Improving Rhode Island’s health care system: lessons from the Cuban model

Cuba is world renowned for its health care system. In regards to international health crises, Cuba is a leader in sending workers abroad and training doctors from all over the world. Within its own borders, the Cuban model provides free access to all citizens in which every individual has a primary care provider. Cuba boasts high vaccination rates, a long life expectancy, low infant mortality rate, and a population that is one of the healthiest in the western hemisphere.

Who is responsible for the state economy, and does it matter in electing the state chief executive? Until now, numerous researchers have examined the influence of the economy and other factors in gubernatorial elections. However, the most recent studies at the state level did not include economic conditions or found them to be insignificant. This project will examine the thirty-six gubernatorial elections in 2014 and analyze both national- and state-level economic indicators. The U.S. Government faces acute budgetary deficits and national debt problems in the Obama Administration. These problems have been brought about by decades of unsustainable government spending affecting all agencies including the National Aeronautics and Space Administration. (NASA). An outgrowth of this fiscal profligacy is the presence of wasteful and duplicative programs within NASA that prevent this agency from achieving its space science and human spaceflight objectives. This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? In his 2015 State of the Union Address, President Obama announced “America’s College Promise,” a plan to make community college free for all American families making less than $200,000. In this thesis, I provide an analysis of the plan and provide an evaluation of its potential impact on the education attainment gap in the United States. I also evaluate the plan’s various components and assess its potential impact on community college student enrollment, completion, and transfer to four-year universities. Lastly, I offer recommendations for improvement.

County Level Economic Voting In U.S. Presidential Elections, Martin R. Sartorius

This thesis seeks to understand the relationship between county level economic voting and county level economic voting by demographic group on county level vote shares for U.S. presidential elections. Using an entity and time fixed effects regression model, I study the effects that county level growth in real per capita personal income and unemployment rate change have on county level two-party vote share for the Democratic Party. Additionally, I observe the responsiveness of a county’s voting behavior due to the demographic makeup of that specific county. Peter Schuck catalogs an overwhelming list of US government failures. He points to both structural problems (culture and institutions) and incentives. Despairing of cultural change, Schuck focuses on incentives. He relies on Charles Wolf ’s theory of nonmarket failures in which “internalities” replace the heavily-studied market failure from externalities (Wolf 1979). Internalities are evidence of a discord between the public goals by which a program is defended and the private goals of its administrators. What might economists contribute? We suggest that economists have neglected internalities because they take group goals as exogenously determined and we defend an alternative tradition in …

There is remarkable cooperative organization scarcity in the United States. Particularly in the credit union and worker cooperative sectors, this scarcity is not satisfactorily explained by neo-classical economic models that assume competitive conditions and profit-maximizing organizations. This paper supplements the conventional economic understandings of credit union and worker cooperative scarcity with an institutional analysis. Mechanisms of coercive, mimetic, and normative institutional isomorphism developed in DiMaggio and Powell’s theory of organizational isomorphism are applied to provide greater understanding of credit union and worker cooperative scarcity in the US. Of particular importance are high paying jobs. Manufacturing jobs tend to be a well-paying and highly sought after form of employment. However, in recent decades, the percentage of manufacturing jobs has been declining in the United States. Also, manufacturing facilities have shown an increased likelihood of relocating to different states. There is no question; nurses play a key role in healthcare. Nurses provide direct care, coordinate health promotion activities, educate, and provide support and advocacy to patients. Today, there are over two million registered nurses in the United States. My research aims to determine the variables that influence some nurses to be more politically active and more engaged in unionization than their counterparts. I analyze The National Sample Survey of Registered Nurses 2004 looking at a variety of potential explanations for union participation.
