Harmony And Turmoil: Comparative Study Of Political Stability In Cambodia And Uganda, Pheanusa Satra Ty

Authoritarian regimes have several mechanisms that enforce that rule. Rooted in Gerszewski's “The Three Pillars of Stability,” this thesis utilizes the theoretical framework that explain how the three main strategies of repression, co-optation and legitimation are used by Cambodia and Uganda. Each of these strategies or “authoritarian pillars” are used to different degrees by the regimes of the countries. The difference in their outcome, however, lies in the stabilization process of the pillars in the regimes. Combining primary and secondary qualitative data, I will demonstrate how Cambodia’s balancing of their pillars was more successful than Uganda’s. The former managed to …

Leaning primarily on Duverger's Law, which credits minor party votes as wasted momentum, current research on institutional obstacles to minor party voting largely overlooks the influence of constituency size. This research reexamines the electoral hindrances that minor parties face when competing against the two dominant political parties. Specifically, I hypothesize there is a negative relationship between constituency size and minor party vote share. This thesis adopts an institutional approach to explain the success of minor parties in constituencies of varying size. We have been researching outcomes related to seriously ill individuals for over a decade, critically examining countless research articles from around the world, and extensively interviewing various stakeholders in this space, including hospital leaders, hospice leaders, lobbyists, nurses, social workers, and informal caregivers. We have also experienced firsthand the heartwrenching difficulty of caring for seriously ill loved ones. While we have learned a tremendous amount along the way, two specific observations consistently stand out. The purpose of this study was to answer the following question: why are the white working-class in America complicit in their own political and economic disenfranchisement? Moreover, this paper utilizes two time periods in American history, specifically, the Antebellum period and the Jim Crow era, and examines the white working-class’s behavioral pattern in these periods with the historical context in mind that took place in each of the eras. This research explores the implications of state electoral climate on the health of vulnerable groups in America, especially that of Black and low-income Americans. This research uses the Cost of Voting Index (COVI), a measure of state laws related to voting, as a proxy for the potential for civic engagement. Specifically, I contend that a more restrictive state electoral climate hampers individuals’ potential for civic engagement, in turn increasing social isolation and reducing their exposure to useful health information. This reduced community education then contributes to worse health outcomes for individuals living in states with a more restrictive electoral climate. …

This dissertation studies when, why, and how local religious conflicts escalate to campaigns of terrorist violence. To do so, I examine two most-similar cases in Indonesia: Ambon and Poso. Each experienced significant local conflict between Christians and Muslims in the early 2000s. But while a peace treaty in Ambon in 2002 was largely successful, a similar treaty in Poso failed, and violence actually escalated into an organized campaign of terrorism against Christians. To understand why violence escalated to terrorism in one case, but not the other, I conducted six months of field research, including 98 interviews with original interviews with …

Does the use of media strategies help social movements or mass protest movements in Southeast Asia achieve their goals? The prominent study in this area argues that social media, in particular, has done more harm than good for grassroots movements. Tufekci (2017) argues that social media provides little help compared to the regime. This dissertation explores the intricate dynamics of how policy actors, as members of distinct epistemic communities, form, legitimize, and rationalize their preferences and behaviors. These epistemic communities provide a foundation for understanding the origins of beliefs and the mechanisms that drive cooperation, coordination, and advocacy among policy actors. By focusing on regulators within the energy policy subsystem in Colombia, this study sheds light on the significance of epistemic community membership in shaping beliefs about the human-nature relationship.

