Big search data offers the opportunity to identify new and potentially real-time measures and predictors of important political, geographic, social, cultural, economic, and epidemiological phenomena, measures that might serve an important role as leading indicators in forecasts and nowcasts. However, it also presents vast new risks that scientists or the public will identify meaningless and totally spurious ‘relationships’ between variables. Climate dictates the critical aspects of human environmental conditions. The frequency and intensity of extreme weather conditions due to human-induced climate change have alarmingly increased. Consequently, climate change directly affects environmental sustainability and human mortality in the short term and creates prolonged and complicated long-term indirect grave risks. This paper examines three-level environmental impact risks associated with climate change on human mortality. It proposes a conceptual framework for developing an empirical event-based human mortality database related to climate change and communication strategies to enhance global environmental adaptation, resilience, and sustainability.

โครงการวิจัยนี้ศึกษาประวัติการก่อร่างของแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองในสยาม/ไทย ในฐานะส่วนหนึ่งของประวัติศาสตร์ภูมิปัญญาสาธารณรัฐนิยมสมัยใหม่สากล โดยใช้ระเบียบวิธีวิจัยแบบประวัติภูมิปัญญาของโลก (global intellectual history) โดยมุ่งศึกษาพัฒนาการแนวคิดเกี่ยวกับรัฐธรรมนูญนิยมและความเป็นพลเมืองระหว่างปี ค.ศ. 1885 (เมื่อคำกราบบังคมทูลความเห็นเปลี่ยนแปลงราชการแผ่นดิน พ.ศ. 2428  ถูกเผยแพร่) จนถึงปี ค.ศ. 1932 หลังการเปลี่ยนแปลงการปกครอง พ.ศ. 2475 โครงวิจัยชิ้นนี้เสนอว่า ประวัติศาสตร์รัฐธรรมนูญนิยมเผยความเชื่อมโยงระหว่างช่วงเวลาดังกล่าวกับกระแสการปฏิวัติ-ปฏิรูปของโลกในช่วงเวลาเดียวกันได้โดยการศึกษาความสัมพันธ์ระหว่างรัฐธรรมนูญนิยมกับสาธารณรัฐนิยมสมัยใหม่และชี้ให้เห็นความเป็นไปได้ต่าง ๆ ในการจัดวางแนวคิดเรื่องพลเมืองอันรวมไปถึงความคิดเรื่องสิทธิและหน้าที่ต่อสังคมการเมืองในไทย/สยามลงในบริบทของประวัติศาสตร์ภูมิปัญญาสากล

บทความวิชาการนี้เป็นการศึกษาอิสระและนำเสนอเรื่องการเลือกตั้งประธานาธิบดีอินเดีย ตั้งแต่การสถาปนาประเทศถึงปัจจุบัน มีวัตถุประสงค์เพื่อวิเคราะห์สังคมพหุลักษณ์ของอินเดียและปณิธานทางสังคมผ่านตำแหน่งประธานาธิบดี โดยเก็บข้อมูลระดับทุติยภูมิและระดับตติยภูมิ จากหน่วยงานรัฐและสำนักข่าวอินเดีย ผลการศึกษาแสดงให้เห็นถึง (ก) ความสำคัญของการคัดผู้สมัครที่เหมาะสมโดยพรรคการเมืองและพันธมิตร ซึ่งเป็นตัวแปรในการกำหนดหรือไม่ว่าจะส่งเสริมอัตลักษณ์ทางการเมือง (ข) การเลือกของคณะเลือกตั้ง เป็นขั้นตอนตัดสิน มุ่งเป้าตามความโน้มเอียงของพรรค (ค) บริบททางการเมือง สังคม และการเปลี่ยนยุค ส่งผลให้เกิดการปรับสูตรการคัดบุคคลที่มีอัตลักษณ์ทางสังคมตามปรารถนา นี่จึงเป็นการแสดงออกถึงพหุลักษณ์และเอื้อให้อัตลักษณ์ของบุคคลเป็นต้นแบบ เป็นปณิธานทางสังคม และสร้างแรงกระเพื่อมเชิงสร้างสรรค์ ดังนั้น ตำแหน่งประธานาธิบดีอินเดียจึงมีบทบาทสำคัญในการเชิดชูสังคมพหุลักษณ์ เคารพต่อวรรณะ ชาติพันธุ์ และศาสนา โดยเฉพาะกรณีหลัง ค.ศ.2000 เมื่อตำแหน่งประธานาธิบดีได้แสดงออกมากขึ้นและน่ายกย่องกับบทบาททางสังคมวัฒนธรรมในอินเดีย

