This thesis responds to criticism of Robert A. Heinlein’s Starship Troopers (1959) as a “fascist” novel by further investigating the claim through a close reading of the novel that applies political theory scholarship on fascism. Chapters I and II introduce the novel along with its general reception and controversy. These chapters consider the accusations of “fascism” given to the novel while at the same time understanding that a clear, exact definition of “fascism” has long been grappled with by scholars since the rise of the regimes in Nazi Germany and Fascist Italy. Xi Jinping is leading China in a new direction, but how are we to understand the PRC’s global strategy? To understand domestic and international politics in most countries, we would look for clues in authoritative sources—leaders’ speeches, official documents and statistics, elite interviews and essays, and public opinion surveys. In the 2000s this method worked well to probe Chinese politics. But since civil society and independent thought have been severely restricted over the past decade under Xi, it’s necessary to go beyond such “factual” sources. To understand China’s global strategy, it’s best to read fiction, especially Chinese science fiction.

Two differing perceptions have dominated explanations of the relationship between China and Africa. The first is often held in the West and sees China as an exploitative force that has latched onto Africa's quest for development partnerships to exploit the continent economically. The second considers the China-Africa partnership more positively and views China as a trustworthy ally. Advocates argue that China has no history of colonial ambitions in Africa. The Philippines has historically been predominantly Catholic due to Spanish colonial rule, but since the early 1900s, there has been an increase in the number of small Christian churches, denominations, and sects. What explains why the Persons With Severe Disabilities Cash Transfer (PWSD-CT) program receives limited financial support for expansion relative to the Older Persons Cash Transfer (OPCT) and Cash Transfer for Orphans and Vulnerable Children (CT-OVC) programs? I interrogate this question by exploring three potential explanations: the political incentive to build a voter base, inadequacy in financial resources and weaker institutional advocacy. Autocratic regimes’ primary interest is in maintaining their power. To achieve so, they rely on two main strategies: repression and co-optation. Repression can be a violation of life (hard repression) or a violation of liberty (soft repression), while co-optation can be an arrangement of power sharing (formal co-optation) or a distribution of material benefits (informal co-optation). Theoretical traditions are reactionary insofar as they are attempts to remedy deleterious conditions generated by certain political, cultural, and economic situations characteristic of a particular polity at a particular time. Using this lens, I investigate the principles of classical liberalism and suggest that they are specifically designed to solve the problems that animated the world of divine right, essentially functioning as transitional mechanisms pulling society towards liberal social contract regimes and away from antiquated feudal institutions and absolute monarchy. This paper bridges the gap in the literature between sociological accounts of market actors provided by Mark Granovetter and Douglas North, meso-institutional examinations of polarization provided by Paul Pierson and Eric Schickler, and the psychological exploration into cross-cutting identities provided by Liliana Mason. I argue that the nationalization and concentration of markets, identities, and politics have led to a transition within the meso-institution of the market from maintaining self-regulating punishment mechanisms to replacing them with self-reinforcing mechanisms, exacerbating affective polarization. Over the past five decades, various US agencies have provided about $8 billion in foreign aid to Bangladesh (U.S. Department of State, 2022) with a significant percentage of these funds devoted to promoting democratic governance in the recipient nation. Meat reduction is a largely underutilized means of combatting climate change that warrants further investigation. The current study utilized an extended model of the Theory of Planned Behavior (TPB) to predict intention to eat red meat. In addition to traditional TPB components of attitudes, subjective norms, and perceived behavioral control, this study adds to the literature by including meat-eating identity, past meat-eating behavior, and conservatism as predictors of meat consumption intentions. 744 participants were recruited via Mturk and compensated $1 for completing surveys assessing the extended TPB constructs related to meat consumption. This paper explores how crises, such as the COVID- 19 pandemic, can impact political behavior amid restrictions. Specifically, this paper builds a theoretical model suggesting the pandemic promoted restriction-oriented policies from the government in response to the crisis while promoting populist tendencies among citizens who disagree with those policies. Moreover, through a formal two-player extensive form game, the model promoted in this paper suggests restrictions are unpopular enough that citizens may push back on such policies regardless of crisis severity. The theoretical outcomes here have significant implications on governance, given that politicians care about re-election.

