The Center for Women in Politics and Public Policy at the University of Massachusetts Boston released this fact sheet just prior to the November 2012 general election. Currently, just less than one quarter (24.5%) of Massachusetts legislators are female, putting Massachusetts behind all other New England states when it comes to the election of women to state legislative office. Vermont has the highest percentage (38.9%) of women in its legislature in the New England region.

In this study, we examine the linkage between presidential policy proposal messages and legislative success. Employing a dataset on presidential legislative proposals that covers the years 1949-2010, we find that politics matters less than policy. Purely political messages that reference the electoral logic of mandates or appeal to a sense of bipartisanship appear to have no impact on presidential legislative success, nor does policy signaling, though highlighting the role of agency-based policy experts in crafting legislation does. From these results, we conclude that although the way presidents communicate their messages to Congress represents an important component of presidential-legislative relations, it …

Presidential policy czars have been an important and powerful component of President Barack Obama’s approach to management and leadership in the first part of his time in office. By using czars, the President has been able to demonstrate the importance of policy issues, both to his own agenda and to the broader political system. In this chapter, we find that performance outcomes for these czars have been a mixed bag, with as many stories of success to report as tales of frustration and failure. As such, we posit that the cost of czars, in political and organizational terms, has outweighed …

The Center for Women in Politics and Public Policy (CWPPP) at UMass Boston’s McCormack Graduate School of Policy Studies has been tracking the election of women at the municipal level in Massachusetts since 1996. In 2003, the Project expanded to include all New England states. CWPPP remains the only research center in the United States that regularly tracks women’s political representation at the local level.

Comparatively few studies have explored how variations in state governing institutions influence voting behavior. Utilizing lower chamber state legislative election returns from the years 2000 through 2010, and the 2002 through 2010 GSS data series, this dissertation focuses on how US state legislatures influence voting behavior and political attitudes of the American electorate. Specifically, this research takes on a comparative approach and illustrates how institutional differences in the size, capacity, and composition of the US state legislatures affect the electorates’ propensity to vote and how politically efficacious people feel.

Can men and women have equal levels of voice and authority in deliberation or does deliberation exacerbate gender inequality? Does increasing women's descriptive representation in deliberation increase their voice and authority? We answer these questions and move beyond the debate by hypothesizing that the group's gender composition interacts with its decision rule to exacerbate or erase the inequalities. We test this hypothesis and various alternatives, using experimental data with many groups and links between individuals' attitudes and speech. We find a substantial gender gap in voice and authority, but as hypothesized, it disappears under unanimous rule and few women, or …

Despite the vast scholarship that exists discussing why Democrats sought restrictive suffrage laws, little attention has been given by historians to examine how concern over local government drove disfranchisement measures. This study examines how the authors of disfranchisement laws were influenced by what was happening in Crittenden County where African Americans, because of their numerical majority, wielded enough political power to determine election outcomes. In the years following the Civil War, African Americans established strong communities, educated themselves, secured independent institutions, and most importantly became active in politics. Social Issues, Authoritarianism, And Ideological Conceptualization: How Policy Dimensions And Psychological Factors Influence Ideological Labeling, Christopher J. Devine

Ideology's crucial theoretical and empirical role in explaining political behavior makes it imperative that scholars understand how individuals conceptualize and apply ideological labels. The existing literature on this topic is quite limited, however, because it relies almost exclusively upon data from the 1970s and 1980s, and it does not examine how psychological factors influence conceptualizations of ideological labels. This article uses data from two original laboratory experiments to test the relative impact of four major policy dimensions on participants' evaluations of candidate ideology and to test authoritarianism's role in shaping ideological conceptualization. This paper presents the results of an indirect assessment of the personality of Willard Mitt Romney, Republican presidential candidate in the 2008 U.S. presidential election and Republican presidential nominee in 2012.

The study was conducted in 2007–2008 and 2012, from the conceptual perspective of personologist Theodore Millon. Information concerning Romney was collected from biographical sources and media reports and synthesized into a personality profile using the Millon Inventory of Diagnostic Criteria (MIDC), which yields 34 normal and maladaptive personality classifications congruent with Axis II of DSM-IV.

Do politicians appeal to fear, and if so, how does the public respond to potentially fear-inducing messages? I reason that changes in the political environment necessitate entrepreneurial efforts if politicians hope to maximize positive attention. Scholarship indicates that presidents can often shape press coverage or move public opinion, particularly in the domain of foreign policy or during national crises. In this dissertation I conceptualize government-issued terrorism warnings as a type of fear appeal. Specifically, I examine the relationship between changes in aggregate presidential approval and the timing of terrorism warnings over the two and one-half years after the 9/11 attacks, …

The Role Of Case Complexity In Judicial Decision Making., Laura P. Moyer

The literature on ideology and decision making offers conflicting expectations about how judges’ ideology should affect their votes in cases that raise many legal issues. Using cases from the U.S. Courts of Appeals, I examine the strength of ideology as a predictor of sincere voting in single and multi-issue cases and test whether the same effect for ideology can be seen for liberal and conservative judges. For all judges, ideology yields a larger effect as the number of issues increases; however, conservative judges are much more likely than liberal judges to cast sincere votes at all levels of complexity.
