Policy scholars have long studied the phenomenon of policy advice, with the aim of understanding variations in the professional practice of policy analysts and other civil servants. The quest for theorizing the selection and use of advice and information in the policy process has triggered several attempts of typologizing the many facets of policy advice: the location and autonomy of the advisors, their roles, the content of advice, as well as the styles of policy advisors. Aristotle’s political thought asks the serious student of politics to examine critically the way we use our leisure (σχολη) in the life of the city. This project aims at such a critical examination by exploring the relationship between poetry and the city. The task here is not to understand the political commentary of a specific poetic work but to understand the way that poetry has a use in the life of the city. This dissertation seeks to answer the question of when do parties in consensual parliamentary systems expand the group of people who can pick the party leader? Previous literature has offered two opposing theories of change. One is rooted in the exogenous factor of electoral performance as a catalyst for parties to change. Congressional scholars have long debated what factors influence legislative productivity. Mayhew argues that “landmark enactments” are more likely to occur under divided-party control of government, while Binder takes exception to this contention by incorporating legislative demand and different types of divided-party governments. Dodd and Schraufnagel argue that topical legislative productivity is the best measure of legislative competence and quasi-divided government is especially counterproductive, when accounting for polarization. Populism has experienced a global resurgence. Yet at the individual level, little empirical research has been conducted to validate theories surrounding this phenomenon, including claims that anger is necessary to trigger populist sentiment and that contemporary populists have a strongly negative perception of society. I conduct a novel survey experiment on US adults (n = 488) that induces anger among various groups and measures populist sentiment as well as opinions on domestic society and the global commons. I perform this examination by first comparing control and treatment groups, ascertaining anger’s impact on populist sentiment while accounting for preexisting anger and …

Since 1992, five ASEAN member states (Brunei, Indonesia, Malaysia, the Philippines, and Vietnam) have been involved in territorial disputes with China at the South China Sea (SCS). China’s presence in the SCS has prevented the populations of the five ASEAN member states from getting safe and productive access to the lucrative natural resources and trade routes to the outside regions. Even though the SCS disputes have caused economic and security problems for at least half of ASEAN member states, it is puzzling that ASEAN has been suboptimal and ineffective in responding to the disputes. In a democratic society the use of inter- and intraorganizational collaboration as a pragmatic approach to addressing social issues germane to sustaining that democracy is a challenge, especially in the realm of public education reform. The Common Core State Standards Initiative, an attempt at collaboration to reform public schools initially adopted by more than three fourths of U.S. states, created an ongoing response that included proponents and