Disturbed by President Harry S. Truman's stand on civil rights, the Democratic Party leadership in Virginia, headed by Senator Harry Flood Byrd, determined to fight Truman's election in 1948. The Byrd organization's strategy was to keep Truman from winning Virginia's electoral votes by releasing the state's electors from the obligation to vote for the national party nominee, but Byrd's opposition managed to mount a last minute pro-Truman movement which carried the state for the President.

Sherman, who served as United States Senator from Illinois, 1913-1921, was a colorful individual in Congress during one of the Republic's more turbulent periods. As a United States Senator, Sherman dealt with many vital issues. However, Senator Sherman is best-known for his "irreconcilable" position on the question of ratification of the Treaty of the League of Nations.

During the period immediately preceding the Civil War, there arose a new political party, the Constitutional Union party. While nearly every other phase of the era around the Civil War has been covered exhaustively, comparatively, very little has been written about the Union movement and its attempt to prevent the war. What has been written about the Union party deals primarily with the movement at the national level. It is the goal of this author to present a history of the Union movement in Kentucky and the part played in the national party by Kentuckians.

Presidential action was viewed as any major development in Policy (whether it be military or political) toward the war. The group called itself the Fabian Society and in the beginning it seemed to be not unlike other protest or reformist groups which were springing up all over England at the time. This paper presents a study of the Twenty·-Fifth Amendment to the Constitution of the United States of America. The Amendment was first proposed to Congress as Senate and House Joint Resolutions in February 1965. It became law in February 1967, when Nevada secured the distinction of being the 38th state to ratify it, thus fulfilling the required agreement by three·-fourths of the states.

The Amendment has not yet been tested. It is the first comprehensive legislative attempt to solve three related problems that have plagued the executive branch of our government since the earliest days of the Union.

The 1966 Republican Campaign in North Dakota discusses the efforts of the Party from May, 1965 through November, 1966. The pre-convention period illustrates the effort of the North Dakota Republicans to rebuild their organization after the 1964 defeat. Analysis of this effort is made with regard to finances, organization, and research.

Virginia, like the other states in our union, was without any set form of budget during its first century of existence. This was partly because there was no definite need for any governmental reform in this area until the twentieth century brought about an expansion of the powers and responsibilities of governments. The states relied on the general property tax for the bulk of their revenue and its return was relatively certain and constant. It enabled a legislature to accurately judge its yield and match this yield to what was needed by an easy adaptation of the rate of taxation. …