My review paper is part of Covid-IAS Project, funded by National Research Council of Thailand. The paper focuses on the geography of globalisation in the Covid -19 pandemic. I employ Ulrich Beck’s concept of risk society to critically examine geography. Although Beck is not a geography theorist, his theory can be used extensively and alternatively to study the geography of globalisation. การพัฒนาการท่องเที่ยวเชิงสร้างสรรค์เมืองรอง กรณีศึกษากลุ่มจังหวัดอีสานใต้ ยโสธร ศรีสะเกษ และอำนาจเจริญ มีวัตถุประสงค์เพื่อออกแบบกรอบแนวคิดและเสนอแนะแนวทางในการพัฒนาการท่องเที่ยวเชิงสร้างสรรค์ในกลุ่มจังหวัดกรณีศึกษาเพื่อให้เกิดตัวอย่างรูปแบบการจัดการการท่องเที่ยวเชิงสร้างสรรค์ในการขยายผลต่อไปยังจังหวัดและพื้นที่อื่น ผ่านการวิจัยเชิงเอกสาร การวิจัยเชิงคุณภาพ และการวิจัยเชิงพื้นที่ โดยสำรวจข้อมูลด้านเศรษฐกิจและสังคม ด้านทรัพยากรในพื้นที่ และด้านโครงสร้างพื้นฐาน จากข้อมูลทุติยภูมิ (Secondary Data) และ ข้อมูลปฐมภูมิ (Primary Data) ผ่านการสัมภาษณ์เชิงลึก (In-depth Interview) และการสนทนากลุ่ม (Focus group discussion) ซึ่งผลการศึกษาพบว่า การพัฒนาการท่องเที่ยวของกลุ่มจังหวัดอีสานใต้สู่การท่องเที่ยวเชิงสร้างสรรค์ จำเป็นต้องพัฒนาสถานที่ท่องเที่ยวให้มีสิ่งที่ดึงดูดใจหรือตอบสนองต่อความต้องการได้อย่างครบถ้วน ผ่านการทดลองปฏิบัติหรือการมีส่วนร่วมในกิจกรรมเชิงสร้างสรรค์ที่ก่อให้เกิดการเรียนรู้ สู่การท่องเที่ยวอย่างยั่งยืนบนพื้นฐานทรัพยากรและอัตลักษณ์ของแต่ละจังหวัดผ่านกิจกรรมการท่องเที่ยวเชิงสร้างสรรค์ (creative tourism activity) การเรียนรู้ (learning) การทดลองปฏิบัติ (testing) การดู (seeing) และการซื้อ (buying) ที่ได้มีการนำเสนอในผลการศึกษาครั้งนี้