opposers. About 35% of the Canadian labor market is made up of highly skilled immigrants, yet they have the highest unemployment rates. This study filled a gap in knowledge related to reasons Caribbean credentials are not more widely recognized and accepted in Canada and why their skills and qualifications are nontransferable. The purpose of this qualitive research was to identify the barriers to the successful integration of Caribbean immigrants into the Canadian job market and to obtain strategies to remove them. Partisanship and news source attribution may influence perceived media bias and trust in COVID-19 information. This study aimed to explore how the similarity liking effect relates to political identity and perceived credibility. Our main hypothesis was that individuals would find news sources that shared their political affiliation as more trustworthy than other news sources. To test our hypothesis, 216 undergraduate students participated in a study that measured participants’ trustworthiness of a news article with randomized source attribution from a liberal, conservative, and neutral source. The objective of this research is to examine the spatial components integral to policy formation, implementation, and evaluation. The research uses solid waste as a case study to explore a multiscalar GIS policy-shed framework. To this end, the goal of this dissertation is to examine the spatial nature of public policy. Altruism And Spite In Politics: How The Mind Makes Welfare Tradeoffs About Political Parties, Alessandro Del Ponte, Andrew W. Delton, Peter Descioli

How much will people sacrifice to support or oppose political parties? Extending previous work on the psychology of interpersonal cooperation, we propose that people’s minds compute a distinct cost–benefit ratio—a welfare tradeoff ratio—that regulates their choices to help or hurt political parties. In two experiments, participants decide whether to financially help and hurt the inparty and outparty. The results show that participants were extremely consistent (> 90%) while making dozens of decisions in a randomized order, providing evidence for tradeoff ratios toward parties. Why do individuals take the extraordinary risk of traveling abroad to fight, and potentially die, in another country's conflict? This dissertation compares the motivations behind the U.S. citizens who fought on behalf of the International Brigades in the Spanish Civil War (1936-1939) and the Tunisian citizens who fought on behalf of the Islamic State of Iraq and Syria (ISIS) in the Syrian Civil War (2011 - present). Why do states fighting civil conflicts hire Private Military and Security Corporations (PMSCs)? Does doing so hasten state victory? Many states have turned to PMSCs for help defeating rebels, yet we lack a broad understanding of the causes and outcomes of this choice. The purpose of this study was to look at the support of a proposed Act and renewable energy jobs as it paired with endorsement from elite Republicans. This was tested across political groups but mainly focuses on Republican responses. The hypothesis was that with elite endorsement Republican approval will increase for both the Act and renewable energy jobs. This thesis analyses the labor market impacts associated with hosting Syrian refugees in Jordan through the Syrian conflict. We provide a critical analysis of the sentiment that ‘the refugees are better off than we are.’ This sentiment derives from the perception that the poor economic conditions are the fault of refugees, because they take jobs from native citizens, or because of the international humanitarian aid that refugees receive. We suggest that this perception is a ‘false narrative’ which does not accurately describe the many causes of economic hardships in Jordan, thereby misplacing blame on refugees. สารนิพนธ์ฉบับนี้มีวัตถุประสงค์ที่จะศึกษาถึงปัญหาและอุปสรรคต่อการเก็บกู้ทุ่นระเบิดสังหารบุคคลของประเทศไทยภายใต้พันธกรณีของอนุสัญญาออตตาวา โดยเฉพาะการปฏิบัติตามพันธกรณีข้อ 5 ว่าด้วยการทำลายทุ่นระเบิดสังหารบุคคลในพื้นที่ทุ่นระเบิดภายใต้เขตอำนาจหรือการควบคุมของรัฐภาคีภายในกรอบระยะเวลา 10 ปี หลังจากอนุสัญญาดังกล่าวมีผลบังคับใช้ต่อรัฐภาคี โดยจะใช้กรอบทฤษฎีประกอบสร้างนิยม (Constructivism) ในการศึกษาและวิเคราะห์ถึงปัญหาและอุปสรรคต่อการเก็บกู้ทุ่นระเบิดเพื่อมนุษยธรรมของประเทศไทยที่ยังไม่สามารถปฏิบัติได้ตามพันธกรณีในอนุสัญญาออตตาวา ซึ่งจากการศึกษา พบว่า อนุสัญญาที่เผยแพร่บรรทัดฐานที่เน้นมนุษย์ (Human-centric) ขัดต่อบรรทัดฐานที่เน้นรัฐ (State-centric) ที่เคยยึดถือกันมาอย่างยาวนาน ส่งผลให้ระบบการปกครองในแต่ละรัฐบาลของประเทศไทยให้ความสำคัญในเรื่องการเก็บกู้ทุ่นระเบิดไม่เท่ากัน และเกิดความไม่ต่อเนื่องในการปฏิบัติตามบรรทัดฐาน รวมทั้งการไม่มี Norm entrepreneur ภายในประเทศเข้ามาผลักดันประเด็นปัญหานี้ได้อย่างเต็มที่ จึงทำให้การรับเอาบรรทัดฐานเข้ามากลายเป็นเรื่องของการคล้อยตามทางสังคม (Social conformity) ซึ่งอยู่ในระดับรัฐที่มีการยอมรับแบบผิวเผิน และต้องการแสดงให้ประชาคมระหว่างประเทศเห็นว่าตนเองให้ความสำคัญและสามารถปฏิบัติตามบรรทัดฐานนี้ได้ เพื่อผลประโยชน์ทางวัตถุเป็นหลัก นอกจากนี้ยังเกิดความขัดกันของแนวทาง (Contestation) ในการช่วยเหลือของประเทศสหรัฐอเมริกา ในกระบวนการคิดกับวิธีการกวาดล้างทุ่นระเบิดที่ไม่ตรงกับบริบทของประเทศไทย เนื่องจากประเทศไทยมีภูมิประเทศที่แตกต่างจากประเทศฝั่งตะวันตก เช่น พื้นที่สูงชัน ป่ารกทึบ ห่างไกล และยากต่อการเข้าถึง ทั้งนี้ จึงทำให้การปฏิบัติการเก็บกู้ทุ่นระเบิดของประเทศไทยมีประสิทธิภาพน้อย และไม่สามารถปฏิบัติภารกิจให้เสร็จสิ้นได้ภายในกรอบระยะเวลา 10 ปี

สารนิพนธ์ฉบับนี้ศึกษานโยบายต่างประเทศของจีนที่มีต่ออัฟกานิสถาน หลังเหตุการณ์ 9/11 โดยจะศึกษานโยบายของจีนที่เดิมมักจะได้ข้อสรุปว่า เป็นไปเพื่อการแข่งขันอิทธิพลของสหรัฐฯ และมหาอำนาจอื่น ๆ ในอัฟกานิสถานและภูมิภาคนั้น การศึกษาของสารนิพนธ์นี้จะพิจารณาถึงปัจจัยต่าง ๆ ที่เป็นเหตุผลประกอบในการตัดสินใจดำเนินนโยบายต่างประเทศของจีน ซึ่งมีทั้งจากปัจจัยภายนอกที่เกิดจากการเข้ามาของสหรัฐฯ จนอาจเป็นการแข่งขันทางอำนาจในระบบระหว่างประเทศ และจากปัจจัยภายในด้านเสถียรภาพและความมั่นคงของจีนเองที่ต้องการเสริมสร้างความเข้มแข็งของบูรณภาพแห่งดินแดนในเขตปกครองตนเองซินเจียงอุยกูร์ ผลการศึกษาพบว่าการดำเนินนโยบายต่างประเทศของจีนต่ออัฟกานิสถานในช่วงหลังเหตุการณ์ 9/11 นั้น ปัจจัยภายในเป็นปัจจัยที่สำคัญที่สุด โดยเฉพาะบทบาทของจีนในอัฟกานิสถาน เป็นไปเพื่อการจัดการปัญหาด้านความมั่นคงภายใน การเสริมสร้างเสถียรภาพ และเพื่อรักษาฐานอำนาจความชอบธรรมของพรรคคอมมิวนิสต์จีน จากการประสบปัญหาการก่อเหตุรุนแรงเพื่อต่อต้านรัฐบาลจีนในพื้นที่เขตปกครองตนเองซินเจียงอุยกูร์ อีกทั้งยังเป็นการเสริมสร้างความชอบธรรมของพรรคคอมมิวนิสต์จีนในการปกครองประเทศ ด้านสภาวะดุลแห่งอำนาจ (Balance of Power) ที่เกิดขึ้นในภูมิภาคจนส่งผลให้มีลักษณะของการแข่งขันอิทธิพลของประเทศมหาอำนาจนั้น เป็นเพียงแต่ผลพลอยได้ที่ตามมาจากการดำเนินนโยบายต่างประเทศของจีนเพื่อปกป้องเสถียรภาพด้านความมั่นคงภายในของจีนเอง ไม่ใช่ปัจจัยสำคัญในการกำหนดนโยบายต่างประเทศของจีนที่มีต่ออัฟกานิสถาน

