Emboldened by the ascendance of economic issues on the global agenda and the erosion of security-driven bipolar structures, Taiwan in the late 1980s decided to use its economic advantages for diplomatic gain. Examination of changes in three phases of Taiwan's initiatives indicates that its inter-governmental organization strategies and targets correlate well with domestic politics and external factors.

Using a comparative approach to international relations theory, this article examines how ancient ideas are being recycled to describe world order in the 21st century. In particular, it provides a thick description of three models of utopia in global politics - Great Harmony and Harmony-with-difference from China, and Empire from Hardt and Negri. Using an unexplored set of Chinese-language texts, the article first excavates how Communist Party intellectuals in China have been writing about the ancient Confucian ideal of Great Harmony as a way of promoting the Peoples Republic of Chinas role as a Great Power in the 21st century. …

Why would a declining power help arm a neighboring and once-hostile rising power? Current international relations literature cannot explain relationships in which one powerful country contributes directly to its long-term relative decline in order to make smaller, short-term gains. This study focuses on one example, the Treaty on Good Neighborly Friendship and Cooperation between the Russian Federation and the People's Republic of China, signed in Moscow on July 16, 2001. Presenting evidence that this alliance embodies a relationship that is based primarily on sales of arms from Russia to China, the authors argue that this association cannot be explained by …

This paper describes and evaluates the competition policies in Japan, China, and Hong Kong. A simple framework based on the economic incentive of violations of law is used to evaluate the effectiveness of competition policy. After half a century of effort, Japan has finally established of a modern antitrust system, although its surcharge system could be further improved so as to enhance the deterrence effect of the law. China and Hong Kong (as most other East Asia countries) are at the early stage of developing an adequate and effective competition policy. This paper raises serious doubts about the theme that depicts “China as a corporatist system”, and argues that, although the Chinese Communist Party (CCP) is truly loosening its control over the state enterprises, it still maintains its formal authority and is still playing a leading role in the industrial system. A clarification of the notion is timely in view of the conceptual ambiguity involved. Corporatism could be understood as a set of structures, which link society with the state; in other words, it could be studied as a broader problem of interrelationships between state and society.

Relative gains problem basically means unequal cooperative payoffs disproportionately favoring partners. With the relative gains problem widely accepted as a serious impediment to international cooperation, some scholars have theoretically argued or modeled several conditions that are most likely to foster a state's sensitivity to relative gains and thus substantially affect the prospects for cooperation.