บทความวิจัยฉบับนี้สะท้อนให้เห็นความซับซ้อนด้านอุดมการณ์ของรัฐผ่านวาทกรรมการพัฒนาพื้นที่ห่างไกล พื้นที่ชายขอบ และกลุ่มชาติพันธุ์ ว่าท้ายสุดแล้วประเด็นเรื่องการนำปรัชญาเศรษฐกิจพอเพียงมาเป็นแนวทางพัฒนานั้นมีความเป็นไปได้มากเพียงใดและความสัมพันธ์ระหว่างโครงการหลวงหนองหอยกับชุมชนชาติพันธุ์มีทิศทางการพัฒนาและการตอบสนองอย่างไร จึงนำไปสู่วัตุประสงค์กล่าวคือ เพื่อศึกษาความเปลี่ยนแปลง วิถีชีวิต กิจกรรมทางเศรษฐกิจ บริบททางสังคมและชุมชนของชนเผ่าในบริเวณศูนย์พัฒนาโครงการหลวงหนองหอย จังหวัดเชียงใหม่บนกรอบคิดการพัฒนาชุมชนชาติพันธุ์ของรัฐไทยภายใต้แนวทางเศรษฐกิจพอเพียง การศึกษาดังกล่าวเลือกนำเสนอข้อมูลที่ได้จากการวิจัยเชิงคุณภาพซึ่งมีกลุ่มผู้ให้ข้อมูลทั้งภาครัฐและภาคประชาชนที่เกี่ยวข้อง ข้อค้นพบในงานวิจัย คือ หน่วยงานภาครัฐและนโยบายรัฐส่วนกลางก่อให้เกิดความเปลี่ยนแปลงทางด้านสังคม วัฒนธรรม วิถีชีวิต และระบบเศรษฐกิจ อย่างมากต่อชาติพันธุ์ซึ่งความเปลี่ยนแปลงที่เกิดขึ้นไม่ได้เป็นลักษณะของการคุกคามและบังคับแต่เป็น “การเกื้อหนุนกัน” ซึ่งกันและกันระหว่างโครงการหลวงในฐานะหน่วยงานของรัฐในการนำนโยบายจากรัฐเข้าสู่พื้นที่ชายขอบที่ห่างไกลอำนาจรัฐผ่านวาทกรรมการพัฒนา

การเปลี่ยนแปลงระเบียบราชการส่วนกลางที่มีผลต่อการใช้เงินสะสมของ อปท. ขนาดใหญ่ในการจัดบริการสาธารณะ, ชฎิล โรจนานนท์, นภา วรวรางกูร

เงินสะสมของ อปท. ในปัจจุบันมีปริมาณอยู่ในระดับสูง ถือเป็นการสูญเสียโอกาสการพัฒนาของท้องถิ่น โดยเฉพาะ อปท. ขนาดใหญ่ ระเบียบกระทรวงมหาดไทยฯ ปี พ.ศ. 2547 และที่แก้ไขเพิ่มเติมก่อนปี พ.ศ. 2561 เป็นระเบียบส่วนกลางกำหนดโครงสร้างเงินสะสมที่ซ้ำซ้อน ขาดความยืดหยุ่น มีพื้นที่การคลัง (Fiscal Space) ที่จำกัด การออกระเบียบกระทรวงมหาดไทยฯ (ฉบับที่ 4) ปี พ.ศ. 2561 ซึ่งเป็นระเบียบส่วนกลางที่ปรับโครงสร้างสัดส่วนในการกันทุนสำรองเงินสะสมมาอยู่ที่ร้อยละ 15 นำไปสู่การเพิ่มพื้นที่การคลังในการจัดบริการสาธารณะ จากการทดสอบทางสถิติจากกลุ่ม อปท. ขนาดใหญ่ จำนวน 30 แห่ง พบว่าระเบียบกระทรวงมหาดไทยฯ พ.ศ. 2561 มีส่วนทำให้พื้นที่การคลังเพิ่มขึ้น อย่างไรก็ดี การเพิ่มขึ้นดังกล่าวไม่ได้เป็นหลักประกันว่าเป็นปัจจัยสำคัญในการส่งเสริมให้ อปท. ได้ใช้เงินสะสมเพิ่มขึ้น การใช้เงินสะสมส่วนใหญ่เป็นการใช้เพื่อการบริหารองค์กรซึ่งเป็นการใช้เงินสะสมนอกโครงสร้างเงินสะสม นอกจากนี้ อาจมีปัจจัยอื่น ๆ นอกเหนือจากระเบียบส่วนกลางที่มีเป็นปัจจัยผลักดันให้ อปท. ได้นำเงินสะสมมาใช้จ่าย

