Presenting a lecture[1] on the virtue of toleration anywhere, let alone in the chambers of the Australian Senate department, should strike most people as a peculiarly pointless kind of exercise. Because law and religion are by themselves complex cultural and historical issues, any study of the interaction between the two will be at least as complicated. If one is to understand both a State's current religio-legal regime and what reform measures are most likely to succeed there, it is necessary to understand at least a little of the nation's history and majority religion. Finally in the 1880’s there emerged a reformist group which was ultimately to be the model of the viability, adaptability, effectiveness, and success of evolutionary socialism. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. The difference was that this group, though always small in numbers, was to have a tremendous impact throughout England and the rest of the democratic world. Some political analysts place fascism at the extreme right of the political spectrum, Communism at or near the extreme left. This classification has been much favored by Marxist writers who believe that fascism is the last desperate effort of embattled capitalism to stave off the proletarian victory. At first glance, the events of World War I seemed to be a triumphant vindication of the spirit of 1848. It was the leading democratic great powers - Britain, France, and the United States - who had emerged the victors. In the political reconstruction of Europe, republics had replaces many monarchies. West of Russia, new and apparently democratic constitutions were established in Germany, Poland, Finland, Estonia, Latvia, Lithuania, Czechoslovakia, Austria, Hungary, and Yugoslavia. In discussing the modern movements which threatened democracy, a distinction can be made between those which were anti-revolutionary and those which were counter-revolutionary. In practice, they often blur into one another. Differentiation between the two types does help to distinguish between those backward-looking elements which offered little more than mere negation of the democratic and radical movements of the preceding century, and those which used certain democratic devices against democracy itself. The Franco regime in Spain is essentially anti-revolutionary, except for the group running the single party, the Falange, which is counterrevolutionary. In the first half of the nineteenth century liberalism and nationalism were key concepts of the major political and economic movements within Western Civilization, As has been explained in the preceding chapter, by the end of the century new radical movements — socialism, syndicalism, and anarchism — had supplanted them on the extreme left of the political spectrum.