สารนิพนธ์ฉบับนี้ มีวัตถุประสงค์ศึกษาแนวคิดของประธานาธิบดีฟิลิปปินส์ซึ่งเป็นผู้กำหนดนโยบายต่างประเทศเพื่อสร้างสมดุลระหว่างความมั่นคงกับผลประโยชน์ของชาติและเพื่อทำความเข้าใจบริบทการเมืองระหว่างประเทศในภูมิภาคเอเชียตะวันออกเฉียงใต้ สารนิพนธ์ฉบับนี้มุ่งศึกษาว่าเพราะเหตุใดนโยบายต่างประเทศของฟิลิปปินส์ต่อจีนในสมัยของนายดูเตอร์เตจึงเปลี่ยนท่าทีจากแข็งกร้าวเป็นประนีประนอม ในระหว่าง ค.ศ.2016-2021 สารนิพนธ์ฉบับนี้เป็นการวิจัยเชิงคุณภาพที่เน้นวิเคราะห์ข้อมูลเอกสารที่เกี่ยวข้องทั้งเอกสารวิชาการ งานวิจัย และข้อมูลข่าวในสื่อต่างๆ โดยใช้กระบวนการศึกษาสภาพทางจิตวิทยาการเมืองของผู้นำโลก (The Political Psychology of World Leaders) ของ วาลเลอรี่ ฮัดสัน (Valerie Hudson) ที่อธิบายถึงพฤติกรรมการตอบสนองทางจิตวิทยาของผู้นำที่มีผลต่อการตัดสินใจเลือกดำเนินนโยบายต่างประเทศอย่างใดอย่างหนึ่ง ผลการศึกษาพบว่านายดูเตอร์เตปรับท่าทีหลายครั้งในนโยบายต่างประเทศต่อจีน เริ่มจากสร้างความสัมพันธ์ที่เป็นมิตรและสร้างสรรค์มากขึ้น พยายามมีส่วนร่วมกับจีนเพื่อแสวงหาผลประโยชน์และลดแรงกดดันจากกรณีพิพาททางทะเลในอดีตเมื่อเทียบกับจุดยืนที่คงความสัมพันธ์กับสหรัฐอเมริกาไว้ แต่ก็แสดงจุดยืนในเรื่องกรณีพิพาททางทะเลว่าฟิลิปปินส์จะไม่ยอมรับการดำเนินการใดๆของจีนที่จะล้ำเส้นในพื้นที่สิทธิ์ทางทะเล ความคิดและการแสดงออกในนโยบายของนายดูเตอร์เตนั้นมาจากแนวคิดชาตินิยมของเขาและความเข้าใจรับรู้ผ่านประสบการณ์ของตนเองในอดีตต่อสถานการณ์ต่างประเทศของฟิลิปปินส์ ที่นำมาตีความการตัดสินใจกำหนดนโยบายต่างประเทศโดยเลือกระบุตนเองให้เข้ากับบทบาท สถานภาพที่ต้องการ เลือกเป้าหมาย เลือกวิธีกระทำ เพื่อให้บรรลุถึงความพอใจในความเป็นตัวตนของตนเองเพราะต้องการให้ประชาชนยอมรับว่านโยบายต่างประเทศที่ดำเนินต่อจีนนั้นเหมาะสมและชอบธรรมภายใต้การเป็นผู้นำฟิลิปปินส์ของเขา

สารนิพนธ์ฉบับนี้มุ่งศึกษามุมมองของสหรัฐอเมริกาที่มีต่ออิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน โดยมีวัตถุประสงค์เพื่อสร้างความเข้าใจว่าเพราะเหตุใดอิทธิพลของสถาบันขงจื่อ ถึงถูกภาคการเมืองอเมริกันมองเป็นภัยคุกคามต่อความมั่นคงของสหรัฐอเมริกา จากบริบทการแข่งขันทางอำนาจระหว่างสหรัฐอเมริกาและจีนในเวทีเศรษฐกิจการเมืองระหว่างประเทศ เมื่อจีนก้าวขึ้นมาเป็นมหาอำนาจใหม่ ซึ่งเป็นการท้าทายมหาอำนาจเดิมอย่างสหรัฐฯ ส่งผลให้การดำเนินกิจกรรมของสถาบันขงจื่อที่อยู่ภายใต้การกำกับของรัฐบาลคอมมิวนิสต์จีนถูกจับตามองอย่างใกล้ชิดจากรัฐบาลอเมริกัน จนนำไปสู่การจำกัดอิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน ดังนั้นผู้เขียนจะนำแนวคิดการพองตัวอย่างผิดปกติของภัยคุกคาม หรือ Threat Inflation มาอธิบายปรากฎการณ์ดังกล่าว ซึ่งจากการศึกษาพบว่าสถาบันขงจื่อที่ดำเนินกิจกรรมอยู่ทั่วสหรัฐฯ มีโครงสร้างการบริหารงานที่ถูกผูกติดกับรัฐบาลคอมมิวนิสต์จีนจนแยกไม่ออก กอปรกับสถาบันขงจื่อมีอิทธิพลเหนือกว่าสถาบันการศึกษาอเมริกัน ซึ่งอาจจะส่งผลกระทบต่อเสรีภาพทางวิชาการในระบบการศึกษาของสหรัฐฯ ส่งผลให้ผู้นำสังคมอเมริกันเริ่มออกมาต่อต้านการมีอยู่ของสถาบันขงจื่อ โดยเฉพาะภาคการเมืองอเมริกันที่พยายามสร้างภาพความน่ากลัวของสถาบันขงจื่อให้ขยายตัวใหญ่ขึ้น จนนำไปสู่การสร้างมุมมองให้กับสังคมอเมริกันว่าสถาบันขงจื่ออาจจะเป็นภัยคุกคามต่อความมั่นคงของสหรัฐอเมริกา เพื่อให้รัฐได้รับความชอบธรรมในการดำเนินการจำกัดอิทธิพลของสถาบันขงจื่อในสังคมอเมริกัน

สารนิพนธ์ฉบับนี้มีวัตถุประสงค์เพื่อศึกษาบทบาทของจีนที่มีผลต่อความสำเร็จของสตาร์ทอัพจีนระดับยูนิคอร์น (Startup Unicorn) :โดยจากการพิจารณาผ่านคำอธิบายในทฤษฎีรัฐพัฒนา (Developmental state) และแนวคิดด้านการรักษาความมั่นคงของประเทศ ปัจจัยที่สำคัญเกิดจากการที่รัฐบาลจีนต้องการพัฒนาเศรษฐกิจของประเทศ จึงสนับสนุนด้านพัฒนาเทคโนโลยีสารสนเทศของจีนโดยพัฒนาโครงสร้างพื้นฐาน จัดตั้งหน่วยงานที่เกี่ยวข้อง และส่งเสริมด้านการพัฒนาธุรกิจจนทำให้เกิดสภาพแวดล้อมที่เอื้อต่อการขยายตัวของธุรกิจสตาร์ทอัพในจีน นอกจากนี้ ปัจจัยที่สำคัญอีกประการหนึ่งเกิดจากการใช้นโยบาย The Great Firewall of China ที่มีวัตถุประสงค์หลักเพื่อการรักษาอำนาจอธิปไตยทางอินเตอร์เน็ต (Internet sovereignty) แต่กลับส่งผลทางอ้อมในการกีดกันบริษัทจากต่างชาติที่เป็นคู่แข่งของบริษัทสตาร์ทอัพในจีน ทำให้บริษัทสตาร์ทอัพของจีนสามารถเติบโตขึ้นเป็นระดับยูนิคอร์น
