Tacit Cooperation Between Enemies: Two Case Studies, Kristina Handy

Theses and Dissertations

This research details a point of reference to understand two case studies of cooperation that developed among lower-level, or non policy-making bureaucrats during times of conflict or war. Using components of game theory, I propose that when an international conflictual relationship occurs that resembles an iterated Prisoners' Dilemma, and that meets certain conditions, tacit cooperation can emerge. Tacit cooperation consists of illicit or implied cooperation that is not sanctioned at the national policy level.

In this research I develop a framework of tacit cooperation, relying heavily upon Robert Axelrod's theory of evolutionary cooperation. With the framework in place, I then …

This paper reports the method and preliminary findings of an investigation of the political personalities of South African president F.W. de Klerk and African National Congress president Nelson Mandela. The purpose of the study was to assess the utility of Theodore Millon’s personological model as an alternative or supplementary conceptual framework and methodology for the assessment of political personality. Conceptually, the investigation was conducted from the perspective of a model of personality compatible with Axis II of DSM-III-R, which serves as an important psychodiagnostic frame of reference for the practice of contemporary psychiatry and clinical psychology. This article is based on interviews and research on the press and politicians, whose relationship is shown to be extremely controversial. Views held by members of the press, who see themselves as dutiful to their readers, are radically different from those held by politicians, who see reporters as money-hungry thieves who do not stop short of invasion of privacy for a story. The views of scholars — who attempt to make sense of the relationship — are different from both. The urban regime in Chicago was an integral player in the determination of sports policy during the 1980s and early 1 990s. As the mediator of every major sports issue, the regime orchestrated the policy response in innovative ways. Regulatory powers were used to control night baseball in Wrigleyville, ultimately appeasing the team owners and most neighborhood residents. Economic development policies were adapted to keep the White Sox, but these were adopted with a major regulatory component and the progressive regime also wove a major social benefit into the redevelopment of the ballpark neighborhood. Most of the major rivers in the western United States are shared between two or more states. Often tribal governments play an important role in water allocation and use decisions. During the last seven years there has been a significant shift to the right in the ideological perspectives of American political institutions and behavior. Despite some inconsistencies, the direction is clear. The term "moderate" has acquired a conservative meaning, and liberals have been split into neo-liberal and neoconservative camps. At this moment American society is informally declaring that it is not committed to achieving the goal of equal outcomes long espoused by a mainly liberal national political and institutional system.