แนวคิดเรื่องรัฐสมัยใหม่ภายใต้กระแสโลกาภิวัตน์และอิทธิพลของระบอบองค์กรเหนือรัฐกับภาวะข้ามชาติการย้ายถิ่นทางประชากรและการประกอบสร้างความเป็นพลเมืองถือเป็นประเด็นที่ถือเป็นข้อถกเถียงทางรัฐศาสตร์ในปัจจุบัน วิทยานิพนธ์นี้เน้นศึกษาอิทธิพลของระบอบองค์กรเหนือรัฐและกระบวนการประกอบสร้างความเป็นพลเมืองของรัฐไทยจากกรณีศึกษากลุ่มชาติพันธุ์มอแกนและกลุ่มคนไทยพลัดถิ่นในเขตอำเภอเมือง จังหวัดระนอง โดยผ่านการวิจัยเอกสารและการสัมภาษณ์ผู้ให้ข้อมูลสำคัญ ผลการศึกษาได้ชี้ให้เห็นข้อถกเถียงทางวิชาการว่า “อธิปไตยแบบเลือกรับ” เป็นรูปแบบความสัมพันธ์ระหว่างประเทศซึ่งปรากฎจากการปฏิสัมพันธ์ระหว่างรัฐไทยกับระบอบองค์กรเหนือรัฐและภาวะข้ามชาติภายใต้สังคมโลกาภิวัตน์ ลักษณะความสัมพันธ์ดังกล่าวได้นำไปสู่กระบวนทัศน์ใหม่และการจัดการที่เปิดกว้างต่อปัญหาความเป็นพลเมืองของผู้ไร้รัฐไร้สัญชาติตามพันธกรณีที่มีต่อหลักการและกติกาด้านสิทธิมนุษยชนสากล อย่างไรก็ตาม ภายใต้อำนาจอธิปไตยแบบเลือกรับและการปฏิบัติตามพันธกรณีดังกล่าวล้วนจำกัดไว้ภายใต้แนวคิดเรื่องความมั่นคงแห่งชาติและลักษณะจารีตทางการเมืองของรัฐไทย ซึ่งได้กลายเป็นอุปสรรคในกระบวนการประกอบสร้างความเป็นพลเมืองของกลุ่มชาติพันธุ์มอแกนกับกลุ่มคนไทยพลัดถิ่นจนไม่สามารถเข้าถึงสิทธิพลเมืองของรัฐไทย สิ่งนี้สะท้อนให้เห็นภูมิทัศน์แห่งการดิ้นรน การพิสูจน์ตัวตน และการต่อสู้กับกระบวนการเพื่อให้ได้มาซึ่งความเป็นพลเมืองภายใต้รัฐไทย

เมื่อแรงงานไทยเผชิญปัญหาในต่างประเทศ พวกเขาจะขอความช่วยเหลือจากสถานเอกอัครราชทูตหรือสถานกงสุลไทยที่มีอำนาจครอบคลุมพื้นที่ที่ตนอยู่อาศัยเป็นหลัก แต่แรงงานไทยในรัฐซาบาห์ และรัฐซาราวัก ประเทศมาเลเซีย เป็นกลุ่มที่ไม่ค่อยได้รับการช่วยเหลือจากทางภาครัฐเวลาที่พวกเขาประสบปัญหา เพราะพื้นที่ดังกล่าวไม่มีสถานเอกอัครราชทูตหรือสถานกงสุลไทยตั้งอยู่ และด้วยความที่แรงงานไทยส่วนใหญ่ในรัฐซาบาห์ซาราวักเดินทางเข้ามาด้วยวีซ่านักท่องเที่ยวและลักลอบทำงานโดยไม่มีใบอนุญาต กรณีเช่นนี้ทำให้พวกเขาเป็นแรงงานผิดกฎหมาย ทำให้ไม่ได้รับสวัสดิการและการคุ้มครองแรงงานที่ถูกต้อง เพราะขอบข่ายการคุ้มครองแรงงานไทยที่ไปทำงานในต่างประเทศของกระทรวงแรงงานไม่ได้ครอบคลุมกรณีนี้ เนื่องจากสถานะในการเดินทางไปทำงานในต่างประเทศของบุคคลเหล่านี้ไม่ใช่ แรงงานย้ายถิ่น แต่เป็น “แรงงานผิดกฎหมาย” อย่างไรก็ตาม เมื่อพิจารณาปรากฏการณ์ข้างต้น กลับพบว่ากลุ่มแรงงานไทยนี้มียุทธศาสตร์สำคัญในการเอาตัวรอดจากปัญหาที่ประสบในต่างแดน คือ การใช้ประโยชน์จากเครือข่ายทางสังคม (Social Network) ระหว่างคนไทยในรัฐซาบาห์และรัฐซาราวัก โดยเฉพาะกลุ่มเพื่อนคนไทยที่สร้างขึ้น ผ่านทางร้านอาหารไทยแห่งหนึ่ง และผ่านช่องทางออนไลน์ในการช่วยเหลือเกื้อกูลกัน ดั้งนั้นจึงนำมาสู่คำถามวิจัยที่ว่า แรงงานไทยในรัฐซาบาห์ และรัฐซาราวักเผชิญปัญหาอุปสรรคอะไรบ้าง และการจัดการแรงงานของคนไทยในพื้นที่ดังกล่าวเป็นอย่างไร โดยผู้วิจัยจะอาศัยกรอบแนวคิดเครือข่ายทางสังคมและแนวคิดภาวะข้ามชาติเพื่อตอบคำถามวิจัยและอธิบายสภาพการณ์ที่เกิดขึ้น เพื่อนำไปสู่การทำความเข้าใจว่าอิทธิพลของเครือข่ายทางสังคมดังกล่าวส่งผลการดำรงชีพเพื่อความอยู่ดีมีสุขของแรงงานไทยเหล่านี้อย่างไร ระหว่างที่ทำงานในต่างประเทศ ซึ่งจะช่วยให้ได้องค์ความรู้ที่สามารถนำเสนอเป็นนโยบายในการช่วยเหลือแรงงานให้มีประสิทธิภาพต่อไป

งานศึกษานี้มีวัตถุประสงค์เพื่อศึกษาการก่อตัวของรูปแบบ โครงสร้างและวงจรหนี้สินของข้าราชการครูภายในกลไกระบบราชการด้านการศึกษาของรัฐ โดยศึกษากลุ่มข้าราชการครูสังกัดคณะกรรมการการศึกษาขั้นพื้นฐาน (สพฐ.) เป็นหลัก พบว่าลักษณะของการก่อตัวของหนี้สินข้าราชการครูและปัจจัยสนับสนุนให้เกิดปัญหา เกิดขึ้นจากพัฒนาการของความพยายามในการแก้ไขปัญหาคุณภาพชีวิตของข้าราชการครูด้วยการจัดสวัสดิการให้กับข้าราชการครูในแต่ละยุคสมัย ส่งผลต่อการสะสมหนี้สินของข้าราชการครู อีกทั้งการกำหนดให้มีระบบสวัสดิการหลากหลายรูปแบบ โดยเฉพาะสวัสดิการทางการเงินส่งผลให้เกิดโอกาสการเข้าถึงการใช้สินเชื่ออย่างรอบด้านในกลุ่มข้าราชการครู กอปรกับการสร้างเงื่อนไขการทำงานให้กับข้าราชการครู อาทิเช่น การสร้างภาระงานที่นอกเหนือการจัดการเรียนการสอน การมอบภาระหน้าที่ที่สร้างภาระค่าใช้จ่ายให้ข้าราชการครูที่ลดทอนความสามารถทางการเงินของครู โครงสร้างการบังคับบัญชาที่ทำให้ข้าราชการครูต้องรับภาระตามคำสั่ง ทำให้โครงสร้างในระบบการศึกษาสร้างเงื่อนไขหลายด้านที่ส่งผลให้เกิดปัญหาภาระการค่าใช้จ่ายที่มีผลต่อภาระหนี้สิน