If analyses of community-building efforts in Northeast Asia are fixated on the level of the nation-state and the central government, then one fails to capture the complex, transnational integration dynamics that are now vigorously at work in the region, contends Seung-Youn Oh in this chapter. Non-state Actors—less constrained than national authorities by political tensions and historical legacies—are not only generating a new capacity for regional community-building, they are also strengthening existing forms of regional cooperation.

The discourse on transitional justice by academics and practitioners center upon a common understanding of the importance of truth-seeking or truth-telling, reparations, prosecutions, and other institutional reforms in addressing a state’s past abuses. Policies of memorialization complement these processes of transitional justice, with the production of collective memory and history that helps transitioning states from authoritarian pasts toward reconciliation.

Beijing’s military activities in the East China Sea (ECS) are important report components. China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …

Beyond metropolises and within transnational contexts, investigating hybridity discourses is long overdue. This article argues that the epistemic violence embedded in such discourse has grave implications for the very impoverished nations and peoples with whom it claims solidarity and that, because this discourse is trendy in academia, its service to neoliberal capitalism is both easy to miss and important to expose. Interstices of postcolonial hybridity discourses, development discourses, and environmental justice discourses—dominant versions of which are segregated from contextual issues—as produced in Western academia and exported to third world countries for appropriation as developmental efforts—reveal epistemic violence, the manipulation of …

Following instructions received from the U.S. Congress in the 2000 National Defense Authorization Act, the Department of Defense prepared an annual report on Chinese military power. This report contains classified and unclassif ied editions. Documenting Chinese military space power developments was one of the provisions in this law’s authorizing language. This article will examine how Chinese military space power documents have been described by the Department of Defense during this report's existence through 2015 and detail how members of Congress and Congressional committee hearing witnesses reacted to these developments in Congressional hearing transcripts and in Congressional debate through Fall 2015.

The international community has agreed upon another set of goals for the next 15 years. On the table are no less than 169 objectives and 17 Sustainable Development Goals (SDGs). The new aspirations are summarized and the merits and demerits of further elaboration and measurement including country-specific deadlines and targets are discussed. The hefty budget to achieve all 17 goals is estimated at more than $4 trillion US a year. This dissertation analyzes punitive trade conflicts between the U.S. and two trading partners: China and Japan. Punitive trade conflicts can be defined as trade wars between two states, retaliatory tariffs, or other forms of conflict, e.g. preventing the acquisition of foreign assets or sanctions for an undervalued exchange rate. I will examine several trade conflicts between the U.S. and Japan in the 1980s and several trade conflicts between the U.S. and China from 2001 to the present. In the aftermath of World War II, the Liberal Democratic Party of Japan followed Germany’s blueprint in fashioning a universal health coverage system. Comparisons to Germany’s welfare state during this same time period reveal markedly different social and mental health policy practices, as Germany’s Christian Democratic Union and Social Democratic Party cooperated toward progressive policies while the Liberal Democratic Party largely neglected social welfare expansion. The effect of these practices is reflected in budgetary provisions, institutionalization practices, and mental health epidemiology. This research finds that a favorable economic climate allowed the Liberal Democratic Party to politically isolate the Social Democratic …

Given that conditional cash transfers (CCTs) can be a very effective social welfare program to reduce poverty and improve education and health outcomes, but may exacerbate conflict, this thesis addresses strategies for conflict-sensitive formulation and implementation of CCTs in Indonesia. This thesis raises the immediate need to address poverty in Indonesia and seeks to learn from the successes and challenges of other CCTs, such as those enacted in Mexico, Brazil, Turkey, and the Philippines. Through a study of China’s wind turbine sector, this paper demonstrates how China liberally implements industrial policies and then removes them when the WTO disputes them. China’s convenient compliance with the WTO rulings reflects Beijing’s realpolitik navigation through the organization’s dispute-resolution process, rather than socialization to international norms.

Factors Driving North Korean Military Provocations, Adam F. White

This paper examines the causal factors underlying North Korea’s decision to use military actions against South Korean and U.S. personnel, both military and civilian, from the post-Korean War until the present day. It tests hypotheses at the systemic, domestic, and individual levels of analysis and draws conclusions as to what forces and theories appear to explain North Korean behavior across three different leaders. It concludes that North Korea is largely leadership-driven and that there has been a shift away from military provocations since the time of Kim Il-Sung in favor of nuclear weapons development.

Most current research on forced migration focuses on explaining patterns of displacement during armed conflicts and the role that social networks play in pulling people away from conflict torn areas. But what happens to displaced persons after a conflict ends? While many of these individuals are able to resettle in the place to which they fled during conflict, some individuals return to their places of origin while others remain in limbo. While alarmist voices occasionally warn of the threat to American interests from China and Russia through the SCO, the organization’s influence appears limited. This paper examines China’s policy towards human rights internationally with the intent of discerning real support for human rights. It compares China’s responses to two cases of mass human rights violations (the Darfur and Israel-Palestine conflicts) in which it has a serious interest (energy in particular). It finds that China treats human rights self-interestedly, but also has some support for them when its interests are not at stake.
