Phil Keisling is director of the Center for Public Service at Portland State University in Oregon, which recently conducted research on who votes in mayoral elections with Knight Foundation support.

The last 10 to 20 years have been times of revitalization and progress for many of America’s big cities. While there are certainly exceptions, many major city downtowns have been revitalized, often with the money and energy of younger entrepreneurs. One year after the terror attacks of September 11, 2001, the administration of President George W. Bush introduced a revolutionary foreign policy strategy--the Bush Doctrine. Proponents of this strategy advocated the use of American 'hard power' as a tool to promote freedom and democracy, beginning with the invasions of Afghanistan and Iraq. Opponents of the doctrine saw it as dangerously nationalistic, with the potential to entangle the United States in a myriad of protracted international conflicts. The American people have become used to government trickery in foreign affairs—wars and interventions based on lies and falsified evidence, “national security” used to justify the whittling away of privacy, classification of documents to hide embarrassing disclosures, massaging of budget figures to mask outrageous spending on arms, and demands for new weapons when already in possession of an unmatched conventional and nuclear arsenal.

The theory of motivated reasoning predicts that partisan cues in the media will affect political attitudes, by encouraging individuals to align their views with those of their party's elites. The effect has primarily been tested by looking at issues which have pre-established partisan positions (e.g. immigration reform, gay rights, etc.). This study looks at the effects of partisan cues in the media on attitudes toward a non-partisan issue, the NSA's collection of American's meta-data. Additionally, the study extends research on partisan cues by exploring the moderating role of an individual's political communication network and, specifically, exposure to cross-cutting political communication. …

President Xi Jinping's call for a "new type of great-power relationship" in meetings in 2013 with President Obama raises important questions about the future of US-China relations. On the surface, it appeared that the two leaders were on the same page. At the June summit, Obama agreed with Xi that "working together cooperatively" and bringing US-China relations "to a new level" were sound ideas. In 2012, the Mexican Consulate in Portland, Oregon, through the local Spanish press announced the guidelines for participating in the election of the president of Mexico held in July of that year. Despite the efforts made by the Mexican authorities to promote voting, 22 interviews with Mexicans living in Oregon determined that the migrant population lacks the necessary tools to exercise their vote from this state. Most respondents think that the Mexican state by not facilitating their participation by providing those required tools, forget the enormous economic contributions of migrants to the country. Highly technical policy decisions present daunting challenges for democracy. In order to hold public officials accountable, citizens must be able to see how policy decisions stand to affect their interests. If they are unable to do so, they can find themselves exposed to bureaucratic domination through the discretionary power of bureaucrats, scientists, or policy experts. Can men and women have equal levels of voice and authority in deliberation or does deliberation exacerbate gender inequality? Does increasing women's descriptive representation in deliberation increase their voice and authority? We answer these questions and move beyond the debate by hypothesizing that the group's gender composition interacts with its decision rule to exacerbate or erase the inequalities. We test this hypothesis and various alternatives, using experimental data with many groups and links between individuals' attitudes and speech. We find a substantial gender gap in voice and authority, but as hypothesized, it disappears under unanimous rule and few women, or …

With disasters increasing in frequency and costs each year, this study seeks to explore ways greater public participation can assist emergency managers in their mission to keep communities safe. Specifically this study examines the policy process and administrative functions of emergency management to illuminated the benefits and hindrances involved in greater participation. This study conducted a qualitative analysis of governmental documents, disaster case studies, international research, as well as political science and administrative doctrines, to arrive at its conclusions. While the United States and South Korea consider whether or not to accept North Korea’s call for an “unconditional” return to the Six Party Talks (6PT) or China’s call for multilateral negotiations, Northeast Asia is sliding in the direction of deepening conflict that could lead to war. China-Japan relations, which had been warming since the departure of Koizumi Junichiro, and especially since the victory of the Democratic Party of Japan in 2009, are again in a deep freeze over disputed territory. The wars in Korea and Vietnam were of a piece, directly related by virtue of U.S. global strategy and China’s security concerns. This paper, focusing mainly on the U.S. side in these wars, argues that three characteristics of American policy had enduring meaning for the rest of the Cold War and even beyond: the official mindsets that led to U.S. involvement, the centrality of the China threat in American decision making, and the common legacy of intervention against nationalism and in support of authoritarian regimes. Concerns about the feasibility of the Internet as an appropriate venue for deliberation have emerged based on the adverse effects of depersonalization, anonymity, and lack of accountability on the part of online discussants. As in face-to-face communication, participants in online conversations are best situated to determine for themselves what type of communication is appropriate. Earlier research on Usenet groups was not optimistic, but community-administered moderation may provide a valuable tool for online political discussion groups who wish to support and enforce deliberative communication among a diverse or disagreeing membership.

