Connecticut's Fourth Congressional District: History, Politics, and the Maverick Tradition is a case study of one of the most unique congressional districts in the United States. Located in Fairfield County, the fourth district is a bedroom community close to New York City. The district's close proximity to Wall Street, the tendency of the district's constituents to elect free-thinking congresspersons, and the wealth and celebrity status of many district residents have resulted in a setting which can be described as an anomaly in the larger context of congressional politics. For the last decade, The Daily Show with Jon Stewart (TDS), a (Comedy Central) cable comedy show, has been increasingly seen as an informative, new, even revolutionary, form of journalism. A substantial body of literature appeared, adopting this view. On closer inspection, it became clear that this view was tenable only in specific circumstances. It assumed that the comedic structure of the show, TDS' primary text, promoted cognitive polysemy, a textual ambiguity which encouraged critical inquiry, and that TDS' audiences perceived it accordingly. As a result I analyzed, through a dual - encoding/decoding - analytical approach, whether TDS' comedic discourse …

Religion, Politics, And Polity Replication: Religious Differences In Preferences For Institutional Design, Joshua D. Ambrosius

This article presents a theory of polity replication in which religious congregants prefer institutions in other realms of society, including the state, to be structured like their church. Polities, or systems of church governance and administration, generally take one of three forms: episcopal (hierarchical/centralized), presbyterian (collegial/regional), or congregational (autonomous/decentralized). When asked to cast a vote to shape institutions in a centralizing or decentralizing manner, voters are influenced by organizational values shaped by their respective religious traditions‘ polity structures. First, a bouquet for the illuminating facts presented by Professors Wert, Gaddie, and Bullock. They make dramatically clear how minuscule independent spending by corporate PACs has been (that is, those PACs’ direct spending as distinct from support by those PACs or their corporate sponsors for spending by intermediaries like the Chamber of Commerce). This study sought to determine the extent to which learning organization constructs influence performance in state government. The overarching purpose was to examine the relationship between Peter Senge’s five learning disciplines and organizational performance.

The study utilized an ex post facto survey design. The sample population was composed of supervisors and professional and administrative staff within the 19 agencies of a Midwestern state government. Participants were administered an instrument that asked them to rate their perception of the organization and its performance along seven dimensions of learning. Of the randomly selected 381 participants, 110 (or 28.9%) returned the survey instrument. …

Although 89% of state judges (appellate and general-jurisdiction trial judges) face some type of election, judicial elections are rarely thought of even by academics interested in elections. Iowa’s 2010 election, in which three Justices were defeated, is one of the most significant judicial elections ever. The Justices lost their seats because they participated in a unanimous 2009 decision upholding gay marriage. That decision stirred intense opposition among “social conservatives”, in Iowa a substantial proportion of the population and actively led by more than 100 ministers.

This article addresses whether and to what extent the Obama administration should continue the Bush administration policies relating to democracy promotion. The focus of the article is on the ADVANCE Act of 2007, a legislative enactment that institutionalized democracy promotion in the State Department. After explicating the key provisions of this Act, as well as their implementation status, the article addresses key critiques leveled at democracy promotion, as well as areas where the Obama administration can expand on what has been accomplished thus far in this field. Policy diffusion research pays virtually no attention to policy content. Yet we should expect content to shape the adoption of any policy--this is what legislators and policy makers, after all, fight about. Thus the extent and speed of diffusion likely critically depend on policy content, which the current literature virtually ignores. This dissertation shows how we can better understand policy diffusion by taking policy content seriously. Paying attention to policy content, including how it is debated and understood by legislators, has immediate payoffs in the sense that two literatures largely ignored until now by diffusion researchers-- policy typologies and policy …

This essay maintains that although We Hold These Truths represented an important milestone in Catholic reflection on the American regime, Murray's analysis of public morality and the state's role in its promotion and enforcement is notably weak and of little assistance to us today. More specifically, it argues that Murray’s analysis is insufficiently philosophical and too concerned with the pragmatic task of forging an approach widely acceptable in the America of his day; that it rests on an artificial distinction between “private” and “public” morality that fails to sufficiently appreciate the essential dependence of sound morals legislation upon the government’s …

In the literature democratic longevity in countries transitioning from authoritarian regimes to democracy is linked to economic development; four factors of economic development are identified: industrialization, education, urbanization, and growing wealth. Latinos, currently the largest minority group in the Golden State, have made remarkable political gains in the past two decades, more recently since the the approval of Proposition 187 in 1994. How have Latinos used this new political power? Attempting to elucidate what precisely Alexis de Tocqueville would have made of either Barack Obama the politician or the astonishing political phenomenon that swept the nation's first African-American president into office in 2008 is a fruitless endeavor. In Democracy in America, Tocqueville devotes relatively little attention to the presidency as an institution, and still less to the merits and accomplishments of particular presidents. In his account, what made American democracy unique and functional was neither its federalist institutional arrangements nor the virtues of its national leaders, but its culture of political participation in local democratic institutions. The Bush Doctrine, which was installed after the 9-11 attacks on the United States under the guise of the war on terrorism, postulated a vision of the United States as the world’s unchallenged superpower and the invasion of Iraq became one of the central fronts of this war. After failing to get approval by the United Nations for the invasion, the Bush Administration’s attempt to assemble a coalition of the willing became critical to the battle for public opinion to back the war. Symbolic homophobia is a general negative disposition towards lesbian, gay, and bisexual individuals, which is demonstrated in symbolic forms of prejudice rather than overt actions. Stigma towards lesbian, gay, and bisexual (LGB) individuals has transformed from overt forms of prejudice to slightly less blatant more subtle forms in recent years (Schafer & Shaw, 2009). Based on previous research, it is has also been shown that conservatives will have higher levels of symbolic homophobia. (Linneman, 2004), Thus, in order to assess the more nuanced forms of prejudice in relation to political affiliation, Study 1 created a scale to assess symbolic homophobia. …

Bush sought to “stay the course” in terms of policy while distancing himself from the public relations strategies employed during the administration of Ronald Reagan, his predecessor.
