This study investigates the transformation of social capital over time, using the example of a small New England town: Kensington, New Hampshire. National social capital assessments indicate a substantial decline in social capital since the post-WW2 era. Kensington does not follow this extreme decline in social capital, with a significant rise during the 90s and into the early 2000s. Additionally, Kensington has high levels of social capital when compared to New Hampshire residents overall. Survey findings point to strong trust, yet weak social infrastructure in Kensington. This undated summary released by the Bureau of Reclamation offers a concise overview of the Pick-Sloan Missouri Basin flood control plan which was enacted when Congressed passed the Flood Control Act of 1944. This plan led to the construction of several dams in the Missouri River basin, including the Garrison Dam. Identifying extreme outliers in large state spaces is a difficult prob-
lem. I consider this problem in the context of finding political district-
ing plans that maximize the number of districts in which the majority
of the population is from a minority group, such as African Americans.
Since the set of all possible districting plans is enormous and unfeasi-
ble to examine in practice, this paper proposes a sampling method to

Neoliberalism has been a persistent concern for policymakers, scholars, and the general public in Latin America due to its negative effects on women. This paper examines the relationship between neoliberal economic policies and gender equality from the 1970s to 2003 in the region. I use a mixed-methods approach to test the two major competing theories from the literature that discuss women’s status under neoliberal reform. I find that neoliberal economic policies did not improve the status of women but reduced gender disparity. Neoliberalism led to the worsening of men’s status, which caused the status of women to seem better. Overall, …

As part of the Quinquennial Reflections Following the 1992 "LA Riots" Study and in observance of the 5th (1997), 10th (2002), 15th (2007), 20th (2012), 25th (2017), and 30th (2022) anniversaries, the Center for the Study of Los Angeles conducted surveys of residents in the city of Los Angeles. These surveys document the trends in residents’ attitudes toward race relations in the city post-1992. In each survey between 600–1,600 randomly selected and ethnically represented residents answered questions offered in multiple languages. Approximately one-quarter of the respondents were Black, one-quarter Asian one-quarter Latina/o, and one-quarter white. Results from …

Dead Money: Measuring The Influence Of Representatives On Government Spending, Adhitya Venkatraman

In line with popular criticisms of Congressional pork barrel spending, I find that that individual representatives do wield significant influence in securing government contracts for their districts. Using federal contract data organized at the congressional district level from FY 2001 – FY 2021, I estimate how individual members of the House of Representatives affect funding outcomes. My identification strategy leverages changes in contract funding that occur during exogenous vacancies occurring in the middle of a term. By comparing contract funding outcomes during vacant quarters to non-vacant quarters, I estimate the amount of individual influence exercised by representatives.

It is essential for environmental protection that private actors be able to anticipate government regulation. If, for instance, the Biden Administration is planning to tighten regulations of greenhouse gas emissions, it is imperative that private companies anticipate this regulatory change now, not a few years from now after they have constructed even more coal- and gas-fired power plants. Those additional power plants will mean more irreversible greenhouse gases, and these plants can be politically challenging to shutter once built. Despite scientific consensus over the threat posed by climate change, governmental actions remain modest or stalled, often because of profound societal polarization: more liberal individuals tend to accept climate change as real, anthropogenic, and as posing a substantial (if not existential) threat, while more conservative individuals tend to doubt such assertions. The standard explanation for this phenomenon is that liberals tend to believe government-provided information—as information about climate change tends to be—while conservatives tend to doubt it. Commentators suggest that market-generated climate change information would more likely sway conservatives.

Political scientists frequently study and engage in civic engagement work and the institutions that employ them state that they value these endeavors. Yet, there is a disconnect between valuing and doing this work relative to aligning it with faculty incentives. We discuss our experiences with civic engagement work and how we made it fit into how we are evaluated. We use our experience to motivate recommendations to fellow faculty, institutions, and administrators with respect to how they can do and encourage this work going forward.

Gift Basket diplomacy is an interest-based approach to negotiation that encourages voluntary commitments as incentives for cooperation. International diplomats used this approach during the Nuclear Security Summits (NSS), and it is the new standard for international cooperation. This model was successfully replicated in climate talks and led to a global effort to combat climate change.
