The Rule, Not The Exception: One-Party Monopolies In The American States, Janine A. Parry, Andrew J. Dowdle, Abigail B. Long, Jessica R. Kloss

Thousands of studies have examined party competition in the American states, finding significant consequences for voter turnout, policy adoptions, and more. Long-term patterns of party control have received less attention. Here, we reexamine the operationalization of party competition. We then update Klarner's state partisan balance data to include state house and senate composition and gubernatorial vote share since the 1930s, adding-in light of the nationalization of American politics-presidential vote share and the proportion of Democrats in each state's congressional delegation. After establishing a threshold for one-party dominance, we examine the frequency and duration of subnational party monopolies, highlighting regional variations …

Buen Vivir Under Correa: The Rhetoric Of Participatory Democracy, The Reality Of Rentier Populism, Paul W. Posner

This article seeks to understand the relationship between populism and participatory democracy through analysis of Rafael Correa's left populist regime in Ecuador (2007-2017). It argues that rather than adhering to its own standard for participatory democracy, what the Correa regime referred to as the Socialism of Buen Vivir, it employed the rhetoric of participatory democracy in the service of populist rule. As a result, the Correa regime failed to promote the participatory form of democracy and citizenship promised in Buen Vivir, its version of twenty-first-century socialism. Legislative committee meetings are an integral part of the lawmaking process for local and state bills. The testimony presented during these meetings is a large factor in the outcome of the proposed bill. This research uses Natural Language Processing and Machine Learning techniques to analyze testimonies from California Legislative committee meetings from 2015-2016 in order to identify what aspects of a testimony makes it successful. A testimony is considered successful if the alignment of the testimony matches the bill outcome (alignment is "For" and the bill passes or alignment is "Against" and the bill fails). In 1992 the 73rd amendment to the Indian constitution called on states to create and empower rural local governments. Despite the amendment, however, there is variation in the extent of decentralization of power from states to rural local governments in the country. How has this process of decentralization influenced health outcomes in India? The research note addresses this question by collecting preliminary data on political, administrative and fiscal decentralization and examining trends in different dimensions of decentralization and infant mortality rates among select states (Assam, Rajasthan, Kerala and Tamil Nadu) from 1994 to 2017. Five states in the American South currently have “no pro homo” policies in place, while an increasing number of bills targeting discussions about sexuality and gender identity in public schools are being introduced to House floors around the country. Although there is extensive research on the ways in which these policies put the physical and mental well-being of LGBTQ+ students at risk, there is little to no research about how they shape public perceptions of the LGBTQ+ community collectively. When an exoneration occurs, an individual’s conviction is absolved, and their innocence is proved through newly discovered evidence. While it might be impossible to protect from the errors of the criminal justice system, it is in the hands of the state to compensate the wrongly convicted. For the first time in Nevada’s history, voters who are not registered as Democrats or Republicans (i.e., nonpartisans and minor party registrants) constitute a majority of active registered voters. In particular, the rapid growth in nonpartisan registrants corresponds with Nevada’s adoption of Automatic Voter Registration (AVR) in January 2020, resulting in the addition of more than 320,000 new voters to the electorate. This fact sheet summarizes voter registration and voter turnout statistics reported by the Nevada Secretary of State for elections since 2012.