‘การอภิบาล’ (governance) เป็นคำศัพท์ทางวิชาการที่สร้างความสับสนให้กับสังคมไทยมาตั้งแต่ช่วงหลังทศวรรษที่ 1990 อันเนื่องมาจากการแปลและนิยามความหมายที่แตกต่างหลากหลายกัน รวมไปถึงบริบทในการนำไปปฏิบัติที่มีเป้าหมายทางการเมืองเฉพาะของการใช้แต่ละความหมายของการอภิบาล บทความวิจัยนี้มีเป้าหมายเพื่อทบทวนและวิเคราะห์สถานะความรู้เรื่องการอภิบาลในประเทศไทยที่ปรากฎอยู่ในฐานข้อมูลงานวิจัยสำคัญและหลักสูตรการเรียนการสอนในระดับอุดมศึกษา โดยงานวิจัยได้ใช้วิธีการศึกษาเชิงคุณภาพ ผ่านการเก็บข้อมูลด้วยการสำรวจเอกสาร การสัมภาษณ์เชิงลึก และการจัดเวทีระดมความคิดเห็น ผลการศึกษาค้นพบว่าทั้งการวิจัยและการเรียนการสอนด้านการอภิบาลให้น้ำหนักอย่างมากกับมุมมองหรือแนวคิด ‘ธรรมาภิบาล’ และถูกนำไปปฏิบัติในการบริหารงานภาครัฐตามแนวคิดการจัดการภาครัฐแนวใหม่เป็นสำคัญ ส่งผลให้สถานะองค์ความรู้การอภิบาลในประเทศไทยเกิดวงจรปัญหาที่ทำให้องค์ความรู้การอภิบาลจำกัดหรือลดรูปเหลือเพียง ‘หลักธรรมาภิบาล’ และถูกนำไปสร้าง ถ่ายทอด และผลิตซ้ำผ่านสถาบันทางวิชาการและหน่วยงานภาครัฐ การออกแบบนโยบาย แผน และวิธีการปฏิบัติงานที่มุ่งใช้กรอบธรรมาภิบาลนี้สะท้อนสภาวะการขาดการนำแนวคิดการอภิบาลในลักษณะอื่นที่เป็นไปได้เข้ามาใช้อย่างเพียงพอหรือการไม่ให้ความสำคัญต่อความรู้การอภิบาลแบบอื่นในทางปฏิบัติ ปัญหานี้ส่งผลต่อทิศทางการแสวงหาความรู้และการพัฒนาการวิจัยที่เกี่ยวกับการอภิบาล ความรู้ในแบบอื่นนอกจาก ‘ธรรมาภิบาล’ ถูกทำให้ไม่สำคัญและหายไป

บทความวิจัยชิ้นนี้ นำเสนอสันติวิธีในทางปฏิบัติในสถานการณ์ความขัดแย้งทางการเมือง กรณีการเคลื่อนไหวของขบวนการเยาวชนช่วงปี 2563-2564 เพื่อทำความเข้าใจเงื่อนไขในทางปฏิบัติที่ทำให้ขบวนการเคลื่อนไหวที่เริ่มต้นจากความตั้งใจที่จะใช้สันติวิธี แต่ต่อมามีผู้ใช้ความรุนแรงเชิงตอบโต้แบบไม่มีอาวุธร่วมด้วย งานวิจัยใช้ระเบียบวิธีการวิจัยเชิงคุณภาพ ด้วยการสัมภาษณ์เชิงลึกผู้ให้ข้อมูล 60 คน จัดกิจกรรมสนทนากลุ่ม และใช้แนวคิดปฏิบัติการไม่ใช้ความรุนแรงที่ให้ความสำคัญกับความรู้จากประสบการณ์ของผู้เคลื่อนไหว และการรับมือของรัฐ

