There are many perspectives of the timber wars, and one perspective that is not frequently documented is that of government bureaucrats – policy makers, regulators, and others who were often caught in the crossfire of opposing sides. This oral history with Dr. Andrea Tuttle is one attempt to describe the Timber Wars from this perspective. On February 25, 2017, I invited Dr. Tuttle to sit down and discuss her history with forest regulation. The grouse is found across sagebrush country from the Rocky Mountains on the east to the Sierra and Cascade mountain ranges on the west.

The Political Framing Of Public Policies: An Analysis Of Act 10 In Wisconsin, David Brooker

Political framing of public policy is typically different than the actual effects of the policy. In the case of Act 10 there was an extremely negative perception from teachers in the state of Wisconsin especially when it came to their salaries despite little empirical difference in salaries. Wisconsin’s Act 10, which altered the state’s public-sector collective bargaining laws, provides a natural experiment to test the political framing of public policy. A survey was conducted of teachers across the state of Wisconsin to determine their opinions regarding Act 10 and salary data from Wisconsin and Missouri were collected for comparison. It …

The Emergence Of Private Governance In A Nonwestern Context: The Case Of South Korea, Jinyoung Kang

This dissertation investigates how a non-western country engages with global private governance architecture. Although the term private governance appears to suggest a transnational and international context, some authors emphasize that private governance is concentrated in specific regions, such as the industrialized world or their hosting developing countries. Little is yet known of the circumstances conditioning the participation in private governance from non-western countries. In this context, this dissertation addresses how national political structures constrain or enable the participation of actors from South Korea in the International Organization for Standardization (ISO). Traditional leadership often coexists with modern political institutions, yet we know little about how traditional and state authority cues—or those from male or female sources—affect public opinion. Using an original survey experiment of 1,381 Malawians embedded in the 2016 Local Governance Performance Index (LGPI), we randomly assign respondents into one of four treatment groups or a control group to hear messages about a child marriage reform from a female or male traditional authority (TA) or parliamentarian. In the sample as a whole, the female TA is as effective as the control (i.e., no endorsement), while other messengers elicit lower support …

Since Former President Barack Obama’s announcement of the Pacific Pivot in 2011, the security dilemma in U.S.-China relations have worsened considerably. Under President Donald Trump’s administration, the shifting of U.S. military focus to the Asia-Pacific region is expected to continue. As the U.S. moves forward with increasing its military presence in the Pacific to counter a perceived “aggressive” China, it may lead to serious consequences. This thesis presents the argument that China’s conception of national security includes the defense of the state from both foreign and domestic threats. Sex and gender categories have become more fluid in recent years. With evolving understandings of sexual orientation and gender identity, public administrators are confronted with questions of how to craft policy and make decisions based on new conceptions of sex and gender for transgender employees. Policy and practice is especially challenging in the workplace where sex and gender encompass both personal and professional dimensions. The Politics Of School Discipline: A Quantitative Analysis Of The Legalization And Use Of Corporal Punishment In The United States, Kaitlin Anderson

Corporal punishment in schools has been criticized for many reasons related to lower student achievement, delinquency, and mental health, but is still legal in 19 states. Attitudes towards corporal punishment have been linked to political leanings, fundamentalist religion, socioeconomic status, and rurality. In this study, I test whether political culture and voting patterns are predictive of the legality and frequency of corporal punishment use in schools, utilizing data from the Office for Civil Rights. Independent of median household income, educational attainment, state demographics, and the share of Evangelical Protestants, states with more Republican votes are more likely to legalize school …

What issues and concerns of residential community associations (RCAs) compel them to mobilize and lobby local government? Do these patterns vary by RCA type? We argue that they do, and that neighborhood associations face different concerns than homeowners associations (HOAs). We also believe neighborhood associations are more likely to mobilize and interact with municipal government on behalf of the neighborhood. Using survey and interview data of neighborhood association and HOA presidents in Tallahassee, Florida, we find that neighborhood associations mobilize and interact with municipal government to a greater extent than HOAs. Similarity Attraction And Old School Values: African American Led Nonprofits And African American Youth, Susan T. Gooden, Michael L. Perkins, Lindsey L. Evans, Yali Pang

Journal of Public Management & Social Policy

This article examines the role of similarity-attraction between African American-led nonprofits and the predominately African American youth they serve. Informed by interview data with executive directors, board members, volunteers, and students, this research captures how similarity-attraction operates in the context of three, well-established African American-led nonprofit organizations by utilizing an old-school values approach. The findings suggest that each of these programs provides a direct focus on African American history and positive role models. Further, these programs teach African American youth how to excel while being black, from people who know first-hand what that experience entails. Nonprofit program leaders become trusted …
