งานวิจัยเรื่องนี้มีวัตถุประสงค์เพื่อศึกษาสถานภาพและวิพากษ์องค์ความรู้ทางด้านทฤษฎีเกี่ยวกับการกระจายอำนาจสู่ท้องถิ่นในปัจจุบัน รวมถึงจะเสนอแนะประเด็นวิจัยและวิธีวิทยาหลักในการขับเคลื่อนการวิจัยในอนาคต ระเบียบวิธีวิจัยที่จะใช้เป็นการสังเคราะห์งานวิจัยเชิงวิพากษ์  ผลการศึกษาพบว่ามีแนวคิดเชิงทฤษฎีดังกล่าวทั้งหมด 5 แนวคิด คือ แนวคิดท้องถิ่นนิยมกระแสหลัก แนวคิดท้องถิ่นนิยมแบบใหม่ แนวคิดท้องถิ่นนิยมทวนกระแส แนวคิดทฤษฎีการเลือกสาธารณะ และแนวคิดระดมมวลชนมีส่วนร่วม เมื่อวิพากษ์ทฤษฎีกระจายอำนาจทั้ง 5 แนวคิด จะพบว่ามีจุดแข็งและจุดอ่อนด้วยกันทั้งหมด การวิจัยเพื่อการกระจายอำนาจสู่ท้องถิ่นในอนาคตควรบูรณาการประเด็นวิจัยเกี่ยวกับการออกแบบสถาบันทางการปกครอง การสร้างระบบบริหารจัดการงานสาธารณะโดยเครือข่ายชุมชน การเสริมสร้างสมรรถนะของชุมชน การกระจายอำนาจการคลังท้องถิ่น และการพัฒนาระบบบริหารจัดการแบบมีส่วนร่วม ส่วนวิธีวิทยาในการวิจัยเพื่อกระจายอำนาจสู่ท้องถิ่นในอนาคตควรใช้แนวการวิจัยเชิงสหวิทยาการแบบข้ามพ้นสาขา

ความพยายามให้เกิดการบริหารจัดการสาธารณภัยอย่างเป็นระบบเป็นหนึ่งในประเด็นสำคัญที่รัฐบาลวางแนวทางไว้ในการปฏิรูประบบราชการเมื่อปี พ.ศ. 2545 และนำไปสู่การก่อตั้งกรมป้องกันและบรรเทาสาธารณภัยโดยมีภารกิจหน้าที่ในการจัดทำแผนแม่บท วางมาตรการ ส่งเสริมสนับสนุน การป้องกัน บรรเทาและฟื้นฟูจากสาธารณภัย บทความวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาวิเคราะห์ปัญหากลไกการบริหารจัดการสาธารณภัยในระดับพื้นที่และเสนอตัวแบบการบริหารจัดการที่เหมาะสม จากการวิจัยกรณีศึกษา 8 จังหวัด พบข้อจำกัดของการบริหารจัดการทั้งในแง่ระบบงาน กลไก และโครงสร้าง  ผลการศึกษานำมาซึ่งข้อเสนอในการกำหนดกลไกการบริหารจัดการสาธารณภัยในระดับพื้นที่ 3 รูปแบบ ได้แก่ รูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยจังหวัด รูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยกลุ่มอำเภอ และรูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยอำเภอ โดยรูปแบบที่เหมาะสมกับพื้นที่ตามหลักการบริหารจัดการเป็นรูปแบบสำนักงานป้องกันและบรรเทาสาธารณภัยกลุ่มอำเภอ เพราะมีความชัดเจนในโครงสร้างการตอบสนองภารกิจเชิงความเชี่ยวชาญและฐานะของหน่วยงานเชิงอำนาจหน้าที่  อย่างไรก็ตาม  ไม่มีรูปแบบใดดีที่สุดเพราะการประยุกต์ใช้ยังเกี่ยวพันกับสภาพพื้นที่และการเข้าถึง ลักษณะสาธารณภัย ประชากรและขอบเขตการปกครอง และศักยภาพของเครือข่าย  นอกจากนี้การประยุกต์ใช้ยังต้องอาศัยขีดความสามารถของหน่วยปฏิบัติด้วย  นำไปสู่ข้อเสนอแนะว่าขีดความสามารถของผู้จัดการสาธารณภัยเป็นเงื่อนไขของการพัฒนาการบริหารจัดการสาธารณภัย

บทความวิจัยศึกษามิติระหว่างประเทศของกระบวนการปฏิรูปทางการเมืองและเศรษฐกิจของเมียนมา ใน 3 ด้าน ได้แก่ การลงทุนโดยตรงจากต่างประเทศและการพัฒนาโครงสร้างพื้นฐานทางเศรษฐกิจ การพัฒนาระบบการอภิบาลประชาธิปไตย และกระบวนการสันติภาพและการเจรจาปรองดอง ตลอดจนวิเคราะห์บริบทระหว่างประเทศและตัวแสดงภายนอก ได้แก่ รัฐบาลและองค์การระหว่างประเทศต่าง ๆ ว่ามีบทบาทและอิทธิพลต่อกระบวนการประชาธิปไตยนับตั้งแต่ปี ค.ศ. 2007 ถึง ค.ศ. 2015 หรือไม่ อย่างไร โดยอาศัยการศึกษาเรื่องกระบวนการพัฒนาประชาธิปไตย (democratization) และการสถาปนาความมั่นคงสถาพรของระบอบประชาธิปไตย (democratic consolidation) เป็นกรอบความคิดสำคัญ การเปลี่ยนผ่านและกระบวนการประชาธิปไตยของเมียนมาถูกริเริ่ม ขับเคลื่อน และยังคงครอบงำโดยรัฐบาลทหารและกองทัพ อีกทั้งการพัฒนาประชาธิปไตยเข้มแข็ง จะยังคงขึ้นอยู่กับเจตนารมณ์และความจริงจังของรัฐบาลที่มาจากการเลือกตั้ง กองทัพ และความสัมพันธ์ของทั้ง 2 ฝ่าย ดังนั้นตัวแสดงภายนอกจึงมีอิทธิพลอย่างจำกัดในการส่งเสริมกระบวนการพัฒนาประชาธิปไตยของเมียนมา อย่างไรก็ดี งานวิจัยพบว่าตัวแสดงภายนอกยังสามารถสนับสนุนกระบวนการปฏิรูปประเทศที่สำคัญและจำเป็นต่อการวางรากฐานเพื่อการมีประชาธิปไตยที่เข้มแข็งในเมียนมาได้ในอนาคต โดยเฉพาะอย่างยิ่งในด้านการพัฒนาเชิงสถาบันและการพัฒนาท้องถิ่น

Latin America’s recent inclusionary turn centers on changing relationships between the popular sectors and the state. Yet the new inclusion unfolds in a region in which most states are weak and prone to severe pathologies, such as corruption, inefficiency, and particularism. The first part of the chapter outlines an argument, developed at more length elsewhere, regarding how “state crises” helped drive the consolidation of three distinct party system trajectories among the eight South American countries where the Left would eventually win power. Despite decades of reforms and technological innovations, increasing evidence shows that state securitization disproportionately harms already racially, spatially, and socio-economically marginalized communities. My research investigates uneven impacts of state securitization, from punitive welfare programs to school surveillance to policing. Across sites, I focus on scales, voices and the everyday lived experiences often left out of scholarly discourse and sensational media.
