Reframing Campaigning: Communications, The Media And Elections In Canada, Paul Nesbitt-Larking

This article is a critical assessment of Canadian perspectives on the role of the media in electoral behaviour, notably on the roles media play in setting or responding to the agenda in the heat of election campaigns. Research into the role of the media in election campaigns has been conducted within the broadly behaviouralist tradition of political scientific research. The article begins with a brief contextualization of the behaviouralist research tradition in Canada. It is common, almost expected, for candidates for office in the United States to affirm their religious identity and to employ broad religious themes in support of their political agendas. It is the rare candidate, especially for the Senate or the presidency, who completely eschews religious language due to the pressure and scrutiny of church leaders and advocacy groups with religous and moral agendas.

This paper summarizes work utilizing the Senturion predictive analysis software at the National Defense University (NDU). The Center for Technology and National Security Policy (CTNSP) at NDU has been testing the Senturion capability since 2002, and has begun to support the application of this new technology in DOD. In this paper, we begin by describing the methodology underlying the software, and then provide an overview of three case studies that used the software: a predictive analysis of the stabilization and reconstruction phase of Operation Iraqi Freedom (OIF), the run-up to the Iraqi elections in January 2005, and the leadership transition …

With a transitional government in place, peace is now a possibility in the Democratic Republic of the Congo (DRC). Policy options are being considered to sustain the peace and start the work of building a Congolese state that would not repeat the failings of the past. There is hope that the transitional period will produce democratic elections and subsequently a legitimate government, which would start to shake the view of the DRC as the "heart of darkness." The chapters in this volume contain detailed analyses of election reform politics in eleven states from 2001 to 2003. Over this three-year period, the states and Congress passed legislation that was designed to address the many serious problems with election administration that came to light during the 2000 presidential election. Each of the case studies revealed important insights about how the individual states responded to the 2000 presidential election and the requirements and incentives of the HAVA. Betting On Democracy: Electoral Ritual In The Philippine Presidential Campaign, Filomeno V. Aguilar Jr

This article ofers an analysis of the ritual character of Philippine elections for national positions, particularly for the presidency. It is argued that the structuring of the electoral complex is akin to a ritual, specifically, a ritualized gamble or game of chance. The cultural figuration of elections is traced to long-term historical processes. The broad insights on Filipino political culture are supported as well as expanded by data collected by the lnstitute of Philippine Culture (PC), Ateneo de Manila University, from sixteen focus group discussions conducted nationwide before national elections were held on 10 May 2004.

This thesis proposes that two of the most serious threats to modern American democracy are declining voter participation and rising perceptions of election fraud. The thesis provides examples that these problems do in fact exist and have been becoming more pronounced in the past twenty years. Of particular interest is that in many elections, especially local elections held separately from national elections, decisions are made by fewer than thirty percent of eligible voters, raising the question of how legitimate the elections really are. The purpose of this article is to present a sample from the panoply of formal theories on voting and elections to Statistical Science readers who have had limited exposure to such work. These abstract ideas provide a framework for understanding the context of the empirical articles that follow in this volume. The primary focus of this theoretical literature is on the use of mathematical formalism to describe electoral systems and outcomes by modeling both voting rules and human behavior. As with empirical models, these constructs are never perfect descriptors of reality, but instead form the basis for understanding fundamental characteristics …