บทความนำเสนอสามประเด็น คือ หนึ่ง การยกระดับความรุนแรงเกิดจากปฏิสัมพันธ์โต้ตอบระหว่างฝ่ายรัฐกับผู้ชุมนุม ทั้งสองฝ่ายจึงมีส่วนต่อความรุนแรงที่เกิดขึ้น สอง ความรู้จากภาคปฏิบัติของนักกิจกรรมพบว่า ผู้ร่วมเคลื่อนไหวบางส่วนต้องการตอบโต้เจ้าหน้าที่รัฐ การห้ามปรามจึงไร้ผล ทางเลือกที่ทำได้คือ ช่วยให้ผู้ชุมนุมที่ไม่ต้องการปะทะได้ออกจากพื้นที่เสี่ยง สาม รัฐสามารถสลายการเคลื่อนไหวแล้วไม่เสียความชอบธรรม เพราะใช้วิธีการปราบปรามอย่างชาญฉลาด

การศึกษาวิเคราะห์บทบาทบริษัทข้ามชาติจีนในเขตพื้นที่นิคมอุตสาหกรรมไทย-จีน จังหวัดระยองต่อการพัฒนาความสัมพันธ์ระหว่างไทย-จีนผ่านแนวคิด “การทูตสามเหลี่ยม”, พรภวิษย์ หล้าพีระกุล, แอนนี คำสร้อย

งานวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์บทบาทและความสำคัญของบริษัทข้ามชาติจีนในเขตพื้นที่นิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง ต่อการพัฒนาความสัมพันธ์ระหว่างไทย-จีน ผ่านแนวคิด“การทูตสามเหลี่ยม” เพื่อเสนอแนะแนวทางการบริหารจัดการและการวางนโยบายของรัฐบาลไทยในการส่งเสริมบทบาทของบริษัทข้ามชาติจีนในไทย เป็นงานวิจัยเชิงคุณภาพ(Qualitative Research) โดยทำการรวบรวมข้อมูลปฐมภูมิจากการสัมภาษณ์เชิงลึก (In-depth Interviews) ผู้ที่เกี่ยวข้องและข้อมูลทุติยภูมิจากเอกสารและงานวิจัย จากนั้นนำข้อมูลมาวิเคราะห์เชิงพรรณนา (Descriptive Analysis)

ผลการศึกษาพบว่า เหตุปัจจัยสำคัญที่ส่งผลให้บริษัทข้ามชาติจีนในนิคมอุตสาหกรรมไทย-จีน จังหวัดระยอง มีบทบาทและความสำคัญในการพัฒนาความสัมพันธ์ระหว่างไทย-จีน คือ การเป็นนิคมอุตสาหกรรมจีนแห่งแรกในต่างประเทศของจีน ได้รับการผลักดันและสนับสนุนผ่านนโยบายจากรัฐบาลจีนทั้งในอดีต (Going Out) และปัจจุบัน (BRI) โดยมีการให้บทบาทสำคัญแก่บริษัทข้ามชาติจีนในฐานะตัวแสดงของรัฐบาลจีนในการสร้างความร่วมมือระหว่างประเทศ กอปรกับนโยบายของไทยในปัจจุบัน เช่น ไทยแลนด์ 4.0 และโครงการ EEC นั้นสอดรับกับนโยบายของจีนอย่าง BRI ซึ่งส่งผลโดยตรงต่อการเพิ่มจำนวนการเข้ามาลงทุนของบริษัทข้ามชาติจีนในประเทศไทย เกิดเป็นสภาพการพึ่งพาอาศัยกันและการแข่งขันกัน ทำให้ความร่วมมือในด้านต่าง ๆ ระหว่างไทยกับจีนนั้นมีขอบเขตที่กว้างและเป็นไปในทิศทางที่ดีมากยิ่งขึ้น เป็นการส่งเสริมความสัมพันธ์เชิงยุทธศาสตร์ของทั้งสองประเทศ

