While many scholars have studied how right-wing populist parties (RWPP) have recently increased their vote shares in national elections in many countries, fewer studies have assessed why some sub-national regions favor RWPP more than others. Addressing this gap in the literature, we analyze regional variation in voter support for one of Europe’s most successful RWPP, the Front National (FN) Party of France which recently made it to the second round of France’s 2017 presidential elections. Libertarian Paternalism Is Hard Paternalism, Shane Ryan

I argue that libertarian paternalism is in fact paternalism, or hard paternalism, rather than a form of soft paternalism. I do so on the basis of an analysis of the paternalist act according to which the paternalist act needn’t violate the will of the agent who is the target of that act and the paternalist actor need only suspect that her action may improve the welfare of that target. The paper considers and rejects interpretations of libertarian paternalism as soft paternalism. The aim of this dissertation is to provide explanations for why prosperity, peace and development are achieved in some countries but not in others. To do so, this research analyzes how civil society and state capacity effect human security; using an explanatory mixed-method approach. The statistical analysis used in this research is a time series cross-sectional data analysis covering over 160 countries from 1984 to 2014. The statistical findings are further tested by comparative case studies of Slovenia, Lithuania, Russia and Singapore. Under what conditions will successful nonviolent revolutions be followed by democratization? While the scholarly literature has shown that nonviolent resistance has a positive effect on a country's level of democracy, little research to date has disaggregated this population to explain which cases of successful nonviolent resistance lead to democracy and which do not. In this study I present a theory of democratization in civil resistance transitions in which I argue that political actors' behavior in three strategic challenges: mobilization, maximalism, and holdovers policy, systematically affect the likelihood of democratization. This work analyzes how the Women's International League for Peace and Freedom (WILPF) sought to influence how the League of Nations approached questions of nationality and statelessness between 1918 and 1931. Especially important were the WILPF's efforts to aid women and children who remained in Turkey following the Armenian genocide, as well as the organization's efforts to address the statelessness crisis that arose following the dissolution of Austria-Hungary. Their activism helped to pressure the League of Nations into creating the Commission of Enquiry on Deported Women and Children in Turkey and Asia Minor. In this research, I seek to explain how three different foreign policy actors, the President, key Senators, and the media frame intervention policy when determining if intervention is used for human rights versus U.S. interests. I will be looking at four different areas of turmoil (Bosnia (1992-1995), Rwanda (1994), Syria (2011-present) and Iraq (2003-2011)) to see if the Presidents, Senators, and the media framed their intervention around human rights atrocities being committed, or if they framed it around a national security dilemma.

In this thesis, I consider the trend of increasing backlash against civil society around the world. I focus on Ecuador and Peru, both democratic countries that have placed restrictions on NGOs receiving foreign funding. I examine both countries in terms of changes over time in the regulatory environment for NGOs. I ask: What factors motivated these changes? I analyze the countries with respect to three possible explanations: defending sovereignty against foreign powers, stifling internal dissent, and seeking rents. Global governance refers to global cooperation through existing and developing structures, groups, and initiatives, yet little academic research focuses on the role of international nongovernmental organizations (INGOs) in promoting global governance. Using Benet's polarities of democracy as the theoretical foundation, the purpose of this critical case study was to explore why and how INGOs address the gap in global governance institutions in terms of humanitarian support. Service members who serve active duty for 20 years qualify for military retirement with retired pay. This study examined whether sociodemographic and clinical factors are associated with higher levels of transitional difficulty in spouses of retired military service members following at least 20 years of active duty service. Veteran research has shown that a variety of sociodemographic and clinical factors influence the ease with which the service member transitions back into a civilian lifestyle. This paper investigates the relationship between the Schengen area in Europe and terrorism. The Schengen agreement was implemented in 1995; since then, internal borders between the contracting parties have been abolished. This paper emphasizes the rationale that Schengen made member-states more vulnerable to terrorist attacks because the agreement inherently involved less regulation. In order to test this rationale, this study uses James Q. Wilson's choice theory. This theory refers to the school of thought which maintains that rational wrongdoers act as if they weigh the possible benefits of criminal or delinquent activity against the expected costs of being apprehended. Through an exploration of grassroots challenges to shallow democracy in South Carolina, this dissertation offers a model of democratization based on inclusion, deliberation, and empowerment as a remedy for democratic insufficiency. I posit that greater emphasis on inclusive democratic deliberation, both inside and outside formal political structures, will help deepen the South’s shallow democracy, and that inclusive deliberation fostered through grassroots organizing that priorities consciousness raising, empowerment, and activism training will positively affect participants, deliberation, and policy outcomes. Expressive forms of collective and individual mobilization of the evangelical population in the United States have been understudied in both social movement theory and religion and politics literature. While these forms of mobilization are not the only form of mobilization, they are important to understanding what specific issues evangelicals are feeling aggrieved about. Current research such as Wong (2018a; 2018b) and Sides, Tesler, and Vavreck (2018) have found that there is a growing sense of racial anxiety among the ranks of white evangelicals. Hence, it is likely that evangelicals, at least white evangelicals, are feeling a sense of marginalization.

