Research in public policy examines specific theories that drive policy adoption among jurisdictions. One of these theories, referred to in the economics literature as economic competition (or strategic competition), posits that local governments may engage in competition with one another because of the potential interjurisdictional economic spillover effects of certain fiscal policies. In this article, sales tax rates, a common, yet overlooked, policy instrument in the policy literature is examined to determine if sales tax rates drive competition among counties. Testing several hypotheses, this study finds that sales tax rate increases can exacerbate competition among counties. However, this relationship is …

Abstract

Homelessness is long-standing issue in American cities, with significant human consequences. However, current public management research does not typically include research on public agencies responding to the needs of the homeless.

This paper uses a case study to explore the disconnect between public management research and those living on the margins of society as homeless. The case study illustrates the potential for multiple streams of research in public management to effectively research the complexities of homelessness. Psychological scholarship on personality is uniting with political science to redefine existing theories. This is clearly the case with research on judicial behavior and the US Supreme Court. But if this new approach is to survive and thrive, it must employ measures equal to the task. We show that Supreme Court Individual Personality Estimates, which seek to estimate justices’ personalities by examining their concurring opinions, suffer from a number of important methodological deficits that critically limit their usefulness. The reemergence of great power competition, conflict with near-peer competitor states below the level of armed conflict, and persisting threats from nonstate actors with transnational ambitions and global reach pose challenges for strategists planning, executing, and assessing military operations and strategy. Building on current visualization tools, two proposed models—the National Strategic Risk Abacus and the National Strategic Risk Radar Chart—address these challenges and better depict how the US military may inadvertently contribute to risk at the national strategic level.

Global health engagement, an underutilized strategy rooted in the strengths of soft power persuasion, can lead to more military-to-military cooperation training, help establish relationships that can be relied on when crises develop, stabilize fragile states, and deny violent extremist organizations space for recruiting and operations. Examining Chinese efforts worldwide to curry favor and influence and the challenges posed by the COVID-19 pandemic, this article shows health as a medium is a very compelling and advantageous whole-of-government approach to national security policy concerns.

Drawing on Samuel P. Huntington’s three phases of self-regulation used to determine if an occupation qualifies as a profession, this article focuses on the third phase of policing and removing those who fail to uphold the standards set forth in the first two phases. It reviews how the US Army implemented this phase following the Civil War through the post–Vietnam War years and the implications for the officer corps.

New Brunswick, Canada’s K-12 Social Studies curricula erases the myriad histories and experiences of the province’s LGBTQ+ communities. Building on these erasures, this study analyzes how six queer, trans, and non-binary young people (aged 14-17) created cellphilms (cellphone + mobile film production) in response to these absences. In the study, I ask: How might engaging in media and art production with young people—and screening and exhibiting these productions in online and community spaces—work to counter dominant forms of apathy and denial, and support youth to claim a stake in creating solidarities, belonging, and community-making? Do religious donors give strategically or idealistically? The entanglement between the conservative Republican party and religious groups, particularly evangelical Christianity, on issues of abortion, sexual mores, and family values makes it difficult to analyze this question along voting lines. Regardless of how one votes, citizens and organizations can still punish their political leaders for moral infractions by voting with their wallets. This study aims to discern if there is a relationship between political scandals and religious donations.

The 2020 general election turned out more American voters than any other election, its monumental stakes commanding the attention of the world. While the focus in the race’s aftermath has primarily been the top of the ticket, the rebuke of President Trump’s time in office, the equally important down-ballot races have been largely passed over. Many major political analysts like the Cook Political Report predicted that Democrats would expand their House majority by 5-10 seats. Yet, the Democratic Party ended up losing 10 seats1. While there is a strong recorded correlation between religiosity and Republican Party affiliation, Cuban Americans report low religiosity but strong support for the GOP (58% of Cuban Americans are affiliated with the GOP). This is only one way in which this community is an outlier: Cuban Americans do not behave like other Hispanics; do not vote like other religious groups; are more liberal than the average Republican voter; and have not experienced the religious revival often observed in citizens of former communist regimes. Public discourse under authoritarian rule is not monolithic. Yet how popular rhetoric engages with the hegemonic rhetoric in the same discursive space remains understudied. This article examines the rhetoric of a standup comedy show in China, streamed online and widely popular among Chinese millennials, to understand how alternative views on social issues can coexist with the hegemonic rhetoric. Using critical discourse analysis, it argues that some standup comedy performances transgress the hegemonic rhetoric of positive energy without outright subversion. Comedians use subversive affirmation, self-deprecation, ambiguity, absurd fantasy, and irony to present alternative viewpoints on social issues of broad interest, such …

Readers of the Book of Mormon commonly assume the adequacy of a simple and straight-forward explanation for the existence of Nephi’s Small Plates. As explained at various points in the text, Nephi had undertaken a shorter version of his Large Plates record by selecting out the spiritual teachings, prophecies and revelations for a more focused presentation. But the adequacy of that explanation has come under considerable strain from two very different directions. In 1986 Fred Axelgard advanced the idea that the description provided for the Large Plates of Nephi as being more historical also applied to all of First Nephi …

Lehi's Dream: Nephi's Blueprint, Noel B. Reynolds

This essay harnesses the late twentieth-century discovery of Hebrew rhetoric by Bible scholars to identify Lehi’s dream as the foundation of the carefully constructed unity in Nephi’s writings and to identify previously unrecognized elements of that dream that are distributed throughout his final work. All the teachings and prophecies in First and Second Nephi are shown to derive from that dream/vision. Further, the entirety of Nephi’s writings in the small plates are shown to be a tightly designed rhetorical production that establishes the centrality of Christ’s identity, mission, and teachings for current and future generations of Lehi’s descendants and ultimately …
