Participatory Budgeting (PB) is conceptually powerful because it ties the normative values of non-elite participation and deliberation to specific policymaking processes. It is a democratic policymaking process that enables citizens to allocate public monies. PB has spread globally, coming to the United States in 2009. Our analysis shows that the types of institutional designs used in the United States are quite different from the original Brazilian programs. What explains the variation in PB institutional design between Brazil and the United States? Most PB cases in the US are district-level whereas in Brazil, PB cases are mainly municipal. Far Right violent extremists have successfully executed over 150 violent plots in the United States in just the past decade. This exploratory study analyzed Far Right violent extremist plot success with the plot success of Islamist violent extremists, Far Left violent extremists, and Single Issue violent extremists based on publicly available data from the Profiles of Individual Radicalization in the United States (PIRUS) for the period of 1948 through 2017. By evaluating existing literature on Far Right violent extremism and analyzing the available PIRUS data, it was discovered that while Far Right violent extremists executed more successful violent plots than …

In the United States and Canada, refugee resettlement has been the subject of extensive scrutiny and political debate, particularly since the November 2015 terrorist attacks carried out by the Islamic State of Iraq and Syria (ISIS) against targets in Paris. While public opinion polls have shown increasingly negative attitudes toward refugees, existing survey questionnaires only provide a limited understanding of what shapes these views. As such, this study focuses on two important factors that influence attitude formation toward refugees, pre-existing levels of knowledge and contact with minority groups. Why did the international community decide to withdraw United Nations peacekeeping troops from Rwanda during the 1994 genocide? Analysis of newly released documents and results from an international conference with former U.N. and government officials sheds further light on our understanding of what took place leading up to and during the Rwandan genocide. This presentation shows how Halford Mackinder (1861-1947) described Canada and the Arctic region in his geopolitical writings. It goes on to stress how the Arctic is becoming increasingly important in international geopolitical policymaking due to its significant oil and natural gas resources, how warming temperatures are increasing international access to its waters, and the how countries as diverse as Canada, China, Russia, and the U.S. see the Arctic region in their strategic policymaking. This paper explores how restrictions on expression – a dimension of US and French counterterror policy – are realized given the socio-political and legal-procedural differences between the two countries. Theoretically, the US – with its strong constitutional free speech protections and its tradition of limited government – should respond less aggressively than France, which has a more flexible constitution and a statist tradition. This paper contends that while France restricts terror-related expression to a greater degree than the US, the US possesses more tools to counter terror-related expression than its constitution suggests. The Patient Protection and Affordable Care Act, better known as Obamacare, is the most significant US social policy reform in half a century, and the most politically fractious. Since the law was signed by President Obama, Republicans have mobilised against it, using courts and state governments to undermine the implementation of the legislation, which was set to unfold gradually over a nine‐year period. As we describe in this article, however, the beginning of the Trump presidency in January 2017 marked a turning point in the politics of Obamacare. The history of U.S.-Southeast Asian relations during the Cold War is dominated by studies of American involvement in Vietnam. If understandable, this state of affairs is nevertheless regrettable. Following a sharp increase in the number of border arrivals from the violence-torn countries of Guatemala, El Salvador, and Honduras in the spring and summer of 2014, the United States quickly implemented a strategy designed to prevent such surges by enhancing its detention and deportation efforts. In this article, we examine the emigration decision for citizens living in the high-crime contexts of northern Central America. First, through analysis of survey data across Guatemala, El Salvador, and Honduras, we explore the role crime victimization plays in leading residents of these countries to consider emigration. While ‘globalisation’, with its free flow of capital and goods, characterised world politics after the end of the Cold War, the twenty-first century has witnessed a reassertion of cultural, legal, and physical barriers. It is common to criticise such post-Cold War walls, especially the US-Mexico Barrier and Israel’s West Bank Barrier, as ineffective and immoral. This paper covers the spread of the Old Believers into Western society, studying how they changed and evolved during the Cold War. The paper focuses on two communities, using them to compare the different attitudes Old Believers had towards differing host cultures. Using a litany of newspapers and the work of a few dedicated anthropologists, "Old Belief and the Balance of Red and Blue: How Old Believers Managed Cultural Infringement" shows the vast array of responses to a small group of Russian sectarians establishing themselves within Western Cultures of differing size and values.

This exploratory study focuses on identifying motivations for religious terrorism and Islamic terrorism in the United States in particular. Terrorism is a crime of extreme violence with the end purpose of political influence. This crime is challenging to encounter for its multi-faced characteristics, the unusual motivations of its actors, and their semi-militant conduct. The hypothesis of this study asserts that religious terrorists are radicalized by passing from fundamental to extreme devout agendas, caused by isolation from the dominant society, and resulted in high potential to impose those agendas by extreme violence. All-mail elections are rare within the United States of America. Currently, only Oregon, Washington, and Colorado use mail-in ballots. Alaska will join that list during the 2018 midterm election as they adopt an all-mail ballot mode of voting¹. All-mail election ballots require no more effort than original registration; the ballot comes automatically and all one must do is complete it. Due to the increased convenience, increased turnout is expected among those voters who are already willing to register. In discussion with the literature on the treatment of veterans in the United States and the nature of American citizenship ideology, the following dissertation asks how post-9/11 veterans are defining, (re)creating, and contesting citizenship in the contemporary U.S. By studying a localized community of post-9/11 veterans, my dissertation highlights the dilemmas of U.S. citizenship at a time when the U.S. is engaged in a global War on Terror using less than 1% of the U.S. population as paid volunteers. Rita Alkhaledy grew up in Sadr City, a poor suburb of Baghdad. Her father is an Iraqi Arab and her mother was Kurdish Iranian. Her mother lived in fear that she would be cast out of Baghdad as being an outsider in Iraq was frowned upon. Her father served in the Iraqi army in the 80s and was gone a great deal, leading to a strained relationship. Their relationship was mended when her mother died from cancer.