Research on policy reinvention tends to focus on whether policies become more or less comprehensive over time while neglecting to explain copying policy language verbatim. We argue that the extent to which lawmakers reinvent policy depends on the resources available to them. Lawmakers serving in more professional state legislatures have greater capacity to reinvent policies. In contrast, lawmakers serving in less professional settings are more likely to copy policy language. As evidence, we gather bill texts of 12 policies that diffused across the 50 states between 1982 and 2014. Using cosine similarity scores to measure language copying, we find that …

State sponsorship of terrorism, where a government deliberately provides resources and material support to a terrorist organization, is common in the international system. By conceptualizing state sponsorship as a relationship between a principal and agent, I develop a consistent theoretical model that explains why states pursue this foreign policy strategy, as well as how they rationally attempt to minimize the inherent risks of delegating to violent non-state actors. I test my model by using a novel dataset on sponsorship behaviors that improves on the range, detail, and temporality of previously used measurements. This paper distinguishes political uncertainty from policy uncertainty shocks and uncovers new empirical facts about how each impacts the aggregate cash holdings of US firms. Our baseline structural vector autoregression model shows that an exogenous one standard deviation shock to political and economic policy uncertainty is followed by 1 and 1.8% increase in aggregate corporate cash-to-total assets after five and eight quarters, respectively. The baseline result also shows that policy uncertainty shocks tend to raise financial market volatility while political uncertainty shocks tend to lower financial market volatility. Moreover, we find evidence that political uncertainty exerts asymmetric effects on aggregate …

วิทยานิพนธ์นี้เป็นการเพื่อศึกษาความสัมพันธ์ระหว่างวัดกับรัฐในบริบทการเมืองไทย โดยมีกรณีศึกษาคือโครงการเด็กดี V-STAR ซึ่งเป็นความร่วมมือระหว่างวัดพระธรรมกายและกระทรวงศึกษาธิการ โดยอธิบายความสัมพันธ์ในเชิงอำนาจและการต่อรอง ผ่านแนวคิดโครงสร้างหน้าที่ และ กลไกอุดมการณ์รัฐตลอดจนแนวคิดขบวนการเคลื่อนไหวทางศาสนาโดยการวิจัยเชิงเอกสารและการสัมภาษณ์เชิงลึก ผลการศึกษาพบว่าความสัมพันธ์ระหว่างวัดกับรัฐในบริบททางการเมืองไทยนั้น วัดอยู่ภายใต้การควบคุมของโครงสร้างอำนาจของรัฐผ่านกรอบของกฎหมายและระบบราชการ โดยมีการรับรองรัฐธรรมนูญแห่งราชอาณาจักรไทย ความสัมพันธ์ระหว่างวัดกับรัฐพบว่าตั้งแต่ พ.ศ. 2540 วัดมีบทบาทสถาบันหนึ่งของสังคมที่ทำหน้าที่กล่อมเกลาอุดมการณ์หลักของรัฐและมีบทบาทที่สัมพัน์กับรัฐใน 4 รูปแบบคือ ร่วมมือ เรียกร้อง ต่อรอง และ ขัดแย้ง ในกรณีของวัดพระธรรมกายกับกระทรวงศึกษาธิการพบว่าการดำเนินโครงการเด็กดี V-STAR มีลักษณะความสัมพันธ์เชิงร่วมมือกันระหว่างรัฐกับวัดพระธรรมกาย โดยวัดพระธรรมกายมีใช้วิธีการในการเข้าหารัฐผ่านทั้งโครงสร้างของระบบราชการมากกว่าจะเรียกร้องขอความช่วยเหลือจากฝ่ายการเมืองซึ่งต่างจากความสัมพันธ์ระหว่างวัดอื่นๆกับรัฐ