การดำเนินไปของปัญหาอย่างต่อเนื่องด้วยการแก้ไขแต่ปัญหาเฉพาะหน้าจึงส่งผลให้เกิดวงจรหนี้สินในหมู่ข้าราชการครู และพัฒนากลายเป็นปัญหาที่ยกระดับสู่ปัญหาเชิงนโยบายและมีผลต่อระบบโครงสร้างระบบราชการ อย่างไรก็ตามปัญหาหนี้สินจะไม่สามารถแก้ไขได้อย่างเบ็ดเสร็จหากไม่เริ่มต้นด้วยการปรับโครงสร้างภาระหน้าที่และกรอบกำกับระบบภาระงาน รวมถึงดำเนินสร้างการจำกัดการเข้าถึงสวัสดิการด้วยสิทธิ์ข้าราชการให้มีขอบเขตตามระดับอายุงานหรือตำแหน่งของข้าราชการครูให้ชัดเจนเพื่อแก้ไขและลดทอนปัญหาการก่อหนี้ของข้าราชการครูรุ่นใหม่ในอนาคตและสกัดกั้นมูลหนี้ก้อนใหม่เข้าสู่การเป็นปัญหาหนี้สินในอนาคต

วิทยานิพนธ์ฉบับนี้ มุ่งศึกษา ความเป็นแกนกลางของอาเซียนภายใต้กรอบข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค และผลกระทบของข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาคต่อความเป็นแกนกลางของอาเซียนเมื่อมีการบังคับใช้ รูปแบบการวิจัยเป็นการวิจัยเชิงคุณภาพใช้กรอบการวิเคราะห์แนวสรรสร้างนิยม ตั้งแต่ช่วง ค.ศ. 2001 ภายหลังความล่าช้าของการเจรจาการค้าระดับพหุภาคีรอบโดฮาขององค์การการค้าโลก จนกระทั่งพัฒนาไปสู่ข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค รวมถึงการให้สัตยาบันของประเทศสมาชิกครบถ้วน และมีการบังคับใช้ จากการศึกษาได้บ่งชี้ว่า ความเป็นแกนกลางของอาเซียน ไม่ได้ส่งผลโดยตรงต่อการบรรลุข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค เนื่องจากอาเซียนไม่สามารถแก้ไขความขัดแย้งของการเจรจาข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค ที่มีความขัดแย้งของประเทศสมาชิก ทั้งด้านการค้าสินค้า การค้าบริการ การลงทุน และด้านอื่น ๆ ส่งผลให้การเจรจาข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาคยืดเยื้อเป็นระยะเวลา 8 ปี และอินเดียได้ถอนตัวจากข้อตกลงในช่วงท้ายของการเจรจา รวมถึงข้อตกลงหุ้นส่วนทางเศรษฐกิจระดับภูมิภาค ไม่ได้ส่งเสริมความเป็นแกนกลางของอาเซียน เพราะสามารถเจรจาสำเร็จจากประเทศสมาชิกภายนอกและให้ผลประโยชน์แก่ประเทศในเอเชียตะวันออกเฉียงเหนืออย่างจีน ญี่ปุ่น และเกาหลีใต้มากกว่าอาเซียน

