This comments matrix, published in 2005, provides a summary of public comments made in 2005 regarding the proposed return of land to the Three Affiliated Tribes of the Fort Berthold Reservation. These comments were recorded from transcripts of three public meetings held in Bismarck, North Dakota (ND) on May 24; in Dickinson, ND on May 25; and in Williston, ND on May 26. The purpose of this thesis is to examine, not only Humphrey's 1960 campaign for the Democratic nomination for president, but why he was unable to secure it. By focusing on two specific primaries -Wisconsin and West Virginia- this study illustrates that Humphrey's defeat was his own.

The formation of the Works Progress Administration (WPA) as part of Roosevelt's New Deal, in conjunction with the Depression and World War II, can be credited with changing the face of international art of the twentieth century. The majority of the artists who were later to be known as Abstract Expressionists participated in the Fine Arts Project (FAP) branch of the WPA in New York throughout the 1930s. This government support of the artists gave them a chance to commit to painting as a career, and their painting styles evolved drastically during this time. In 1960, John F. Kennedy, a wealthy New England Catholic, traveled to a rural, Protestant state to contend in an election that few thought he could win. While many scholars have examined the impact of Kennedy’s victory in the West Virginia primary, few have analyzed the importance that his visit to the state in 1960 and his ensuing administration had on West Virginia. Kennedy enacted a number of policies directed specifically toward relieving the poverty that had plagued West Virginia since statehood. The author argues that the U.S. and its partners have rightly arrived at war on Iraq as a just and necessary last resort. The potential problems with the just-war case are notable, particularly concerning the after-effects of the war, but they do not incurably undermine the case for going to war. Instead, both supporters and critics of the war around the world should strive to keep their governments committed to post-war reconstruction and a transition to a free and stable government in Iraq. Several just war criteria, particularly as these are articulated in the Catholic tradition, are used to assess …

This record, dated August 30, 2001, is a transcript of a follow-up hearing with the Three Affiliated Tribes and Standing Rock Nation to evaluate how the 1992 Equitable Compensation Act has served the tribes and if it has helped restore economic stability. Testimony from tribal members indicates that many promises made prior to the building of the dam were never met, that the promises were met were fulfilled 40-45 years after the dam was built, and, more importantly, that what was lost can never be compensated for with money. In 1997, Ira Katznelson contributed to the ongoing discussion among social scientists and historians about how to analyze class formation and the development of the American state. He was particularly interested in tying this research to the history of liberalism in an effort to both historicize the generalizations of Louis Hartz and address the question of American exceptionalism. Evaluating the body of research, Katznelson argued that authors had too frequently abstracted the state from its context and then used it to explain the very phenomena that helped define the state's character in the first place. This study examines the Virginia Conservative Party of the 1960's. The party was founded in 1965 as a protest against the increasing liberalism in Virginia and national politics. Dedicated to providing voters an alternative to the two major parties, the Conservative Party participated in every major state election from 1965 to 1969. Although failing to win any statewide election, the Conservatives played a significant role in Virginia politics during the 1960's. Paradoxically, the Virginia Conservative Party contributed to the demise of the conservative Democratic Byrd Organization by refusing to support conservative Democrats. From the mid-1960's, Virginia Republicans, in tune with President Richard Nixon's active "Southern strategy," revived party fortunes in the state by capitalizing on the ongoing degeneration of Virginia Senator Harry F. Byrd, Sr.'s powerful conservative Democratic organization and the factionalization of the state Democratic Party. Republican Abner Linwood Holton, Jr., solidly carried the 1969 gubernatorial election. In the 1970 senatorial election Independent Harry Flood Byrd, Jr., defeated Republican Ray Lucian Garland and Democrat George Rawlings. A Segregationist On The Civil Rights Commission, James R. Sweeney

In 1957 President Dwight D. Eisenhower appointed to the newly created Commission on Civil Rights John Stewart Battle, a former longtime Virginia General Assembly member and governor who was also a staunch segregationist. Eisenhower appointed him to represent white Southern opinion and because of his national reputation for deft political conciliation. The article reviews Battle's personal background, political career, racial philosophy, and interactions with other figures prominent in the era's civil rights politics, including Father Theodore Martin Hesburgh, Harry F. Byrd, Sr., and J. Lindsay Almond, Jr. During his service on the commission during 1957-59, Battle's segregationist views kept him …
