Moral Failure In Libya, Steven Feldstein

Public Policy and Administration Faculty Publications and Presentations

This essay examines the roots to the Libyan migration crisis and European culpability for documented human rights abuses. It argues that failed efforts to rebuild Libya following the 2011 humanitarian intervention combined with recent European policies to outsource responsibility for the migration crisis to Libya have created a perfect storm of exploitation, predation, and abuse.

Adapting To American Life: A Look At The United States’ Refugee Population, Bethany Schlosser

This study examines refugees' process of adaptation to life in the United States. It focuses primarily on English learning, self-sustaining employment, and mental/emotional health. It then goes on to identify some ways in which Americans can ease refugees' process of adaptation. It is largely based on eight interviews conducted by the researcher, as well as significant secondary research.

Legislative effectiveness is an inherently amorphous -- even subjective -- concept. Yet, arguably, it is among the most important considerations when evaluating the performance of members of Congress. Using Volden and Wiseman's index, the Legislative Effectiveness Score (LES), I evaluate when ideology informs or predicts effectiveness in passing laws, which I conceptualize as the fundamental role of legislators. In particular, I assess the extent to which centrists are more or less effective than their more partisan peers. I find that, while the number of centrists has declined precipitously, their ideology does not -- at least at the broadest level -- …

Fake News, Political Narrative, & Social Media: A Structuration Approach, Adam M. Housh

This research aims to unveil a connection between fake news distribution, readership demand, and social media networks, in this case, Facebook. In this research, fake news is defined as “content that is deliberately false and published on websites that mimic traditional news websites (Johnson and Kelling 2017, p3)”. It is argued that fake news content is not produced at random, but is tailored to particular political demographics and narratives. Exposure to such media not only validates ideological positions, it polarizes political beliefs. This study sought to determine best practices for policy advocates who promote press freedom, freedom of expression, and democracy in Azerbaijan to influence policymakers in the United States of America. Results from other studies, the literature on the topics of Azerbaijan and policy advocacy, and expert interviews were used for this study. Its goal is to increase the amount of influence the average policy advocate has in the US by analyzing current advocates' experiences and synthesizing concrete suggestions for actions to effectively enact desired policy changes. This can be a complicated question to answer as social movements vary greatly across racial, ethnic, economic, and political boundaries. In light of the recent tensions between Native American tribes and non-tribal elected leaders over such issues as environmental protection and treaty violations, caused in part by the United States' disproportionately Caucasian electoral representation, I aim to bring light the obstacles that Native Americans face in electoral politics. I analyze state legislative elections in which Native American candidates win. Using the data from the 2016 National Census and from University of North Dakota, Professor Mark Trahant. This paper examines the relationship between technological change and income polarization within the United States. I examine and discuss the reshaping of the U.S. labor market via skill- biased technological change, possible effects of globalization, as well as institutional policies. My research also explored how aspects of corporate structure norms, and tax avoidance could be causes for increased income polarization related to top tier incomes. For many who experienced it directly or indirectly, 9/11 marked a dramatic shift as the United States processed the attacks and went from a country at peace to a country at war. Though the attacks themselves were geographically targeted, 9/11 was a nationally traumatic event and resulted in the formation of a collective memory and national narrative across the country. With the War on Terror, the military became synonymous with patriotism, as leaders and the media invoked the trauma of Pearl Harbor and the glories of World War II. One of the oldest humanitarian non-governmental organizations (NGOs), the International Committee of the Red Cross (ICRC) has long been a cornerstone around which all other humanitarian NGOs are built. The ICRC conforms to strict principles regarding their behavior and practices so that they can provide aid to those who need it around the globe. As NGOs began using both traditional and social media to their advantage to promote certain causes, the media and public began to push back, pressuring humanitarian NGOs to adopt some causes or speak out on others. The Proportional Representation Debate At The Constitutional Convention: Why The Nationalists Lost, John Patrick Coby

Representation in the national legislature, whether proportionate to people or equal for all states, was the signature issue of the Constitutional Convention of 1787. The resulting Great Compromise was the signature achievement. This article argues that the nationalists’ loss on proportional representation cannot be explained simply as a pragmatic accommodation in the face of obdurate opposition by small-state delegations. Such obduracy existed, and it mattered. But it was met by obduracy in kind and in defense of a position that was inherently stronger. Why then did the nationalist coalition fail? It failed, the article contends, because, in addition to the …

Scholars and politicians today fear that international student enrollment at U.S. institutions of higher education may be declining. While some attribute potential enrollment decline to domestic politics, others believe that globalization may be allowing student flows to diversify across many nations, thus limiting the U.S.’s share of students and soft-power influence. To assess the extent to which U.S. hegemony in cross-cultural higher education is being challenged, I trace the origins of educational exchange at Western colleges and universities from their earliest incarnations in the Medieval Era to the present.
