The urban/rural divide is pervasive in policy-making in Nebraska. In this nonpartisan state, coalitions based on spatial identity or whether the legislator is urban or rural seem to have greater weight than party especially in the creation of economic development policy. Often, economic development policies include locational considerations which give areas such as rural areas and economically distressed areas greater weight when distributing program funds. In my study, I investigate whether constituency or party has a greater impact on the legislative behavior of Nebraska state legislators when voting on economic development and environmental legislation. The people we see in news media can affect our perceptions of public opinion through exemplification. Although research shows that individuals interviewed in a news story can influence perceptions of public opinion, little attention has been paid to the role that source type and audience attitudes play in the exemplification process. This study tests how the exemplification process is influenced by different types of news sources featured in an article (e.g., vox pop, protester, and interest group interviews) and the audience’s own political ideology. Political Hate Machines: Outside Groups And The 2012 Presidential Campaign Advertising Market, Martin Nader

This dissertation explores the rise of outside groups and their influence in the 2012 presidential campaign advertising market. Unlike official candidates, outside groups are not vulnerable to the potential electoral risks of public backlash for being too negative; therefore, outside groups do not possess the same incentives as official candidates to regulate their use of attack ads. Compared to campaign ads produced by official presidential candidates, ads produced by outside groups are (1) overwhelmingly negative attack ads, (2) utilize a backwards-looking retrospective orientation, and (3) draw heavily on negative emotions like anger, fear and disgust.

Lakoff’S Theory Of Moral Reasoning In Presidential Campaign Advertisements, 1952–2012, Damien S. Pfister, Jessy J. Ohl, Marty Nader, Dana Griffin

This study examines the presence and distribution of George Lakoff’s Strict Father and Nurturant Parent paradigms of moral reasoning in presidential campaign advertisements between 1952 and 2012. Results show that Republicans outpace Democrats in the general use of moral reasoning and that Republicans are far more likely to use Strict Father language than Democrats. The study found no difference in the use of Strict Father= Nurturant Parent morality throughout history, during times of war and recession, or if the candidate was an incumbent. The Strict Father and Nurturant Parent models of moral reasoning were also evaluated based on their relationship …

A “true” American takes pride in the democratic processes that grant power to the people, right? Some literature has shown that “power to the people” is actually quite far from being uniformly endorsed by the American people, largely because of the inherent conflict and disagreement that comes with it (e.g., Hibbing & Theiss-Morse, 2002). So are people more positive toward democratic processes when they perceive consensus among citizens? Which mechanisms underlie the orientation of public attention to political issues? Though research on media agenda-setting has been one of the most successful enterprises in political communication and behavior, little is known of the actual processes that drive this phenomenon. I hypothesize that inherent in all environmental stimuli is emotional information, and that it is this information that drives the linkages between media and public agendas. Behavioral differences have been reported between conservatives and liberals when categorizing facial expressions, yet no study explores potential differences in the manner in which the two groups process facial expressions, let alone how partisanship contributes or how political engagement may vary with brain processing of facial expressions. In this context, processing refers to brain patterns following exposure to a facial expression and participants’ subsequent attention to the presented facial expressions. This thesis addresses the question of whether political temperament is associated with differences in neural processing. Do politicians appeal to fear, and if so, how does the public respond to potentially fear-inducing messages? I reason that changes in the political environment necessitate entrepreneurial efforts if politicians hope to maximize positive attention. Scholarship indicates that presidents can often shape press coverage or move public opinion, particularly in the domain of foreign policy or during national crises. In this dissertation I conceptualize government-issued terrorism warnings as a type of fear appeal. The political and religious are demonstrably intertwined in American politics and within the preferences of individual citizens. This dissertation has attempted to examine possible theoretical reasons for the overlap and sources of development of these belief systems within individuals and across generations. In sum, different Moral Foundations are associated with different preferences for organizing society and approaching religion; grandparents, parents and children share many political and religious beliefs, though not all Moral Foundations; and genetics influence part of the variance on religious and political preferences and part of their overlap is due to a shared genetic path. Does state legal context modify the association between abortion and distress among women in the United States? Adjusting for individual characteristics that could be associated with distress based on stress and stigma frameworks, I examine if state legal context modifies the association between abortion and distress using a nationally representative sample of American women ages 25-45. The use of state-level factors as a proxy for social context in this research has not been part of previous studies of the consequences of abortion. Do voters prefer political candidates who express reluctance to seek office, or do voters prefer candidates who express great ambition and an implicit hunger for power? This study uses an experimental design to test overall support of reluctant or power-hungry candidates, and discusses which people would select which candidate and why. While limited by the survey design, the evidence suggests that there is no significant overall mean difference for overall support of either candidate. The Leadership of George Bush is infused with a sentimentality exemplified by the book's opening statement describing the Bushes' emotional response to Bush 43's election to the presidency: "George Bush sat straight up, his back rigid but his chest heaving slightly as he sought to hold back tears. Barbara Bush sat quietly, unmovable, a glint of satisfaction and pride sparkling in her eyes." Despite the author's proximity and long-time affiliation, the book provides scant new information about Bush 41 's presidency, mostly because the author fails to connect it with larger literatures on presidential leadership and executive management. In the 41 states without a substantial historic Latino population, large-scale schooling of Latinos is a comparatively new issue and the nature of that schooling is fundamentally shaped by how the more established (usually Anglo) populations understand this task. This chapter describes the understandings that led to, but also limited, one particularly comprehensive attempt in Georgia to respond to Latino newcomers. In that sense, this is a study of the cosmologies that can undergird the politics of schooling of Latinos. Policy diffusion research pays virtually no attention to policy content. Yet we should expect content to shape the adoption of any policy--this is what legislators and policy makers, after all, fight about. Thus the extent and speed of diffusion likely critically depend on policy content, which the current literature virtually ignores. This dissertation shows how we can better understand policy diffusion by taking policy content seriously. The lack of wind energy production could be the result of Nebraska’s unique public power districts that have eminent domain of distribution and retail sales of electricity in the State. The processing of messages in the political world is often a function of the frames in which the information is embedded (e.g. Druckman 2001; 2007; Gamson 1989; Iyengar 1991; Jacoby 2001; Nelson, Clawson, and Oxley 1997). These frames have the ability to alter preferences based on how people process information. Research on frames has neglected how an individual’s personality creates the ability to resist or accept the various frames found in political communications. This dissertation focuses on the National Register of Historic Places and considers the geographical implications of valuing particular historic sites over others. Certain historical sites will either gain or lose desirability from one era to the next, this dissertation identifies and explains three unique preservation ethical eras, and it maps the sites which were selected during those eras. These eras are the Settlement Era (1966–1975), the Commercial Architecture Era (1976–1991), and the Progressive Planning Era (1992–2010). With recent high energy prices, the passage of major energy legislation in 2005 (P.L. 109-58) and 2007 (P.L. 110-140), and the passage of a new farm bill in 2008 (P.L. 110-246), there is ongoing congressional interest in promoting alternatives to petroleum fuels. Biofuels—transportation fuels produced from plants and other organic materials—are of particular interest.

