Proxy war is a common tactic employed by great powers as a safer alternative to direct conflict, especially in the era of nuclear weapons. While proxy war is common, there is a lack of research on the formation of proxy-external state relationships. Previous research has typically examined the phenomena of proxy war through the perspective of the external state power, leaving a gap in the literature. This dissertation fills that gap by assessing the conditions under which armed groups enter into proxy relationships with external states. Nurturing Democracy? Mediating Between Women Chief Executives And Voter Turnout, Gabrielle A. Peterson

Does the presence of female candidates in executive elections increase voter turnout for that election? Does the presence of female chief executives in states increase voter turnout following their tenure? While there is little research surrounding female chief executives and candidates, past research on women in parliament has shown that the increased prevalence of female legislators increases voter turnout rates due to role modeling and socialization. Overall, a more diverse government will feel more democratic and thus more welcoming of participation by both men and women. Sino-Indian Border Disputes In An Era Of Strategic Expansions, Roman Muzalevsky

The US Army War College Quarterly: Parameters

The June 2020 clash between the People’s Republic of China and India in the disputed Ladakh border area resulted from the strategic expansions of both powers. Like two bubbles expanding in a contained space, these expansions were bound to collide and cause friction. This article explains how the expansions precipitated the incident and might exacerbate border disputes in the future. In pondering implications, it recommends Washington pursue a Eurasia-focused policy embracing the disputed region.

Deterring a Chinese invasion of Taiwan without recklessly threatening a great-power war is both possible and necessary through a tailored deterrence package that goes beyond either fighting over Taiwan or abandoning it. This article joins cutting-edge understandings of deterrence with empirical evidence of Chinese strategic thinking and culture to build such a strategy.

For years, scholars have viewed the career of William Tecumseh Sherman in light of an antiquated destroyer myth and neglected his memoirs, which were written as a military textbook. This essay reviews Sherman’s legacy and literature, both of which contributed to the advancement of modern military thought. His experiences may serve as a prescriptive text to servicemembers, providing critical lessons on military warfare and philosophy still relevant today.

ABSTRACT

A fundamental policy choice in economic development among local policy makers is the appropriate mix of “outside” strategies that use incentives to attract companies, and “inside” strategies that invest in smaller and local businesses. Using a mixed-methods research design, including national and state surveys along with qualitative analysis of interviews conducted with policy elites, I examine the role of ideology, elites, community, competition, social capital (trust and influence), and electoral politics in these policy decisions. I use new descriptive theoretical frameworks called “recruitment machines” and “Political Return on Investment (PROI)” to describe how and why local elected officials support …

The January 6th riot on the U.S. Capitol Building was heavily documented with recorded videos and photos, not just by mainstream news sources but by the rioters themselves. Rioters’ videos uploaded to social media, particularly the conservative-focused website Parler, provide a lens into performances of gender as they intersect with political identity, revealing new ways that communication studies scholars can understand how conservative arguments are constructed within gender performance. The ways individuals can share ideas about political movements has become easier with the common usage of the hashtag (#). As climate conditions worsen and mitigation efforts continue to fall short, the likelihood increases that States or other international actors will look to geoengineering technologies for a remedy. The most basic of these methods, such as planting trees or sequestering carbon underground, can take place within sovereign territory. However, there are also many types of geoengineering that could be deployed in the global commons. This means that their impact would clearly be felt beyond one specific State or region, and, with certain approaches, such as stratospheric aerosol injection, likely worldwide.