วิทยานิพนธ์ฉบับนี้เสนอว่า เหตุผลสำคัญที่ทำให้สมัชชา 18 ต้องทำการปฏิรูปกระบวนการนโยบายต่างประเทศของจีนที่เเต่เดิมเป็นเเบบกระจายตัวให้มีการรวมศูนย์เข้าสู่ส่วนกลางมากขึ้น คือ เเบบแผนใหม่ทางเศรษฐกิจ ความก้าวหน้าของเทคโนโลยีสารสนเทศ และนโยบายหันกลับสู่เอเชียของสหรัฐอเมริกา ทั้งนี้ การปฏิรูปกระบวนการนโยบายต่างประเทศของสมัชชา 18 เป็นการปฏิรูปอย่างรอบด้าน ทั้งในระดับรัฐบาลกลาง รัฐบางท้องถิ่น และกองทัพ โดยในระดับรัฐบาลกลาง ความเปลี่ยนเเปลงสำคัญคือการเปลี่ยนเเปลงบทบาทของกลุ่มผู้นำย่อย การประกาศใช้เเผนยุทธศาสตร์เเห่งชาติด้านการต่างประเทศ เเละการสร้างกรอบความร่วมมือใหม่ทับลงไปในกรอบความร่วมมือเดิม ในระดับรัฐบาลท้องถิ่น ความเปลี่ยนเเปลงสำคัญคือ การใช้มาตรการทางการคลัง การใช้ระบบการเเบ่งหน้าที่ตามพื้นที่ เเละการเปลี่ยนเเปลงหน้าที่ของสำนักการต่างประเทศส่วนท้องถิ่น เเละในระดับกองทัพ ความเปลี่ยนเเปลงสำคัญคือ การปฏิรูปกองทัพให้คณะกรรมาธิการทหารส่วนกลางมีอำนาจที่เเท้จริงในการบัญชาการกองทัพ เเละการใช้เเนวคิดยุทธศาสตร์สามสงครามเพื่อบูรณาการฝ่ายพลเรือนเเละฝ่ายทหาร ทั้งหมดนี้ ทำให้กระบวนการนโยบายต่างประเทศของจีนมีความเป็นเอกภาพมากขึ้น เพื่อที่สมัชชา 18 จะสามารถจัดการกับปัญหาทั้งสามข้อข้างต้นได้อย่างรอบด้าน