Ethanol and biodiesel, the two most widely used biofuels, receive significant government support under federal law in the form of mandated fuel use, tax incentives, loan and grant programs, and certain regulatory requirements. Although much progress has been made in achieving the ambitious goals that Congress established more than 35 years ago in the Clean Water Act (CWA) to restore and maintain the chemical, physical, and biological integrity of the nation’s waters, long-standing problems persist, and new problems have emerged. Water quality problems are diverse, ranging from pollution runoff from farms and ranches, city streets, and other diffuse or “nonpoint” sources, to toxic substances discharged from factories and sewage treatment plants.

Financial stress in the dairy industry in 2009, brought on largely by sharply lower milk prices, activated standing federal programs to support dairy farmers. In calendar year 2009, the federal government spent more than $1 billion to support the industry through the Milk Income Loss Contract (MILC) Program, the Dairy Product Price Support Program (DPPSP), and the Dairy Export Incentive Program (DEIP). Following appeals from dairy farmers for more financial assistance, Congress granted another $350 million in October 2009 in the form of supplemental payments to dairy farmers and government purchases of dairy products.

Two separate bills are advancing in the 111th Congress that could provide nearly $4 billion of supplemental funds for agricultural programs in FY2010. The agricultural provisions in these bills have a relatively small funding impact compared with the nonagricultural provisions in the bills.

H.R. 4213 (commonly known as the “tax extenders” bill) would provide up to $3.6 billion for agriculture-related programs. The House and Senate are trading amendments to reconcile differences between each chamber’s version of the bill. The Food, Conservation, and Energy Act of 2008 (P.L. 110-246, 2008 farm bill) created the Biomass Crop Assistance Program (BCAP). The two main purposes of BCAP are (1) to support the establishment and production of eligible crops for conversion to bioenergy in selected areas, and (2) to assist agricultural and forest land owners and operators with collection, harvest, storage, and transportation of eligible material for use in a biomass conversion facility. BCAP is intended to assist with the bioenergy industry’s hurdle of continuous biomass availability.

Carbon capture and sequestration (or carbon capture and storage, CCS) is widely seen as a critical strategy for limiting atmospheric emissions of carbon dioxide (CO2)—the principal “greenhouse gas” linked to global climate change—from power plants and other large industrial sources. This report focuses on the first component of a CCS system, the CO2 capture process. Unlike the other two components of CCS, transportation and geologic storage, the CO2 capture component of CCS is heavily technology-dependent.
