The Divided Labor Of Attack Advertising In Congressional Campaigns, Kenneth M. Miller

This article offers a theory of how party networks divide the labor of attacking opponents. Using an extensive data set of campaign advertising from the 2010 and 2012 congressional elections augmented with Nielsen television ratings data, it is shown that candidates attack opponents less when supporting outside groups attack more. Due to differences in how outside groups and candidates attack opponents, when candidates partially outsource attack advertising to independent expenditure groups, attacks in that campaign become more issue and policy based. The Cold War in Latin America had marked consequences for the region’s political and economic evolution. From the origins of US fears of Latin American Communism in the early 20th century to the collapse of the Soviet Union in the early 1990s, regional actors played central roles in the drama. Seeking to maximize economic benefit while maintaining independence with regard to foreign policy, Latin Americans employed an eclectic combination of liberal and anti-imperialist discourses, balancing frequent calls for anti-Communist hemispheric unity with periodic diplomatic entreaties to the Soviet bloc and the nonaligned Third World. The first is how leaders of political movements and protest groups are able to influence the masses to not waiver in their non-violent, peaceful approach. The second is how political groups learn from the failures and successes of the previous campaigns. Political Identification: How Parental Values Are Influenced, Nina I. Rubenstein

Politics is an ever-growing part of American culture and, as a result, party identification has become an integral part of many Americans’ identity. Party affiliation largely impacts the values of different individuals. Using the 2012 National Election Survey, I evaluate the influence of party identification on what is seen as more valuable traits in children. Specifically, I focus on the preference of obedience over self-reliance and independence over respect. I find that in a comparison of individuals, when controlled for race, the opinions across non-white respondents of different political identifications are indistinguishable. Times Taxes And Voting Queues: The Voting Rights Act After Shelby County, Alabama V. Holder (2013), Donald Davison, Michael Krassa

The United States Supreme Court effectively dismantled the pre-clearance provision of the Voting Rights Act in Shelby County, AL v. Holder (2013). The majority asserts that “times have changed” and the relevant provisions of the VRA are now obsolete. This paper examines whether dismantling preclearance adversely affects how long racial and ethnic voters must wait to vote. The results show that the VRA reduces the time minority voters waited in line by one-half in the covered jurisdictions. After preclearance is dismantled, however, that benefit vanishes. Further, minority voters in covered jurisdictions continue to wait longer to vote compared to white …

Congress has become infamous for its lack of understanding of technology, particularly with the Facebook and Google hearings in 2018. To improve this understanding, this thesis argues for the return of the Office of Technology Assessment (OTA), a congressional support agency created in 1972 that provided science and technology expertise to Congress until its termination in 1995. It also considers potential changes that might be made to the old OTA model and the political environment in which a new OTA would need to survive.

This thesis examines the idea of economic rights and their place in American political history. The American constitutional understanding of rights has historically not included positive economic rights and has focused on negative political liberties. Chapter One is a discussion of what economic rights are in a broad sense. Then in Chapter Two I focus on Roosevelt. In his 1944 State of the Union Address, he proposed a “Second Bill of Rights” for America that was a list of economic rights. Through the lens of property rights I investigate whether this dichotomy existed at the time of the American founding. First, I examine the state constitutions and identify three clauses, common to the documents, which protect property rights. If you aren't familiar, the NYTimes covered it a bit, but basically a whole bunch of candidates associated with the New Queens Dems, myself included, running for Queens County Committee got screwed and forced off the ballots in favor of candidates who did not even know they were running.

In Stealth Democracy, Hibbing and Theiss-Morse seek to show that much of the American public desires "stealth democracy"--a democracy run like a business with little deliberation or public input. The authors maintain that stealth democracy beliefs are largely reasonable preferences, and the public does not want and would react negatively to a more deliberative democracy. This paper introduces an opposing "authoritarian stealth democrats thesis" that suggests that stealth democracy beliefs may be driven by authoritarianism and a variety of related orientations including poor political perspective taking and low cognitive engagement. The Administrative Procedure Act (APA) is supposed to make the rulemaking process at the administrative level democratic. This study will look at two examples of federal regulatory agencies – Food and Drug Administration (FDA) and the Federal Communications Commission (FCC). The topics are food labeling, and net neutrality respectively. The APA highlights the process of notice and comment rulemaking. The APA is evaluated in the literature review for effectiveness and shortcomings. In this thesis I offer a potential bridge to this divide with a comprehensive study on how issue frames can impact how individuals shape their opinions on environmental issues. This paper proposes a new, modified decision matrix for voter turnout: Likelihood of Voting = Personal Connection + Sense of Duty + Self-Interest – Difficulty in Voting – Sense of Apathy. It introduces a new variable, “Personal Connection.” This variable combines the important contributions of social pressure and canvassing research as a summary motivation of the two. In order to test this hypothesis, I complete an initial review of ANES data and a metanalysis of relevant literature. The conclusion is that there is enough data to support further research into the proposed formula and new variable for voter turnout.

Local nonprofit organizations in the Pacific Northwest have stepped up to fill a leadership void in forest management since the Timber Wars of the 1980s and 1990s. Community based resource management groups (CBRM) have focused on stewardship of ecosystem services, and leading efforts to employ local workers to restore forest ecosystems and watershed functions. In Northern California, even as CBRM capacity has grown since the Timber Wars, a new transformative challenge threatens community and landscape adaptive capacity. This project explores the connection between creativity and public policy-making through guided facilitation. In this exploration, there are several products that have been developed. The first is an index that provides definitions, charts, and process explanations for creativity, facilitation and public policy. The second is a completed facilitation plan that incorporates both the FourSight model for group facilitation (Miller, Vehar, Firestein, Thurber & Nielsen, 2011a) and Marvin Weisbord’s (1992) exploration of creative strategies for discovering common ground through policy conferences.