Why do authoritarian regimes in the global south expand social assistance programs when electoral competition is absent? What are the driving factors behind their willingness to adopt and expand pro-poor social assistance programs? To answer this question in the context of Bangladesh, I did a secondary qualitative analysis to unfold the puzzle of social assistance expansion in Bangladesh. I explored existing literature and tested those in the case of Bangladesh by analyzing existing literature on Bangladesh, as well as data and documents in order to solve the puzzle. This article seeks to establish a baseline for the political behavior and participation levels of Republican women by measuring six political activities. Using CCES 2020 self-selected survey data, the six political activities measured were: made a political donation, attended a march or protest, attended a political meeting, worked on a campaign, contacted a public official, displayed political signage. The political behavior and participation levels of Republican women were compared to the levels of Republican men and non-Republican women. It is known for its ongoing water quality issues attributed to human activity in the watershed, which has resulted in extensive restoration and conservation efforts. This study researches the relationship between public perception and sentiment toward sustainable development initiatives and how they influence conservation and restoration in the Indian River Lagoon watershed. Xenophobia has oscillated in intensity in the United States, Canada, and Western Europe since the late eighteenth century. This pattern of fear of immigrants and refugees being harbingers of violence and criminal activity establishes itself throughout the modern history of the United States, Canada, and Western Europe despite much evidence to the contrary. In the twentieth century, the prevailing argument surrounding the creation of xenophobia centered around economics. งานวิจัยชิ้นนี้ต้องการศึกษาพลวัตการใช้สิทธิการป้องกันตนเองร่วมของญี่ปุ่นในสมัยนายกรัฐมนตรีชินโซ อาเบะ โดยศึกษาผ่านมุมมองการกระจายความเสี่ยง (Hedging) ตามทัศนะของ Kuik (2008) เพื่อตอบคำถามที่ว่า ญี่ปุ่นใช้สิทธิการป้องกันตนเองร่วมในยุทธศาสตร์อินโด-แปซิฟิกอย่างไร โดยเสนอว่า สิทธิการป้องกันตนเองร่วมดำเนินพลวัตเป็นตัวสนับสนุนอยู่เบื้องหลังการเป็นผู้สร้างสันติภาพเชิงรุกในเวทีโลก เราจึงได้เห็นญี่ปุ่นรุกเข้าเสริมสร้างระบบพันธมิตรเดิมอย่างสหรัฐอเมริกา ขณะเดียวกันยังขยับขยายไปสู่พันธมิตรใหม่ ๆ เพื่อสร้างเป็นเครือข่ายทางความมั่นคงซึ่งจะประโยชน์ต่อการป้องกันประเทศญี่ปุ่นในอนาคต จากการศึกษาพบว่านายกรัฐมนตรีชินโซ อาเบะให้เหตุผลการยอมรับสิทธิการป้องกันตนเองร่วม (collective self-defense: CSD) ว่า ภัยคุกคามต่อญี่ปุ่นกำลังทวีความรุนแรงรอบด้าน ทั้งการสั่งสมขีปนาวุธจากเกาหลีเหนือ ข้อพิพาททางดินแดน รวมไปถึงการขยายอิทธิพลของจีนที่อาจเข้าแทนที่สหรัฐอเมริกาในภูมิภาค หากสถานะเดิม (status quo) เปลี่ยนไป ญี่ปุ่นภายใต้รัฐธรรมนูญสันติภาพจะไม่อาจต่อสู้ได้เพียงลำพัง งานวิจัยชิ้นนี้ยังชี้ให้เห็นว่า พลวัตนี้ไม่ได้หยุดนิ่ง หากแต่มีความเปลี่ยนแปลงในแนวทางและจุดมุ่งหมายของการเข้าหาพันธมิตรนับตั้งแต่การยอมรับให้ใช้สิทธิดังกล่าวได้ในปี 2014 ไปจนถึงการลงจากอำนาจของชินโซ อาเบะ ในปี 2020

หลังนางไช่อิงเหวินชนะการเลือกตั้งประธานาธิบดีไต้หวันในปี ค.ศ.2016 จีนกลับมาเพ่งเล็งการดำเนินนโยบายของไต้หวัน และใช้ท่าทีที่แข็งกร้าวต่าง ๆ ต่อไต้หวันส่งผลให้ความสัมพันธ์ข้ามช่องแคบระหว่างไต้หวันและจีนกลับมาตึงเครียดอีกครั้ง ไต้หวันต้องดำเนินนโยบายต่าง ๆ เพื่อรับมือกับท่าทีอันแข็งกร้าวของจีนมาตลอดห้วงเวลา 8 ปีในตำแหน่งของเธอ แต่ยังสามารถรักษาสถานะเดิม (status quo) เอาไว้ได้ สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาเกี่ยวกับมาตรการของไต้หวันในการรับมือความแข็งกร้าวของจีน ในช่วงระหว่าง ปี ค.ศ.2016 – 2024 มีแนวทางการดำเนินนโยบายอย่างไรในการ “รับมือ” ท่าทีแข็งกร้าวของจีน จนสามารถสามารถรักษาสถานะเดิมเอาไว้ได้ตามความมุ่งหมายซึ่งผลการศึกษาพบว่าไต้หวันรับมือความแข็งกร้าวของจีนโดยการการถ่วงดุลอำนาจจากภายนอกด้วยการแสวงหาขีดความสามารถเพิ่มจาก“ชาติที่มีอุดมการณ์เดียวกัน” (like-minded nations) เพื่อให้จีนเกิดความยับยั้งชั่งใจหรือต้องคิดคำนวนความคุ้มค่าในการใช้กำลังต่อไต้หวันเพิ่มขึ้นอันเป็นไปตามแนวคิดการป้องปรามโดยการปฏิเสธ

