Mental health treatment in state prisons is revealed to be highly variable, under-funded, and systematically inadequate. Existing literature exposes this injustice but fails to provide a comprehensive proposal for reform. This paper attempts to fill that gap, outlining a cost-effective, evidence-based treatment proposal, directly addressing the deficits in care revealed through analysis of our current system. In addition, this paper provides historical overviews of the prison system and mental health treatment, utilizing theoretical perspectives to contextualize this proposal in the present state of affairs. After successfully organizing around preserving Cabrillo Park in Upland and feeling a lack of local political representation, Irmalinda Osuna ran for Upland City Council in the 2018 midterm elections. As one of the many female candidates in the 2018 elections, Irmalinda led a grassroots, community-led political campaign in which she advocated for environmental justice and the preservation of parks, a more inclusive community, increased civic participation, a more efficient use of technology in politics, and support for small businesses.

An extensive body of research suggests that increasing access to contraception can improve the health of women and children and increase their socioeconomic mobility through increased wages and labor force participation. In the United States, however, contraception and childbearing has historically been used as a form of racist and eugenic population control. This thesis outlines the history of contraception in an intersectional context, inspired largely by the work of Martha Bailey and Dorothy Roberts, from forced childbearing during chattel slavery, to the forced and or coercive sterilization of large populations of Black and Brown women in the modern era. This project sought to explore the narratives and rhetorical themes that permeate the anti-vaccination movement. Mass media has portrayed vaccine refusal groups as stupid, as conspiracy theorists, and as radically selfish. However, the data I analyzed from vaccine refusal nonprofits and advocacy groups supports that although these themes may appear to be radical, in reality, each is congruent with already present societal frameworks, particularly neoliberal social discourse and a preoccupation with the individualistic and self-determined health care rather than utilitarian or collective action.

This thesis aims to unpack the impact the legalization of street vending and the subsequent regulation had on sidewalk vendors. Although legalization occurred state-wide through Senate Bill 946 in September of 2017, the rules and regulations for vending were passed at a city-level, and I am focusing on the City of Los Angeles specifically. Through interviews with government officials, non-profit partners and advocates, and vendors from different parts of the City, I analyze information around the policy itself, its history, and the impact it has and is expected to have on vendors and their businesses. This thesis investigates how and why U.S. policies and agencies are ill-equipped to respond to narco-terrorism and offers some policy recommendations for remedying that. Narco-terrorism is the merging of terrorism and drug trafficking. Terrorist organizations and narcotics traffickers each have much to offer the other; there is potential for symbiosis in the form of cooperation and even hybridization. Examination of the dynamics between terrorist organizations and drug traffickers, combined with an evaluation of the US responses to narcoterrorism in Colombia and Afghanistan, makes it clear that current US policy responses fail to recognize narcoterrorism as a unique challenge, and instead …

The most contentious issues of our day often have to do with political and social rights as opposed to economic rights. Through the lens of property rights I investigate whether this dichotomy existed at the time of the American founding. First, I examine the state constitutions and identify three clauses, common to the documents, which protect property rights. I examine their historical basis and reveal their connection to English common law and Locke, primarily. This thesis examines the idea of economic rights and their place in American political history. The American constitutional understanding of rights has historically not included positive economic rights and has focused on negative political liberties. Chapter One is a discussion of what economic rights are in a broad sense. Then in Chapter Two I focus on Roosevelt. In his 1944 State of the Union Address, he proposed a “Second Bill of Rights” for America that was a list of economic rights. Congress has become infamous for its lack of understanding of technology, particularly with the Facebook and Google hearings in 2018. To improve this understanding, this thesis argues for the return of the Office of Technology Assessment (OTA), a congressional support agency created in 1972 that provided science and technology expertise to Congress until its termination in 1995. It also considers potential changes that might be made to the old OTA model and the political environment in which a new OTA would need to survive.

Pacific County was one of 206 counties nationwide to vote for President Trump in 2016 after voting for President Obama in 2008 and 2012. These counties were pivotal for Trump’s victory in 2016, and will continue to be crucial in the 2020 election and beyond. This paper uses an ethnographic method to understand why Pacific County flipped to vote for a Republican after voting for Democratic presidential candidates every cycle since 1952.