This dissertation combines three related essays that analyze the effect of the perception of economic vulnerability on the social and political attitudes of Americans. Through a heterodox reading of W.E.B. Du Bois’s intellectual work and political career in the latter half of his life, the first essay develops the theoretical thrust of the dissertation. It is argued that Du Bois primarily grounds white supremacy in an elementary feature of capitalism: the fact that survival under capitalism presumes the successful engagement, either directly or indirectly, with the labor market. Since 1999, the protection of civilians (POC) has become central to UN peacekeeping, included in the mandates of most multidimensional missions. In 2009, the Security Council designated POC as a priority among mandated tasks, in part because of the assertion that protecting civilians creates conditions that are conducive to peace. This study uses a business life cycle perspective to investigate and compare three different approaches to urban economic development policy, each of which focuses on a particular stage of company development. Well-meaning urban policies might be more effective if they were aligned with all the common stages of the business life cycle. This study compares programs that address specific stages of the business cycle to demonstrate that it is possible to address each stage. How far can a democracy go to protect itself without jeopardizing the liberties upon which democracy depends? This dissertation examines why wartime restrictions on civil liberties outlive their original justifications. Through a comparative historical analysis of five major American wars, it illustrates the decisive role of the U.S. Congress in preserving these restrictions during peacetime. This argument challenges the prevailing consensus in the literature, which identifies wartime executive power as the main threat to postwar freedoms. This dissertation analyzes the existence of two constellations of political forces, emphasizing their relationship to each other and the link between their interests related to China and climate change. It argues that two China-related alignments on climate issues are driven by their opposing approaches to US China relations in general in such a way that the latter predicts the former. This is a study that determines whether or not new media amplifies gender stereotyping during campaigns. Numerous studies about women and the media, which have been conducted by scholars using traditional media, show that women endure more gender stereotyping then men. More recent studies show that women have made some ground and gender stereotyping is not as prevalent. These studies, however, were conducted using traditional newspapers. In this dissertation, I analyze the new forms of temporalization of social media in relationship to arrangements of power through nonhuman agency of the algorithm. The new social media industry refers to the entities that make up its circulatory movement, simply as ‘content’. This paper compares nationalist attitudes among Whites, Latinos, and African Americans. The research on nationalism and national attachment draws varied conclusions about how race and ethnicity structure such attitudes; some find that Whites have the strongest views, while others see more similarities than differences. Using the General Social Survey of 2014, we examine three separate dimensions of nationalism: American nationalism, American national identity, and American national pride. We test for differences across race and ethnicity as well as how such attitudes structure opinions about immigrants. What determines states’ willingness to institutionalize alliances? Contrary to conventional emphasis on system-level conditions, we argue that states pay close attention to the domestic political consequences of institutionalizing alliances. This is particularly true for unequal allies. Client regimes are disproportionately sensitive to alliance design, as it affects patron allies’ ability to influence their military, distribute finance and arms, and legitimate preferred political groups. Two factors—power consolidation and political compatibility—determine whether the client views alliance institutionalization as complementary or conflictual with regime survival. This paper explores how political ecology can advance existing understandings of China’s Belt and Road Initiative (BRI) and its effects, and how the BRI can contribute to recent shifts in the study of political ecology. Prison abolition has entered mainstream conversation in recent years as the uniquely American carceral system comes increasingly under fire for its racial disparities, police brutality and prison labor. While these issues are sometimes framed as newly emerging, this paper utilizes a Foucauldian genealogical approach in conversation with works by W. E. B. Precise individual microtargeting threatens to remake the political landscape as thoroughly as it has remade marketing. This paper explores the observed uses to date of political microtargeting as well as the many difficulties, some inherent to politics, of measuring its effects. Considering the philosophical difficulties of predictively removing human choice, it then assesses the observed risks of and some potential remedies to the current trajectory and finds that free electoral choice is not doomed to be written out of the system.

States’ rights is often perceived as a single and unchanging doctrine, but American political thought reveals three version of states’ rights with distinct purposes. This essay examines these competing thoughts and ultimately argues that Alexis de Tocqueville’s localism, with its emphasis on the substantive social benefits of local government over institutional or constitutional forms, offers a version of states’ rights best suited to the modern American regime.

Most people associate ownership with the ability to control something. In the USA, employee share (or stock) ownership plans (ESOPs) are one of the principal forms of employee ownership. However, most ESOPs give employees very limited rights of control over the company they own. This paper explore this conflict by examining theories of property and ownership to determine whether the right to participate in decision-making is inherent in the idea of ownership as it is generally understood.