อินเดียเผชิญกับความท้าทายเกี่ยวกับปัญหาการก่อการร้ายข้ามพรมแดนจากปากีสถาน ความท้าทายดังกล่าวสั่นคลอนความมั่นคงแห่งชาติของอินเดีย และเสถียรภาพภายในภูมิภาค เอเชียใต้ ประวัติศาสตร์ของความท้าทายนี้เกิดขึ้นตั้งแต่ปี ค.ศ. 1947 เมื่ออนุทวีปอินเดีย แบ่งแยกออกเป็นสองประเทศ คือ อินเดียกับปากีสถาน ภาวะตึงเครียดระหว่างทั้งสองทำให้มี กลุ่มก่อการร้ายข้ามพรมแดนเข้ามาโจมตีอินเดีย การกระทำของกลุ่มก่อการร้ายดังกล่าวรวมถึง การโจมตีรัฐสภาอินเดียในปี ค.ศ. 2001 และการโจมตีนครมุมไบในปี ค.ศ. 2008 การโจมตีจาก กลุ่มก่อการร้ายเหล่านี้ทำให้อินเดียต้องปรับวิถีด้านความมั่นคง โดยเฉพาะการเสริมสร้าง ขีดความสามารถการจัดการปัญหาการก่อการร้าย การพัฒนาขีดความสามารถด้านข่าวกรอง การพัฒนาความสามารถทางการทหาร การพัฒนาการรักษาความมั่นคงชายแดน และการเปิดปฏิบัติการโจมตีฐานที่มั่นของกลุ่มก่อการร้ายสำคัญ นอกจากนี้ ยังปรากฏอย่างชัดเจนด้วยว่า อินเดียใช้เวทีระหว่างประเทศในการจัดการเครือข่ายกลุ่มก่อการร้ายดังกล่าว โดยพยายาม สร้างพันธมิตรกับประเทศต่าง ๆ เช่น สหรัฐอเมริกา และใช้กรอบความร่วมมือระหว่างประเทศ ทั้งระดับทวิภาคีและพหุภาคี ตัวอย่างที่ชัดเจนอันเป็นผลมาจากความร่วมมือระหว่างประเทศ เพื่อจัดการการก่อการร้ายข้ามพรมแดนข้างต้น คือ การแบ่งปันข้อมูลข่าวกรอง การฝึกร่วม ทางการทหาร และการต่อต้านการสนับสนุนทางการเงินแก่การก่อการร้าย ความพยายามทั้งหมด ที่กล่าวมา สะท้อนให้เห็นว่า นอกจากการก่อการร้ายลักษณะดังกล่าวจะมีความซับซ้อนแล้ว ยังจำเป็นต้องพึ่งพาความร่วมมือกับนานาประเทศ เพื่อให้อินเดียตอบโต้กลุ่มก่อการร้าย ข้ามพรมแดนจากปากีสถานได้อย่างมีประสิทธิผล

สารนิพนธ์นี้มุ่งศึกษาถึงบทบาทของกรมความร่วมมือระหว่างประเทศในการส่งเสริมการดำเนินงานด้านการทูตเพื่อการพัฒนา ซึ่งสะท้อนให้เห็นถึงความเปลี่ยนแปลงทางยุทธศาสตร์ด้านการต่างประเทศในยุคโลภาภิวัตน์ ผ่านเครื่องมือสำคัญอย่าง การทูตเพื่อการพัฒนา (Development Diplomacy) ที่จะนำมาใช้ในการดำเนินความสัมพันธ์ทางการทูตผ่านรูปแบบการทูตสาธารณะ (Public Diplomacy) เพื่อเสริมสร้างความร่วมมือระหว่างภาครัฐ ภาคเอกชน และภาคประชาชน ซึ่งจะช่วยสร้างภาพลักษณ์และส่งเสริมความสัมพันธ์ระหว่างประเทศของไทย และสนับสนุนการบรรลุเป้าหมายการพัฒนาที่ยั่งยืน (Sustainable Development Goals : SDGs) ขององค์การสหประชาชาติ สารนิพนธ์ฉบับนี้จะอธิบายถึงความสำคัญเพื่อสร้างความเข้าใจของหลักการดำเนินงานด้านการทูตเพื่อการพัฒนาของกรมความร่วมมือระหว่างประเทศ ที่เริ่มต้นจากการเป็นประเทศรับความช่วยเหลือ (Recipient Country)ผ่านหน่วยงานอย่างกรมวิเทศสหการ จนสามารถปรับเปลี่ยนบริบทตนเองมาสู่การเป็นประเทศผู้ให้ความช่วยเหลือ (Donor Country) และยกระดับตนเองผ่านการนำประสบการณ์และความเชี่ยวชาญที่มีของประเทศไทยส่งเสริมให้มีบทบาทในเวทีนานาชาติโดยการให้ความช่วยเหลือแก่ประเทศต่างๆ ผ่านรูปแบบความร่วมมือแบบ ใต้-ใต้ (South – South Cooperation) โดยมุ่งเน้นที่กลุ่มประเทศเพื่อนบ้านอย่าง CLMV และขยายขอบเขตความร่วมมือออกไปยังประเทศอื่นๆในภูมิภาค ตลอดจนการนำองค์ความรู้ที่เป็น Home Growth Approach ของไทยอย่างการนำหลักปรัชญาของเศรษฐกิจพอเพียงในการส่งเสริมการบรรลุเป้าหมายการพัฒนาที่ยั่งยืนขององค์การสหประชาชาติ (SEP for SDGs)

Does the partisan composition of three-judge panels affect how earlier opinions are treated and thus how the law develops? Using a novel data set of Shepard's treatments for all cases decided in the U.S. courts of appeals from 1974 to 2017, we investigate three different versions of this question. First, are panels composed of three Democratic (Republican) appointees more likely to follow opinions decided by panels of three Democratic (Republican) appointees than are panels composed of three Republican (Democratic) appointees?
