their intervention in foreign exchange market, and controlled capital flows. Why was the same crisis responded by different macroeconomic policies? This article analyzes the effect of regional economic integration on cross-national policy through the ASEAN Open Skies treaty, particularly in Indonesia, Philippines, and Singapore. This qualitative research applies the concepts of intergovernmentalist-supranationalist regional institution and causal-mechanism that lead to cross-national policy convergence. I argue that ASEAN regionalism as an intergovernmentalist institution affects the process of policymaking, the implementation of ASEAN Open Skies in the regional level, and the adoption of it in the domestic level. Climate change presents a wide range of concerns that can jeopardize international security. Among those concerns are neo-Malthusian worries of diminishing natural resources. Predictive models suggest that rainfall and temperature anomalies have the potential to reduce water basins, crop production, increase land degradation among other perils that threaten human security. Beyond metropolises and within transnational contexts, investigating hybridity discourses is long overdue. This article argues that the epistemic violence embedded in such discourse has grave implications for the very impoverished nations and peoples with whom it claims solidarity and that, because this discourse is trendy in academia, its service to neoliberal capitalism is both easy to miss and important to expose. Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

The role of investor countries in large-scale land acquisitions is poorly understood in the contemporary “land grab” literature. Orthodox explanations largely build on deductive analyses that deviate from the emerging empirical evidence, and/or face analytical difficulties when trying to capture why large-scale land acquisitions happen. This thesis investigates the global phenomenon of “land grabbing” from the comparative perspective of two major investor countries: the UK and China.