The litigation resolving the 2000 election received extensive attention, but there was also an increase in pre-election litigation in 2000, suggesting an increased reliance on courts even prior to Bush v. Gore. Did this trend of judicialization of presidential elections in the United States accelerate in 2004? To answer this question, we collect data on pre-election litigation from 1992, 1996, 2000, and 2004. Our findings show that the rate of prospective litigation increased dramatically in the 2004 election, even accounting for state and federal electoral reform from 2001-2004. Beyond the increase in raw numbers, we find that the litigation was …

Proponents of the democratic peace are accustomed to criticism. Early refutations of the research program's findings focused on questions of measurement and statistical inference. Skepticism about such matters has not fully subsided, but many more now accept the democratic peace as an empirical regularity. The aim of recent complaints has shifted to democratic peace theory. The typical approach has been to highlight select historical events that appear anomalous in light of the theory and the causal mechanisms it identifies. The Bush administration's decision to abandon the Kyoto Protocol can be explained by prospect theory. The change in federal climate policy between the Clinton and Bush administrations was due to the difference in domain that each president operated under. President Clinton operated under a domain of losses as he associated continued fossil fuel use with future socio-economic and environmental damages from climate change. This domain of losses increased President Clinton's risk tolerances and explains his pursuit of the Kyoto Protocol, an international agreement to limit greenhouse gas emissions. The Europeans were the first ones to establish Consuls at Jerusalem. They used their consular offices to establish permanence and extend their influence in the region. Under the guise of citizen and religious protection they extended their power and influence in the Ottoman territory. The United States established its consulate in Jerusalem in 1853. In comparison with the European consuls the American Service was-new, inexperienced, and lacking professionalism. This American outpost was plagued with complexities that were distinct to the office at Jerusalem. The consul reports from 1856-1896 reflect the mission and difficulties faced at this seemingly remote outpost.

We should not ignore or make light of injustices such as slavery, segregation, Eurocentric immigration policies, and social and economic discrimination that have played a major part in our history. This thesis was intended to delineate the factors contributing to the formulation of the Comprehensive Employment and Training Act (CETA) of 1973--a unique attempt at overhauling federal employment and training policy as well as one of the early efforts at devolving control over grants-in-aid to the subnational level.

Information was obtained from the literature on this policy area, plus documentary sources; such as records of Congressional hearings. From this information, an analytical framework was developed, in which factors contributing to the formulation were classified as; contextual, ideological and those in the form of actors' objectives.

The thesis examines the role of partisanship in two sessions of the Oregon Legislature. Both the Oregon Senate and the Oregon House of Representatives were examined for the 56th (1971) and the 57th (1973) session. Indicies of partisanship, or party cohesion were developed for both parties in both houses during both sessions. Each legislator was also assigned an index of partisanship. The indicies of partisanship for the parties were the average percentage of the members of the two parties voting together on those issues which underwent "party votes." The work is a descriptive and comparative study of the British program for economically lagging regions of the country. The author's special interest was local participation in the central Government activity. Secondary sources of information on local aspects were in short supply, and the writer relied upon interviews and unpublished documents obtained on a visit to England to supplement published material.
