Institutionalizing Freedom As Nondomination: Democracy And The Role Of The State, David Watkins

This article critically examines neo-republican democratic theory, as articulated by Philip Pettit, with respect to its capacity to address some of the pressing challenges of our times. While the neo-republican focus on domination has great promise, it mistakenly commits to the position that democracy—the primary tool with which we fight domination—is limited to state activity. Examining this error helps us make sense of two additional problems with his theory: an overestimation of the capacity of legislative bodies to identify sufficient responses to practices of domination, and the potential conflict between avoiding state domination of the general citizenry and avoiding state …

The Politics Of The Presidential Medal Of Freedom: A Fifty Year Analysis, 1963-2013, Kyle C. Kopko, E. Fletcher Mcclellan, Christopher J. Devine, Jillian E. Casey, Julia L. Ward

Established in 1963, the Presidential Medal of Freedom (PMOF) is the nation’s highest civilian honor. Presidents award the Medal at their discretion to “any person who has made an especially meritorious contribution to (1) the security or national interests of the United States, or (2) world peace, or (3) cultural or other significant public or private endeavors” (Executive Order 11085). Using an original database of all 1963-2013 PMOF recipients, we analyze how presidents exercise this symbolic unilateral power. In particular, we find that Democratic and Republican presidents differ in their recognition of various categories of achievement. Also, presidents have awarded …

Americans Attitudes Toward The Political Parties And The Party System, Howard J. Gold

Drawing on survey data from ANES, Gallup, Pew, and other polls, this article examines attitudes toward the parties and the party system from 1996 to 2014. A previous Poll Trends analysis of the parties, through 1995, found antipathy toward the party system but not toward the parties themselves. The data since 1996 demonstrate that extreme discontent now extends beyond the party system to the Republican and Democratic parties. The data also show that Americans have grown more likely to see sharp differences between the major parties, and to perceive both parties as too ideological. As for the party system, Americans …

Relations between the United States and the Islamic Republic have ranged from limited to non-existent over the past 36 years, and have been impeded by threatening rhetoric and perceived betrayals on both sides. The elections of Barack Obama and Hassan Rouhani allowed for relations to move forward, but both presidents are hampered by people within their governments who are unwilling to let go of ingrained threat perceptions and distrust of the other. Work, as organized in contemporary workplaces and situated in social and political structures, poses a threat to freedom that has been underappreciated in political theory, especially liberal political theory. The recent revival of republicanism offers an intriguing alternative: Can republicanism do any better, with respect to work and freedom?

An examination of the workplace through a republican lens does a better job of helping us make sense of the way work threatens freedom — by exposing us to the threat of domination — and it can generate at least three plausible proposals that might render resistance to domination in the …

There are two narratives that provide the story behind this guide. These stories may seem contradictory at first, but they are both true: it is only by telling both sides of the story that we can understand the full meaning and impact of the experiences of the women pictured in the pages that follow.

On the one hand, there is a story of exclusion, marginalization, and lack of representation of women of color in governing bodies all across Massachusetts – from local to federal office. The Massachusetts Legislature has existed since 1780, yet we have only had 14 women of …

Ideological Social Identity: Psychological Attachment To Ideological In-Groups As A Political Phenomenon And A Behavioral Influence, Christopher J. Devine

Motivated by symbolic ideology research and Social Identity Theory (SIT), this article introduces an original measure of ideological social identity (ISI) designed to capture feelings of psychological attachment to an ideological in-group and facilitate analysis of their attitudinal and behavioral effects. Data from a nationally representative sample of survey experimental participants indicates that the ISI scale is empirically distinct from ideological self-placement, the standard measure of symbolic ideology, and it conditions the effects of self-placement on vote choice in actual and hypothetical election scenarios. ISI is also common within the American public, particularly among conservatives, and responsive to environmental stimuli …

During the early 20th century, Congress and the presidency created new bureaucracies to liberalize the restrictive immigration laws then in effect. This dissertation expounds a process that is referred to as 'policy innovation through bureaucratic reorganization.' The case study method is utilized to examine the formation and evolution of the Bureau of Immigration & Naturalization from 1906 to 1913 and the Immigration & Naturalization Service from 1933 to 1940. In these periods, elected officials increased the numbers of immigrants and naturalized citizens. Such administrative results were produced by decreasing agency resources like funding, staffing, and infrastructure, as well as appointing …

This paper investigates one causal mechanism that may explain why female judges on the federal appellate courts are more likely than men to side with plaintiffs in sex discrimination cases. To test whether personal experiences with inequality are related to empathetic responses to the claims of female plaintiffs, we focus on the first wave of female judges, who attended law school during a time of severe gender inequality. We find that female judges are more likely than their male colleagues to support plaintiffs in sex discrimination cases, but that this difference is seen only in judges who graduated law school …