We develop a simulation model for predicting the outcome of the US Presidential election based on simulating the distribution of the Electoral College. The simulation model has two parts: (a) estimating the probabilities for a given candidate to win each state and DC, based on state polls, and (b) estimating the probability that a given candidate will win at least 270 electoral votes, and thus win the White House. All simulations are coded using the high-level, open-source programming language R. The Golden Gate Bridge, and the surrounding national parks, are one of the most iconic tourist destinations in the world. Although this area is idyllic in many ways, its underlying governmental set-up creates traffic problems on the US-101 highway that angers tourists and commuters alike. Using the frames of analysis and language of political whiteness and anti-migrant hegemony, this paper examines the narrative of liberal immigration reformers transforming California’s political landscape within the period of 1994 to 2017. Taken as case studies the following articles of legislation are analyzed: Proposition 187 in 1994, the California Dream Act in 2010, the Trust Act in 2014, up to the present Senate Bill 54 in 2017. While such addresses were rare at the Founding because constitutional interpretation restricted presidents’ ability to campaign and communicate directly with the American people, the inaugural address is one speech that has existed since George Washington’s inauguration in 1789. If we follow the mainstream news regularly, it seems like we are on a steady path to war. This thesis explores how the United States identified Iraq as a threat to its national interest from 1990 to 1998. The international relations literature is heavily skewed toward exploring the question of why states engage in conflict and neglecting how a country identifies a threat. Therefore, this thesis focuses on the threat identification policy process. This thesis examines two security moves – the Gulf War and the Iraq Liberation Act – and uses primary documents to reveal how the foreign policy apparatus concluded that Iraq was a threat. CVE is complex. It requires combatting the narratives and ideology of many extremist groups around the globe, constructing environments with appealing alternatives to extremism, and most importantly, sensitivity to the variety of circumstances in which CVE takes place to effectively battle the root causes of extremism. Constructing a complete CVE effort thus requires a great variety of skills, coordinated to efficient implementation. Despite notional commitment, U.S. CVE abroad lacks interagency coordination. JIATF-S offers a strong model of interagency coordination, from which lessons may be applied to the formation of an interagency CVE effort. The United States is the only developed nation that fails to provide its citizens with paid parental leave. The lack of parental benefit provision operates to the detriment of individuals and society as a whole by contributing to inequity across gender, race, socioeconomic status, and sexual orientation. This dissertation looks at how enhanced political participation opportunities can increase individual liberty and improve public-sector reform efforts. It blends political theory with contemporary concerns for individual well-being and government accountability. To do this, several research methodologies are used, including normative, qualitative process-tracing, and quantitative analysis.
First, the dissertation draws insights from ancient and modern political philosophy and the political thought and example of Jane Addams in 19th Century Chicago. After the terrorist attacks of September 11, 2001, President Bush authorized the detention of certain non-citizens suspected of terrorism at the naval base in Guantanamo Bay, Cuba. Beginning in 2004, the Supreme Court considered whether these non-citizens were entitled to rights under the Constitution. In deciding that question, the Court compared the facts in the War on Terror cases with World War II cases that dealt with the rights of captured Nazis. Though the cases from World War II denied all protections to nonresident enemies, the Court in 2004 and 2008 determined that detentions in Guantanamo were unique. As such, …

The 2016 election cycle has shown a dramatic radicalization of the right, featuring elements such as out-group demonization, law and order rhetoric, and populist strategies that have not been so prevalent in the US since the rise of Nixon’s Silent Majority in the 1970s. The UK has experienced a similar ideological shift, though its emergence has perhaps not been so notoriously outspoken. This thesis examines U.S. immigrant and refugee policy and policy discourse to understand the formation of Muslims as particular sites of risk as immigrants in the War on Terror. Theorists of international relations theorize securitization as a process in which state actors begin to use the language of security in considering the regulation and governance of a certain policy issue area. This thesis provides a comprehensive history of Supreme Court Free Exercise Clause jurisprudence from 1879 until the present day. It describes how a jurisdictional approach to free exercise dominated the Court’s rulings from its first Free Exercise Clause case in 1879 until Sherbert v. Verner in 1963, and how Sherbert introduced an accommodationist precedent which was ineffectively, incompletely, and inconsistently defined by the Court. This thesis shows how proponents of accommodationism furthered a false narrative overstating the scope and consistency of Sherbert’s precedent following the Court’s repudiation of accommodationism and return to full jurisdictionalism with Employment Division v. In 1958 the United States and United Kingdom signed the Mutual Defense Agreement which allowed the two countries to share information and technology concerning nuclear weapons. This paper examines the history of this agreement and the Polaris and Trident Sales agreements which followed. The main focus of the paper is the motivating interests of both countries to maintain these agreements today.
