Comparative Civilizations Review

Building on Liah Greenfeld’s (2024) framework of Systematic Cross-Civilizational Comparison, as outlined in her Spring 2024 CCR essay, this paper examines the cultural realities of the Indic civilization. Civilizations differ at both the individual level, including cognitive aspects (the structure and content of thought), moral dimensions (values and principles guiding behavior), and emotional patterns (typical emotional responses); and the societal level, i.e., distinct institutions, institutional systems, and historical trajectories (Greenfeld 2024).

In each civilization, these modal dimensions stem from and are shaped by the first civilizational principles — the foundational ideas framing the reality unique to that civilization. In Indic …

As the most well-resourced multilateral development bank, the World Bank is expected to play a central role in international climate finance (CF). However, systematic analysis of its CF projects remains limited, raising key questions such as what qualifies as a CF project, how the Paris Agreement has influenced the Bank’s CF, and whether CF projects are directed to areas of greatest need. Utilizing statistical analysis and natural language processing, this study offers a novel examination of the Bank’s CF projects. This paper will examine the career trajectories of American expatriate scientists working for the insular Bureau of Science in the Philippines from the period 1912 until 1913 (the year Woodrow Wilson assumed the US presidency). Drawing on their annual reports, scientific publications, and archived correspondence, I will focus on how, beyond the utilitarian economic extractivist mandate of these scientists’ work, they were also able to use inter-imperial networks to help elevate US science beyond applied agriculture, ultimately constituting a more epistemic form of extractivism.

CSOs facing both pressures may reduce their activities, replace lost funding, or reframe their work to engage new audiences. Many states subject to transitional justice initiatives have failed to liberalize or develop domestic governance capacities. In times of crisis, liberal democracies resort to authoritarian measures that undermine core democratic values. Dominant thought in the study of emergency-era law and politics appeal to a dichotomy of normal and exceptional times, to critique or justify the turn to sovereign decisionism. While this strategy seems clear-cut, the persistence of exceptional spaces and the crises that supposedly generate them challenge existing frameworks by blurring the line between norm and exception. Recent years have seen growing interest in subnational governments as arenas of climate governance, but limited systematic research exists on the extent, conditions, or pathways through which subnational climate policies can influence, or compensate for deficits in, national policies. This article addresses this gap by examining options for states to influence climate policy in the United States and Australia, two countries where federal governments have made limited progress in developing national climate policies. There are two intertwined reasons for this: the unavailability of a sufficient number of good quality lawyers, and the high costs of accessing legal services.