งานวิจัยชิ้นนี้มุ่งศึกษา “อิทธิพลของรัฐธรรมนูญ พ.ศ. 2560 ซึ่งออกแบบภายใต้การกำกับของรัฐบาลคณะรักษาความสงบแห่งชาติ (คสช.) ส่งผลอย่างไรต่อการเมืองไทยหลังจากเปลี่ยนผ่านสู่การเลือกตั้ง?” โดยตอบคำถามผ่านการอภิปรายวิเคราะห์ความสัมพันธ์ระหว่างรัฐธรรมนูญ พ.ศ. 2560 กับความเปลี่ยนแปลงทางการเมืองสู่ระบอบพันทางหลังมีการเลือกตั้งภายใต้การกำกับของกลไกรัฐธรรมนูญ ซึ่งช่วยสนับสนุนให้ระบอบอำนาจนิยมดำรงต่อไปได้แม้เปลี่ยนผ่านสู่การมีรัฐบาลจากการเลือกตั้ง ขณะเดียวกันรัฐธรรมนูญ พ.ศ. 2560 ยังทำหน้าที่สนับสนุนการแบ่งปันอำนาจเพื่อคงไว้ซึ่งระบอบอำนาจนิยมต่อไปแม้ต้องเปิดโอกาสต่อรองกับตัวแสดงใหม่ และรัฐธรรมนูญยังมีความทนทานจากการถูกแก้ไขหรือยกเลิกได้ยากภายใต้การคุ้มครองจากบทบัญญัติรัฐธรรมนูญ ด้วยเหตุนี้ กลไกทางรัฐธรรมนูญแม้ว่าจะเป็นอุปสรรคต่อรัฐบาลพลเอกประยุทธ์หลังจากการเลือกตั้ง พ.ศ. 2562 หรือเปิดโอกาสให้พรรคฝ่ายค้านเติบโตจนสามารถชนะการเลือกตั้งในปี พ.ศ. 2566 ทว่าด้วยการดำรงอยู่ของรัฐธรรมนูญ พ.ศ. 2560 จึงส่งผลให้บรรยากาศของระบอบอำนาจนิยมในไทยยังคงดำเนินต่อภายใต้การหันเหเข้าสู่การเป็นระบอบอำนาจนิยมที่มีการต่อรอง ในที่สุดแล้วจึงยังต้องตั้งคำถามและติดตามต่อไปถึงอิทธิพลของรัฐธรรมนูญมรดกของ คสช. ที่ยังมีอิทธิพลต่อการเมืองไทยหลังจากนี้

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาการดำเนินนโยบายเพื่อส่งเสริมบทบาทของไต้หวันในเวทีระหว่างประเทศในสมัยประธานาธิบดีไช่ อิง เหวิน ซึ่งจากการศึกษาการดำเนินนโยบายดังกล่าวที่เป็นผลสืบเนื่องมาจากหลักการจีนเดียว (One China policy) ของประธานาธิบดีสี จิ้น ผิง ที่หวังจะรวมไต้หวันเข้ามาเป็นส่วนหนึ่งของจีน เป็นเหตุให้ไต้หวันภายใต้การนำของประธานาธิบดีไช่ อิง เหวิน จำเป็นต้องดำเนินนโยบายเพื่อส่งเสริมบทบาทของไต้หวันในเวทีระหว่างประเทศและการรักษาอธิปไตยของไต้หวัน อีกทั้งเพื่อใช้เป็นเครื่องมือในการพัฒนาความสัมพันธ์กับรัฐภายนอก โดยประธานาธิบดีไช่ อิง เหวิน ได้มีการดำเนินนโยบายเพื่อการส่งเสริมบทบาทของไต้หวันในเวทีระหว่างประเทศเพื่อให้สังคมเกิดความแตกต่างจากความเป็นจีน ผ่านนโยบายมุ่งใต้ใหม่ (New Southbound policy) โดยมีวัตถุประสงค์พัฒนาความร่วมมือและเพื่อให้ไต้หวันกลับมามีบทบาทในการพัฒนาและสร้างโอกาสทางเศรษฐกิจกับภูมิภาคเอเชียตะวันออกเฉียงใต้ รวมถึงเอเชียใต้ผ่านดำเนินนโยบายผ่านการพัฒนาบุคคลให้เป็นศูนย์กลาง (people-centered) เพื่อพัฒนาทั้งในระดับประเทศและระดับภูมิภาคผ่านกรอบความร่วมมือระดับทวิภาคีและพหุภาคีทั้ง 4 รูปแบบได้แก่ 1) การสนับสนุนให้เกิดความร่วมมือทางเศรษฐกิจ 2) การแลกเปลี่ยนทักษะและองค์ความรู้ระหว่างกันเพื่อใช้เป็นเครื่องมือในการขับเคลื่อนเศรษฐกิจ 3) การแบ่งปันทรัพยากร รวมถึงค่านิยมและวัฒนธรรมความเป็นไต้หวันเพื่อให้เกิดความร่วมมือ 4) สร้างความสัมพันธ์ระดับภูมิภาค ทั้งนี้เพื่อให้ไต้หวันสามารถมีอำนาจต่อรองในภูมิภาคและสร้างการยอมรับจากเวทีระหว่างประเทศอีกทั้งเพื่อรักษาสถานะเดิมของไต้หวันและถ่วงดุลอำนาจจีน

สารนิพนธ์ฉบับนี้ศึกษาเกี่ยวกับการลงทุนเพื่อพัฒนาเมืองอัจฉริยะของจีนในประเทศในแอฟริกา โดยจะชี้ให้เห็นว่าการลงทุนดังกล่าวเป็นการส่งออกโมเดลจีน (China Model) ให้กับประเทศกำลังพัฒนา ซึ่งเป็นการส่งเสริมฉันทามติปักกิ่ง (Beijing Consensus) อันเป็นแนวคิดการพัฒนาที่แตกต่างจากฉันทามติวอชิงตัน (Washington Consensus) เพื่อส่งเสริมการผงาดขึ้นของจีน (Rise of China) ในระบบระหว่างประเทศ ซึ่งจีนได้ส่งออกเมืองอัจฉริยะตามโมเดลจีนผ่าน BRI และ DSR และขับเคลื่อนเมืองอัจฉริยะดังกล่าวภายใต้โครงการเมืองที่ปลอดภัย (Safe Cities) ซึ่งจะให้ความสำคัญกับความมั่นคงของรัฐเป็นหลัก โดยสนับสนุนการลงทุนเมืองอัจฉริยะตามโมเดลจีนผ่านบริษัทข้ามชาติสัญชาติจีน โดยเฉพาะอย่างยิ่ง Huawei ที่มีบทบาทสำคัญในการเข้าไปลงทุนและดำเนินการด้านเทคโนโลยีในการสอดส่องเมือง ทำให้เมืองอัจฉริยะตามโมเดลจีนเต็มไปด้วยการใช้เทคโนโลยีเมืองเพื่อสอดส่องผู้อยู่อาศัยภายในเมืองจากรัฐบาลท้องถิ่นและรัฐบาลจีน ซึ่งการส่งออกแนวคิดการพัฒนาเมืองดังกล่าว สะท้อนให้เห็นว่าจีนพยายามแสวงหาและสร้างการยอมรับการเมืองอัจฉริยะตามโมเดลจีนกับประเทศกำลังพัฒนา โดยเฉพาะประเทศในทวีปแอฟริกาที่โมเดลการพัฒนาเมืองอัจฉริยะของจีนได้รับการยอมรับไปปรับใช้กับรัฐบาลในแอฟริกาอย่างแพร่หลาย ซึ่งเป็นการเพิ่มศักยภาพและบทบาทของจีนในการแข่งขันทางอำนาจด้านเทคโนโลยีดิจิทัลเพื่อนำไปสู่การเปลี่ยนผ่านความสัมพันธ์เชิงอำนาจในทิศทางที่จีนพอใจมากขึ้นในระดับโลก
