There is a growing literature concerning participatory budgeting (PB), which transfers some element of budgetary decision making from the executive or legislature to citizens. During the earlier years of development, this practice was found primarily in less developed countries. Early PB reoriented government expenditures to better focus on the needs of the populace. Substantial shares of the budget were allocated through participatory process (Souza, 2001). PB is alternative claimed as an example of participatory democracy and deliberative democracy. This paper considers issues related to these theories and further develops a distinctive budgetary theory of participatory budgeting.

Authoritarianism has been predominantly used in American politics as a predictor of Republican identification and conservative policy preferences. We argue that this approach has neglected the role authoritarianism plays among Democrats and how it can operate within political parties regardless of their ideological orientation. Drawing from three distinct sets of data, we demonstrate the impact of authoritarianism in the 2016 Democratic Party’s primaries. Authoritarianism consistently predicts differences in primary voting among Democrats, particularly support for Hillary Clinton over Bernie Sanders. This effect is robust across various model specifications including controls for ideology, partisan strength, and other predispositions. These results highlight …

However, the level of community participation facilitated by organizations in their initiatives often varies greatly. This study sought to understand how and to what extent the United Nations Relief and Works Agency (UNRWA) West Bank Field Office can best facilitate community participation with Palestine refugees through its initiatives. Data collection took place at two levels: the strategic and camp level. Candidate-Centric Systems And The Politicization Of Ethnicity: Evidence From Indonesia, Colm A. Fox

When and why do electoral candidates politicize ethnicity? From the literature, we might expect this behaviour to occur during democratic transitions or under proportional rules. However, empirical support for these arguments is mixed. This article presents a new approach, arguing that candidate-centric rules offer candidates incentives to politicize ethnicity. The argument is tested in Indonesia with empirical evidence drawn from coding newspaper reports on campaign events, endorsements and group appeals. Indonesia used party-centric rules from 1997 to 2004, and even though the country democratized during this period, the politicization of ethnicity actually declined. Process-tracing has grown in popularity among qualitative researchers. However, unlike statistical models and estimators—or even other topics in qualitative methods—process-tracing is largely bereft of guidelines, especially when it comes to teaching. We address this shortcoming by providing a step-by-step checklist for developing a research design to use process-tracing as a valid and substantial tool for hypothesis testing. This practical guide should be of interest for both research application and instructional purposes. An online appendix containing multiple examples facilitates teaching of the method.

The history of U.S.-Southeast Asian relations during the Cold War is dominated by studies of American involvement in Vietnam. If understandable, this state of affairs is nevertheless regrettable. For, even though U.S. cold warriors viewed the fates of Southeast Asia’s states as interconnected and pursued a containment strategy focused on the entire region, scholars of U.S. foreign relations with Southeast Asia pay outsized attention to Vietnam. This paper assesses the impact of foreign involvement on the effectiveness of political reform organizations in Jordan. Through the qualitative analysis of the democratization work of completely foreign-funded international organizations, partially foreign-funded Jordanian organizations, and Jordanian organizations that do not receive foreign funding, derived from several interviews conducted with democracy practitioners in international and local NGOs, political activists, scholars, and others, this paper examines the effect of foreign involvement on organizational strategies, credibility, and effectiveness, ultimately arguing that foreign involvement (and conversely, the lack thereof) has several effects on the way political reform organizations have carried out their activities. However, the 20 February movement that coincided with the 2011 Arab Spring showed that the government is vulnerable to an energetic, organized, and a vocal youth population. Penelitian ini bertujuan untuk membuktikan fenomena praktik politik oligarki dalam pemilihan kepala desa yang memiliki perbedaan pola dengan pemilihan umum di tingkat lokal dan nasional. Dengan metode penelitian kualitatif dan mengambil studi kasus di Desa Tanjung, Kecamatan Pagu, Kabupaten Kediri, penelitian ini menggambarkan bagaimana politik oligarki berbasis sumber daya material gagal memenangkan pemilihan kepala desa Tanjung. Hasil penelitian ini menunjukkan bahwa semua calon kepala desa menggunakan sumber daya material selain sumber kekuasaan Jawa yang bersifat spiritual. This article examines whether reform forest governance in Indonesia started in the 1990s, which was partially aimed to promote equity, participation and sustainable forest management, has delivered its promised consequences. In the New Order era, the central government had sole authority in managing forests and granting exploitation rights. This authority has been partially transferred to local governments during a decentralization process to achieve greater efficiency and equity. Populisme bukanlah fenomena baru di Indonesia. Gerakan perlawanan populisme dalam sejarah Indonesia muncul dalam berbagai bentuk, sejak masa Orde Lama hingga pasca-Orde Baru. Pada masa Orde Lama, muncul gagasan Nasakom (nasionalisme, agama, komunisme) yang digagas oleh Soekarno sebagai upaya melawan kolonialisme. Following a sharp increase in the number of border arrivals from the violence-torn countries of Guatemala, El Salvador, and Honduras in the spring and summer of 2014, the United States quickly implemented a strategy designed to prevent such surges by enhancing its detention and deportation efforts. In this article, we examine the emigration decision for citizens living in the high-crime contexts of northern Central America. First, through analysis of survey data across Guatemala, El Salvador, and Honduras, we explore the role crime victimization plays in leading residents of these countries to consider emigration. The East Asian modernization divergence in the late nineteenth century has long puzzled historians and social scientists. As Qing China, given its vast territory, large population and dominating influence spreading to neighboring countries, failed to modernize herself as its small island neighbor Japan did after the forced opening up by the West. One important divergence is their military capability, especially that of navy. The relatively higher capacity of the Imperial Japanese Navy has played a decisive role in its victory over the Beiyang Fleet in the 1894/95 First Sino-Japanese War.