บทความวิจัยนี้นำเสนอผลการวิเคราะห์และสังเคราะห์ข้อมูลบางส่วนที่ได้จากการทำงานภาคสนามทางมานุษยวิทยาใน 10 ครัวเรือนในจังหวัดพิษณุโลกที่มีฐานะยากจน ขาดเงินออม มีอัตราการพึ่งพิงกันในครัวเรือนสูงและการศึกษาต่ำอันเป็นคุณลักษณะของครัวเรือนยากจนข้ามรุ่นที่ระบุไว้ในหมุดหมายที่ 9 ของแผนพัฒนาเศรษฐกิจและสังคมแห่งชาติฉบับที่ 13 (พ.ศ.2566-2570) โดยบทความวิจัยนี้มีข้อถกเถียงหลักคือ ความยากจนข้ามรุ่นนั้นยังดำรงอยู่เพราะนโยบายการศึกษาและนโยบายสังคมอื่น ๆ ที่เกี่ยวข้องที่ผ่านมายังไม่สามารถแก้ไขปัญหาความยากจนข้ามรุ่นได้อย่างตรงจุดและมีประสิทธิภาพ ในระหว่างเวลาของการรอคอยนโยบายสังคมที่ช่วยหยุดการส่งผ่านความยากจนข้ามรุ่นนี้ คนยากจนจากหนึ่งรุ่นสู่อีกรุ่นหนึ่งได้สูญเสียโอกาสในชีวิตมากมาย จากการปริทัศน์วรรณกรรมเกี่ยวกับแนวคิดเรื่องเวลาที่รอคอย (waiting time) ผู้วิจัยสร้างกรอบแนวคิดการวิจัยในการวิเคราะห์ข้อมูลจากภาคสนามเพื่ออธิบายว่าเวลาที่คนยากจนข้ามรุ่นรอคอยนั้นสามารถอธิบายได้สามนัยยะสำคัญ คือ หนึ่ง ความยากจนยังดำรงอยู่และถูกส่งผ่านข้ามรุ่น สอง ช่วงเวลาของการรอคอยนโยบายการศึกษาที่จะช่วยตัดตอนวงจรความยากจนข้ามรุ่นเป็นช่วงเวลาที่คนยากจนรุ่นแล้วรุ่นเล่าสูญเสียโอกาสบางอย่างในชีวิตไปอย่างไม่มีวันหวนกลับมา เช่น หลุดออกจากระบบการศึกษาและกลายเป็นแรงงานกึ่งทักษะกึ่งไร้ทักษะ สาม นโยบายการศึกษาที่ผ่านมามีส่วนช่วยขยายโอกาสในชีวิตของคนยากจน แต่อาจยังไม่มีประสิทธิภาพมากพอในการตัดตอนวงจรความยากจนข้ามรุ่น บทความนี้จะสะท้อนนัยยะทั้งสามประการข้างต้นผ่านข้อมูลจากภาคสนาม รวมทั้งนำเสนอข้อเสนอเชิงนโยบายที่ได้จากการสังเคราะห์ข้อมูลจากภาคสนาม

