In 2010, two key pieces of legislation were passed: Citizens United v. FEC and Speechnow.org v. FEC. The results of these cases led to the creation of a new type of organization known as the super PAC. After their inception, the amount of super PACs exploded going from 83 in 2010 to 2,393 in 2016. Since then, the number of super PACs has remained relatively constant with a total of 2,458 super PACs in 2024. This introduction came with much controversy due to the widespread fear that super PACs could undermine the election system by giving wealthy individuals or organizations an undue influence. This dissertation consists of three essays in economic history, unified by a focus on one of America's earliest transportation infrastructures, the canal system, in nineteenth-century New York. Each chapter explores a different aspect of the state's transformation: its economy, politics, and finance, each of which helped construct New York as the Empire State.

The first chapter studies the economic impact of canals on economic modernization from three aspects: sectoral transition, urbanization, and banking development. Contrary to much of the modern literature finds transportation infrastructure leads to decentralization, I find the opposite-evidence of centralization. In this moment of societal change and institutional capture, public educational institutions have become sites of contention where national ideological and political debates are carried out in local school and library board meetings across the country. In Louisiana, the creation and expansion of a statewide conservative organization has led to the defunding of public libraries sparked by accusations of grooming and inappropriate programming. In response, local library defenders have created another statewide organization to share information and organizing strategies to combat disinformation campaigns propagated by conservative organizers at local and state levels. The purpose of this study was to engage queer Colorado educators to explore how to sustain their identities as queer educators in a politically fractured state. By focusing on Colorado, I could assess the extent to which the legal protections afforded there adequately support educators in sustaining themselves. Additionally, the findings from Colorado had the potential to further illuminate factors influencing teacher sustainability and retention on a much larger scale. This qualitative embedded single-case study explored how a rural-serving regional public university (RPU) contributed to the political well-being of its politically polarized service region ahead of the 2024 presidential election. Guided by the stewardship of political place theoretical framework, which integrates rural consciousness, the Community Capitals Framework, and the stewardship of place framework for RPUs’ public engagement, the study utilized policy discourse analysis to examine regional residents' and internal constituents' perceptions regarding WPU’s role in promoting regional political well-being. Data collection included semi-structured interviews, direct observations of campus civic engagement events, and institutional document reviews.

How Far-Right Populism Harms Ethnic Minorities’ Health: The Case Of The United States, Dina Rosenberg

Public health is a political issue, and the health of ethnic minorities is a key component of it. We argue that far-right populism, whether grassroots or elitist, harms the health of immigrants and minorities. Anti-minority attitudes and policies—such as health chauvinism promoted by far-right populists—along with hate rhetoric and ensuing personal and institutional discrimination create a climate of hostility that negatively affects health outcomes in underprivileged communities. We hypothesize that immigrants and ethnic minorities living in such a climate are more likely to experience health problems and underutilize healthcare. By the mid-1980s, the HIV/AIDS epidemic breached a longstanding consensus between the political class and its bureaucratic alliances that had relied for decades on attitudes and orientations that championed punitive prohibition toward drugs as a bedrock principle of policy making. This ‘focusing event’ created an opening for HIV/AIDS activists to build a movement that offered an alternative, a more effective and just approach to how government policies and practices can manage illegal drugs and the persons who use drugs.

The 2025 Fiscal Year National Defense Authorization Act contains multiple provisions relating to artificial intelligence (AI). These congressionally mandated provisions direct various sections of the Department of Defense (DOD) and individual U.S. armed service branches to execute congressional intent for AI policymaking. Examples of such intent include identifying and planning DOD's AI workforce, demonstrating AI biotechnology applications for national security, improving the human usability of AI systems, and establishing an AI security center. Reassessing Policy Responses To Irregular Migration In Receiving Democracies: A Process-Tracing Analysis Of Transactional Migration Governance, Otoniel Ramos

This policy brief analyzes the growing use of transactional migration agreements (TMAs) by receiving democracies—bilateral arrangements that exchange financial or diplomatic concessions for the external enforcement of migration control. While politically expedient, TMAs often generate long-term strategic liabilities: they reduce state control over enforcement outcomes, expose receiving states to coercive leverage by partner states, and weaken normative commitments to transparency and rights protection. Using analytic process tracing and formal modeling, this paper identifies four recurring mechanisms by which TMAs evolve into systems of asymmetric dependence. Post-election audits have been a standard practice for election officials across much of the United States since the 2000 presidential election. However, there were still six states that had never performed a post-election audit as the nation prepared for the 2020 presidential election. Due to the controversies of the 2020 presidential election and the resulting decrease in voter confidence, particularly among Republican voters, there was a concerted effort in the few remaining states to pass legislation that would require election officials to conduct post-election audits. This study looks at the potential impacts of social media advocacy on mobilizing the pubic. Drawing from the Pew Research Center’s 2018 American Trends Panel, I look at Americans’ views of technology, political involvement, and their perceptions of social media and online engagement. I found that younger respondents view social media as more important to their political engagements. I find a significant relationship between census region and perceived importance of social media on issue involvement, as well. The Affordable Care Act (ACA) in 2010 reformed the healthcare system by expanding coverage to millions of Americans and eliminating claim denials due to pre-existing conditions. U.S. political discourse has framed immigration from Mexico and Central America as a security threat, driven by political, economic, and racial motivations. American presidential administrations are able to further racialize and criminalize immigrants coming from the Global South through rhetoric in legislation and executive orders that frame migration as a national security issue. Administrations focus on this narrative to indicate that the security threat is harmful to the interests of Americans. In June of 2021, the National Collegiate Athletic Association adopted its first interim policy regarding Name, Image, and Likeness. From here, college athletes have been able to benefit from opportunities regarding their brand as an athlete. While this development has been historic in its expansion of rights to athletes, it highlights the inequities between male and female athletes. This dissertation addresses a key puzzle: Why do states sometimes adopt nationally polarized policies, such as climate change legislation, even when doing so does not align with strict partisan interests? The analysis focuses on “landslide states,” where a single party overwhelmingly dominates, and the minority party cannot realistically expect to gain a majority. In these environments, reduced partisan conflict allows minority party legislators to break from traditional partisan paths. As a result, I argue that electoral motivations drive them to signal moderation by advancing liberal policy agendas or incorporating provisions that minimize backlash from their core constituents in landslide states. …

Analyzing Public Opinion As An Input In The Systems Theory Framework By Examining The Democratic Responsiveness Of The Pennsylvania Legislature In The 2023-2024 Legislative Session, Donovan M. Villegas

I examine the 2023-2024 legislative session of the Pennsylvania General Assembly to determine the role public opinion plays in the content of legislation. I use a public policy systems and theories framework as my main theoretical model. Using quarterly polling that identifies the top issues for voters, I find that the Pennsylvania legislature responded to those top issues. This suggests that public opinion does play an influential role in legislative action. These results are consistent with what the systems and theories framework would predict.
