The Counterproductivity Of Protectionist Tariffs, David Korn

This paper questions whether protective tariffs are counterproductive as political-influence tools. This thesis will examine protective tariffs implemented throughout history in different circumstances and levels of technological development. In every case examined, the results and principles behind protective tariffs remain constant. The historical examples utilized in this research include Civil War taxes, the Smoot-Hawley tariff, and Trump’s tariffs against China in 2018. Each of these examples serve as consequential representations of protectionist tariff policy. Protectionist tariffs artificially raise prices and restrict markets while simultaneously propping up inefficient industries. This study probes the limits and possibilities of U.S. military efforts to facilitate the transition from warfighting to nation-building. Most comparative studies conceive the complexity of this transition along a spectrum from conflict to humanitarian assistance to post-conflict stabilization. While the last two stages have often been interpreted as a coordinated act of civil-military ‘nation-building’, the spectrum, in fact, represents an ideal type simplification. At one level, outcomes depend on the players involved, including sovereign nations, national militaries, international and regional institutions, U.N. peacekeepers, private security contractors, and non-governmental humanitarian providers, among others. The question of how rising atavistic nationalism will affect democracies worldwide is an essential one of our time. In this paper, I focus instead on conducting a comparative historical analysis of atavistic nationalism in two unrecognized states: North Cyprus and Taiwan. I argue that the democratic crisis of our times is, in its essence, economic and has been precipitated by the failure of democracies to build domestic capacities to support democratic values. Should a government repay its international debts even if this imposes severe hardships on its citizens? Drawing on moral psychology, we investigate when people think a government is morally obligated to pay its debts. Participants read about a government that has to decide whether to default on its debt payments or cut vital programs. Across conditions, we varied the number of jobs at stake and whether a full or partial default is required to save them. Amidst nationwide protests calling for racial justice after the killing of George Floyd, President Donald Trump deployed federal troops to several cities across the country, including Portland, Oregon. The legal basis for sending the troops was to protect federal property, and relied upon the powers of the Department of Homeland Security and an executive order from summer 2020. However, President Trump’s rhetoric surrounding the deployment suggested that they were truly sent into cities to serve as domestic law enforcement and quell the protests. This paper seeks to reconcile performative theorizing, which captures the place of systems of thought on foreign policy practice, and broader sociological approaches that link networks and institutions across space, especially as they relate to the global economy. Once developed, the theory, which is termed here ‘spatial performativity’, is applied to recent efforts to promote industrialization through the development of special economic zones in Ethiopia. In doing so, attention is drawn to a burgeoning area of African and Chinese foreign policy and economic cooperation.

Three decades ago Huckfeldt and Sprague hypothesised that partisan context constrains information sharing between neighbours. We develop their theory to identify implications for campaign mobilisation in homogeneous and mixed-partisan contexts. We argue that GOTV spillover effects should vary with the proportion of rival party supporters in a neighbourhood. Based on two samples of households that were either included or excluded pre-random assignment from a street-level GOTV experiment, we test this expectation of differential spillover effects. We estimate neighbourhood party preferences based on targeting data made available by the UK Labour Party. We find that spillover effects on party supporters are …

Several Supreme Court rulings, starting with Buckley v. Valeo and culminating with Citizens United v. Federal Election Commission, have created two unequal campaign finance systems: One where party and candidate committees must follow strict fundraising regulations from the Federal Election Commission, and another populated with Super PACs and similar organizations which are allowed to take in unlimited donations. This paper sets out to see if Super PACs, which are freer to operate under the law, have challenged the party and candidate committees’ agenda-setting ability in an election.

The effect of leadership decapitation—the capture or killing of the leader of an armed group—on future violence has been studied with competing conclusions. In Mexico, leadership decapitation has been found to increase violence and in-fighting among drug cartels. However, the causal pathways between leadership decapitation and in-fighting are unclear. In this article, it is hypothesized that leadership decapitation will weaken alliances between armed actors, lead to greater preferential attachment in networks of cartels and militias, and result in greater transitive closure as cartels seek to expand their power. In this paper, we theorize the democratic aspect of democratic socialism through some of its recent, theoretical articulations and several of its historical, fugitive appearances. To illustrate a potential democratic turn, we highlight how these moments reflect a paradox of democratic spirit: the necessity of cultivating collective consciousness of popular power, while also acknowledging the limits of this power through a lingering attachment to the liberal democratic state as the means of achieving or supporting a democratic socialist vision. China’s behavior in the South China Sea challenges widely accepted rules governing maritime jurisdiction worldwide as it tries to expand the limits of its jurisdiction. One strategy to de-escalate a conflict is to use food during conflict resolution efforts. So, what specifically does consuming food and beverage do to break down conflict escalation cycles? Food-sharing brings several aspects to conflict that the literature suggests address how and why conflict escalates.
