Philippine Studies: Historical and Ethnographic Viewpoints

The Philippine epidemic experience suggests a research perspective that is attentive to local spatial variation and also recognizes connections across long periods of time, particularly across the Spanish and American colonial eras and the epidemic experience then and since. Among historical materials that need to be incorporated into the discourse and connected with evidence from modern, spatially disaggregated data systems are parish archival records of births, deaths, and marriages; households; and population changes. This research note outlines the Philippine parish records and presents illustrative results from twenty-eight parishes. Thisarticle provides a preliminary account of how the lives of UK-based Filipinos have been affected by the Covid-19 pandemic using care and solidarity as lenses to make sense of their experiences. By undertaking an intersectional analysis, it demonstrates how Filipinos’ experiences have been significantly shaped by the fact of their being migrants, which folds racism into their experiences. Alongside race/ethnicity and citizenship/migration status, their relationship with or location in the labor market has also shaped the impact of the pandemic on their lives. Mobility seems to impose a paradoxical penalty on individuals based in Metro Manila. Looking at the experiences of public health crises during the American colonial period and the present-day Covid-19 pandemic, this essay focuses on the inordinate restrictions on and blame assigned to the least mobile segments of the population despite the fact that such crises are aided by heightened mobility. Past and present disease outbreaks force us to acknowledge that our cities contain groups of people with varying levels of mobility, another form of social inequality that badly needs to be addressed. During the Covid-19 pandemic, science plays an important role in understanding and intervening in local outbreaks. Conducting scientific operations for pandemic response also takes on unique human and social dimensions. Reflexivity is often a key to understanding the perspectives that scientists take in applying theory to practice. In this essay we share that reflexivity by detailing personal reflections as scientists of FASSSTER, an integrated platform providing scientific intelligence to the Philippine government for monitoring and responding to the Covid-19 outbreak in the country. In this research, we contribute to a nascent literature examining how cues to social class can guide voters' political judgments. Drawing upon and merging a voting-cues framework with the stereotype-content model, we test predictions that, relative to those from high-class backgrounds, candidates from lower- and working-class backgrounds will be perceived to be more ideologically liberal, warmer, and will be evaluated more positively. We test these predictions across four experimental studies (NStudy1 = 200; NStudy2 = 537; NStudy3 = 352; NStudy4 = 654) employing a candidate-evaluation paradigm; participants were presented with basic candidate background information, including cues to candidate …

Administering A Ranked-Choice Voting Election: Lessons From London, Ontario, Charlotte Kurs

To elect its mayor and council in October of 2018, the City of London, Ontario used ranked-choice voting instead of the traditional first-past-the-post system; the first Canadian city in decades to use an alternative electoral system. London’s experience as the first Ontario municipality to implement ranked-choice voting allows it to offer its experience as a lesson to other municipalities that may be considering making changes to their voting systems.

The epic failure of fixed public housing projects supports the paradigm that poverty concentration makes poverty and the cycle of poverty intractable. Moreover, neoliberal, free-enterprise theorists interrogate the viability of the state as a provider of social goods and services and press the need for market-based schemes such as housing vouchers. However, how do you de-concentrate the poor voluntarily without government dictating residential choice? This article reports the results of the first ten years of a policy experiment leveraging a mobile voucher program to attempt to achieve voluntary dispersion and de-concentration of the poor in Phoenix, Arizona. This article examines the implementation of The Patient Protection and Affordable Care Act (ACA) with a particular focus on the states’ contracted outreach and enrollment services. Having collected administrative and perceptual data from key informants, we examined outreach and enrollment contracts in six states that have reduced the uninsured rate by at least 20% of ACA-eligible population. Our findings suggest that the complexity of the law and its structure, as well as the characteristics of contracting were, in effect, “drowned out” by clear patterns of highly collaborative implementation that involved extensive chains of diverse outreach/enrollment actors. The purpose of this thesis is to analyze how law reform toward gender equity has an impact on economic growth in Arab countries in the Middle East. Personal status law reform granting women economic, social, and personal freedoms is spreading across the region and showing substantial change. Using case studies of major PSL reforms in Tunisia and Morocco, this thesis outlines qualitative and quantitative evidence to support the case that gender equity benefits the economic growth of the given country.

Past research suggests that voter behavior is influenced by perceptions of electoral competitiveness. For example, when an election is perceived to be close, voters will be more likely to turnout and/or cast strategic votes for their second-most preferred candidate. Operationalizing electoral competitiveness in three-candidate elections presents previously unrecognized methodological challenges. This paper first shows that many past strategies for measuring ‘closeness’ in three-candidate contests have violated at least one of three basic properties that any such measure should satisfy. We then propose a new measurement grounded in probability ratios, and prove formally that ratio-indices satisfy these axiomatic criteria. Empirical analyses …

State Regulation Of Religion: The Effect Of Religious Freedom On Muslims' Religiosity, Hannah M. Ridge

Political Science Faculty Articles and Research

Substantial scholarship argues that regulation of religion suppresses religiosity in a community by reducing individuals’ satisfaction with their religious experience. To date this research has assumed that regulations are enforced on and affect religious communities uniformly. It has also focused heavily on Western Christian populations and aggregated national data. We suggest that state regulation of religious communities and behaviours impacts citizens differently based on their affiliation. Using individual-level assessments of freedom and religiosity from Muslim-majority countries, we show that, at the individual level, restricting freedom suppresses religious belief and behaviour. Restrictions on religious minorities, however, can increase religiosity. As such, …

The phrase goodness of God does occur occasionally in the Hebrew Bible, but has not been considered by Old Testament scholars. to be a key piece of Israelite theology. Rather, it has been interpreted as just another way of talking about God’s acts of hesed or loving kindness for his covenant people and is usually interpreted in the context of the covenants Israel received through Abraham and Moses. This means the emphasis on explaining outcomes is placed on personnel (recruiting, assessing, selecting, and training), cutting edge equipment, innovative tactics, or advanced command and control procedures. In 2017, for the first time since the end of the Cold War, none of the capability targets identified in NATO’s quadrennial NATO Defence Planning Process (NDPP) were left on the negotiating table. Previously, capability targets were identified by the alliance’s secretariat, but they remained unfilled as allies failed to assume responsibility for them.

This monograph examines the 2014–18 iteration of the NDPP, which represented a stunning turnaround in transatlantic burden sharing. The analysis reveals a combination of factors—the changed threat environment, political pressure from Washington, and the role of “policy entrepreneurs” working within NATO—best explain the alliance’s success in …

The announcement of the three-year Long-Term Refinancing Operations (LTROs) by the European Central Bank (ECB) on December 8, 2011, signaled the beginning of the largest ECB market liquidity programs to date. Continued and increasing liquidity-related pressures in the form of ballooning financial market credit default swap (CDS) spreads, Euro-area volatility, and interbank lending rates prompted a much more forceful ECB response than what had been done previously. The LTROs, using a repurchase (repo) agreement auction mechanism, allowed any Eurozone financial institution to tap essentially unlimited funding at a fixed rate of just 1%.
