This paper contains the introduction to the new book, All Judges Are Political—Except When They Are Not: Acceptable Hypocrisies and the Rule of Law (Stanford University Press, 2010).

The book begins with the observation that Americans are divided in their beliefs about whether courts operate on the basis of unbiased legal principle or of political interest. This division in public opinion in turn breeds suspicion that judges do not actually mean what they say, that judicial professions of impartiality are just fig leaves used to hide the pursuit of partisan purposes.

During the 2008 presidential campaign, Joseph Curl reported that the Obama organization "would not answer when asked why the biracial candidate calls himself black," replying only that the question didn't "seem especially topical." Biracial ancestry and racial identity are still sensitive subjects in the United States, not suitable for sound bites. But they are perfect topics for the introspective musings of an autobiography, and Barack Obama must have thought he had answered this question in depth in Dreams from My Father (1995). In his introduction, Obama hesitates to use the term "autobiography" because it connotes, he says, "a certain closure"; …

The role risk taking has played in American history has helped shape current legislation concerning gambling. This thesis attempts to explain the discrepancies in legislation regarding distinct forms of gambling. While casinos are heavily regulated by state and federal laws, most statutes dealing with lotteries strive to regulate the activities of other parties instead of those of the lottery institutions. Incidentally, lotteries are the only form of gambling completely managed by the government. It can be inferred that the United States government is more concerned with people exploiting gambling than with the actual practice of wagering.

The Indian Gaming Regulatory Act has made a big impact on tribal-state relations since it was enacted in 1988 by the federal government. Tribes have started to make campaign contributions to state and federal politicians to help try to mold lawmakers to vote for Tribal interests. My research looks at Minnesota tribes and their campaign contributions to House members during the 2005 election, and whether these lawmakers voted for tribal issues during their term. For control variables I also gathered a variety of information related to legislative districts. What my analysis has shown is that the tribes in Minnesota donate …

Minnesota counties are experiencing more than just financial burdens from state mandates these days. Counties and local governments currently are seeking the most effective solution of implementing state mandates; leaving behind the argument of no mandates without funding to "give us mandates that work". In my analysis I combined county budgetary and demographic data, with phone survey data gathered from Minnesota counties. I anticipate results that will show a wide variety in county administrator attitudes towards state mandates and varying local capacity to meet them. College Students And Voter Mobilization Campaigns : A Grounded Communication Theory For Increasing Political Efficacy And Involvement, Vanessa M. Robinson

This study examined which channels, messages, and sources were most effective in increasing political involvement among college students. Political participation among college students has decreased in every election since eighteen year- olds were given the right to vote. Numerous campaigns targeted to increase political participation among college students have been implemented but there is no evidence that these campaigns have been effective.

This study developed a grounded theory for increasing political participation among college students l;!ased on several focus group interactions. Students were asked to report on which channels, messages and sources they currently received political information from and were …

Concentrating primarily on the environmental history of the last 100 years in the American Southwest, David N. Cassuto examines what he suggests is the nexus of political dispute regarding water in the region: the intractable tension between the ideologies of reclamation and restoration. Fraud is a growing concern in the news business, especially in recent years where numerous journalism scandals rock its foundation. This paper examines the most prominent cases: Stephen Glass, the reporter for The New Republic newsmagazine who completely or partially fabricated 27 stories in the late ‘90s; Jayson Blair, the New York Times reporter who was found to have plagiarized or made up his supposedly on-thescene reporting in 2003; and Janet Cooke, who won a Pulitzer Prize in 1981 for her Washington Post story about a child heroin addict who, in actuality, did not exist. The working-class in the United States has been, and continues to be, systematically excluded from normative political representation and is allowed little opportunity to contribute to the terms and conditions of its social existence (Henwood, 1987; Moberg, 1992). While few workers today resist such marginalization, this has not been always the case. During the formative period of U.S. labor consciousness (from the end of the Civil War until the First World War), the political alienation of labor was routinely challenged by workers who relied extensively (and illegally) on collective self-help in their pursuit of economic justice. Her White House stay was short-lived, but the lessons of Betty Ford's experience remain vividly instructive. By accident of a national political crisis which catapulted her to the rank of the first lady in 1974, Mrs. Ford's tenure lasted a brief two years until her husband, Gerald R. Ford lost his bid for reelection. During that time, she developed a relationship of candor with the press and public.
