Decreasing Allied Support For Anti-Soviet Strategic Embargoes A Demonstration Of The Declining Hegemony Of The United States, Tracey A. Johnstone

This thesis evaluates the declining hegemony of the United States over its allies since the end of World War II. Robert Gilpin and Robert Keohane's theories about the decline in U.S. hegemony are discussed as are the hegemonic theories of Gramsci as interpreted by Robert Cox. The three progressively hostile reactions of U.S. allies to U.S.-initiated embargoes against the Eastern Bloc are used to illustrate the decreasing control of the United States over the economic and strategic policies of its allies. Germany's annexation of Austria in March 1938 was the cumulation of almost twenty years of Austrian dissatisfaction with the Treaty of Saint Germain, the lack of consistent political and economic support by the western democracies and the international instability of the 1930s. All these factors worked in favor of pro-Anschluss Germans and Austrians and to the handicap of the allies. Once Adolf Hitler came to power, he drastically changed German policy toward Austria. Anschluss had special significance for Hitler and his decision to abandon an evolutionary revision of Austria's political status to one of radical expansionism and annexation proved fatal …

Whether or not the United States may someday face a mineral shortage, the need for a coherent, unified minerals policy is critical to national objectives and national security. Deep-sea mining may be the answer to American (and world) mineral needs in the twenty-first century. However, there are numerous problems which must be dealt with and resolved in the near future, in order to enable the U.S. (and the world community) to take advantage of vast undersea resources. This thesis examines the implications that the Nixon “shocks” may have on Japan’s foreign policy. The data used consisted of books, articles, periodicals, government publications and newspapers. Examined were such important factors as: the attitudes of the political parties in Japan on foreign policy questions, the rapid rise of the Japanese economy and the implications this has had on Japan's relations with other countries, and the question of Japan's possible remilitarization, both in conventional and nuclear terms. This paper proposes to undertake a comprehensive investigation into the role, attitudes, and interrelationships of West Germany, France, Great Britain, and the United States within the framework of the North American Treaty Organization. This investigation will be limited to the involvement of these four members states in the proposed establishment, and eventual failure of a NATO controlled multilateral nuclear force (MLF). This limitation was imposed because it was discerned that these four major NATO members set the tempo and boundaries for the debate stemming from this proposal. This paper is an examination of conflicting views regarding American defense policy which surfaced in a debate during the winter and spring of 1950-51 between the Truman Administration and its supporters and a group of conservative Republicans. The research problem involved unraveling the debate's manifold issues, determining its outcome, and analyzing the impact of that outcome on the future of American foreign policy, particularly in Asia.

It is the purpose of this study to trace in part Hull's role as implementer of the Good Neighbor policy particularly in the Western Hemisphere. Hull was an internationalist. His ultimate goal was to lead the way to a better world order that is built upon cooperation and mutual respect. This was the original meaning of the Good Neighbor policy as stated in Mr. Roosevelt's first inaugural address.