บทความวิจัยนี้ศึกษาถึงความเชื่อมโยงระหว่างความรับผิดรับชอบของรัฐบาลและปฏิกิริยาต่อวิกฤตการณ์เศรษฐกิจที่เป็นผลมาจากการระบาดของโรคโควิด-19 โดยผ่านกรอบคิดเรื่อง competing principals ที่ชี้ให้เห็นว่าความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ นั้นอาจไม่เท่ากัน และอาจส่งผลต่อผลิตผลเชิงนโยบายด้วยเช่นกัน ในกรณีของการระบาดของโรคโควิด-19นั้น ผลเชิงนโยบายนั้นแสดงออกมาในรูปแบบที่รัฐต้องตัดสินใจว่าจะทุ่มเททรัพยากรเพื่อให้การช่วยเหลือทางเศรษฐกิจแก่ประชาชนกลุ่มไหน มากน้อยเพียงใด โดยอาศัยข้อมูลเชิงปริมาณและการเก็บสถิติเรื่องการให้การช่วยเหลือทางเศรษฐกิจของแต่ละประเทศจาก The Oxford COVID-19 Government Response Tracker (OxCGRT) และตัวชี้วัดแบบมหภาคอื่นๆ งานศึกษาชิ้นนี้พบว่าภูมิภาคเอเชียตะวันออกเฉียงใต้นั้นมีความแตกต่างจากที่อื่น ๆ ในโลก กล่าวคือ ความรู้สึกรับผิดรับชอบของรัฐบาลต่อผู้มีส่วนได้ส่วนเสียต่าง ๆ แบบเดียวที่มีผลต่อระดับการให้การช่วยเหลือทางเศรษฐกิจต่อประชาชนของรัฐบาลในเอเชียตะวันออกเฉียงใต้ คือ แบบแนวทแยง (diagonal accountability) ซึ่งเกิดจากการที่สื่อมวลชนและภาคประชาสังคมเปิดเผยและให้ข้อมูลต่อสาธารณชนเพื่อสร้างแรงกดดันต่อรัฐอีกทางหนึ่ง ข้อค้นพบนี้ไม่เพียงแสดงให้เห็นถึงสภาวะกลืนไม่เข้าคายไม่ออกที่รัฐต้องเผชิญเมื่อมีผู้มีส่วนได้ส่วนเสียจำนวนมากในกระบวนการกำหนดนโยบายแต่ยังสะท้อนอีกด้วยว่า 1) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อประชาชนโดยตรงมากนัก 2) รัฐบาลในเอเชียตะวันออกเฉียงใต้อาจไม่ได้รู้สึกถึงความรับผิดรับชอบต่อกลไกเชิงบริหาร เช่น การตรวจสอบและคานอำนาจเช่นเดียวกัน และ 3) รัฐบาลในเอเชียตะวันออกเฉียงใต้จะรู้สึกว่าต้องทำอะไรบางอย่างเพื่อตอบสนองหรือให้การช่วยเหลือประชาชนก็ต่อเมื่อสื่อและภาคประชาสังคมเริ่มตีแผ่ปัญหาและให้ข้อมูลแก่สาธารณชน

How does leadership affect the performance of informal institutions? Leadership in BRICS is particularly puzzling: this informal institution rapidly grows despite the disparate interests of its members, some of which are in longstanding conflict. This article examines how three forms of leadership – intellectual, entrepreneurial, and structural – affect institutional performance using BRICS cooperation data. The foundation of post–WWII US foreign policy is the deployment and maintenance of a vast network of overseas military deployments. While the external security implications of these deployments are better known, scholars have spent little time connecting deployments to the internal stability threat of a coup d’état. The deployment of service members overseas creates multiple pathways to decreasing the likelihood of coup attempts by both supporting the government and its security apparatus and decreasing the benefits of a successful attempt by coup d’état conspirators. My dissertation identifies a type of political actor, the ascriptive entrepreneur, who through innovative and creative methods advances the ascriptive tradition. I expand upon two branches of political science literature: political entrepreneurship and Rogers Smith’s multiple tradition thesis. Political entrepreneurs are able to recombine political alignments, causing endogenous shocks to a political system. The concept of the ascriptive entrepreneur augments Rogers Smith’s multiple tradition thesis to include those actors who use the ascriptive tradition to obtain power at the expense of Lockean liberalism and civic republicanism. Cultural racketeering, the looting and trafficking of cultural heritage sites to fund conflict, violence, or terrorism, has become a prevalent issue across the globe in recent years. This paper identifies the main actors, the sellers and buyers, of the looted antiquities and outlines several cases. Sellers, such as ISIS or Al-Qaeda, pillage and traffic sites of cultural, religious, or historic importance as a funding source for their illicit activities.