งานวิจัยชิ้นนี้ต้องการทำความเข้าใจกับกระบวนการเปลี่ยนผ่านสู่ประชาธิปไตยในพม่าและผลต่อขบวนการแรงงาน โดยเฉพาะในช่วงปี 1988-2018 โดยมีคำถามสำคัญของงานวิจัยคือ ขบวนการแรงงานพม่ามีบทบาทและการเปลี่ยนแปลงอย่างไรในช่วงระยะการเปลี่ยนผ่านสู่ประชาธิปไตย โดยปัจจัย เงื่อนไข และกระบวนการก่อตัวของขบวนการแรงงานดังกล่าวนี้ จะเป็นกรณีศึกษาของการวิเคราะห์กระบวนการประชาธิปไตยที่กำลังดำเนินอยู่ในพม่าด้วย ภายใต้ทิศทางการวิจัยดังกล่าว ผู้วิจัยได้ใช้ระเบียบวิธีวิจัยที่สำคัญ ได้แก่ การสำรวจเอกสารทั้งข่าวความเคลื่อนไหวเกี่ยวกับปรากฎการณ์ กฎหมายที่เกี่ยวข้อง ตลอดจนงานวิชาการที่มีการศึกษาก่อนหน้า รวมถึงใช้การสัมภาษณ์เชิงลึกผู้ให้ข้อมูลสำคัญจำนวน 16 คน เพื่อทำความเข้าใจปรากฎการณ์ในเชิงลึก ตรวจสอบข้อมูล และสร้างการเชื่อมโยงที่เป็นรูปธรรมมากขึ้น ผู้วิจัยใช้การวิเคราะห์ข้อมูลแบบ Protest event analysis (PEA) ในการวิเคราะห์การเคลื่อนไหวของขบวนการแรงงานเพื่อช่วยในการตีความข้อมูลและพัฒนาข้อสรุปของงานวิจัย จากการวิจัยพบว่า ขบวนการแรงงานพม่าได้ก่อตัวขึ้นอีกครั้งในช่วงเวลาที่ศึกษา หากแต่ไม่ได้ส่งผลอย่างมีนัยสำคัญต่อกระบวนการเปลี่ยนผ่านสู่ประชาธิปไตยที่กำลังเกิดขึ้น การขับเคลื่อนของขบวนการแรงงานมีแนวโน้มตกอยู่ภายใต้การควบคุมของรัฐหรือเรียกว่าเป็น "ขบวนการแรงงานที่ถูกรัฐกลืน" ซึ่งทำให้การขับเคลื่อนของขบวนการฯไม่สามารถนำไปสู่การเปลี่ยนแปลงโครงสร้างการเมืองได้ หากแต่ขบวนการที่ก่อตัวขึ้นก็สามารถเข้าไปมีบทบาทในกระบวนการนโยบาย ในฐานะโครงสร้างเชิงสถาบันที่รัฐสร้างขึ้น ซึ่งเป็นช่องทางและโอกาสสำคัญในการเรียกร้องและปกป้องสิทธิของตน ลักษณะของขบวนการแรงงานดังกล่าวสะท้อนลักษณะของภาคประชาสังคมพม่าในช่วงการเปลี่ยนผ่านเช่นกัน ที่แม้จะกลับมามีบทบาทอีกครั้งในช่วงการเปลี่ยนผ่านสู่ประชาธิปไตย หากแต่เป็นบทบาทที่ค่อนข้างจำกัด ขาดลักษณะการขับเคลื่อนทางการเมือง และไม่ส่งผลต่อการปรับเปลี่ยนความสัมพันธ์เชิงอำนาจในโครงสร้างการเมือง

นโยบายและการปฏิบัติในการปฏิรูปโครงสร้างระบบราชการ : กรณีศึกษากรมทางหลวง, ศกลรัตน์ จิรรุ่งเรืองวงศ์

การศึกษาครั้งนี้มีวัตถุประสงค์เพื่อศึกษาการใช้อำนาจของข้าราชการในกระบวนการปฏิรูประบบราชการ และปัจจัยที่ส่งผล เพื่ออธิบายการขยายอาณาเขตของระบบราชการไทยจากผลของนโยบายการปฏิรูปที่ต้องการจำกัดอาณาเขตของระบบราชการ โดยเลือกใช้กรณีศึกษาการปรับปรุงโครงสร้างส่วนราชการของกรมทางหลวงในช่วงปี พ.ศ. 2545 - 2559 การศึกษาครั้งนี้ใช้ระเบียบวิธีวิจัยแบบคุณภาพโดยใช้วิธีการศึกษาเอกสาร และเก็บข้อมูลการด้วยวิธีการสัมภาษณ์แบบกึ่งโครงสร้างและการสัมภาษณ์เชิงลึกจากข้าราชการในกรมทางหลวงในฐานะตัวแสดงที่เป็นผู้ชนะในการต่อสู้ทางอำนาจในกระบวนการปฏิรูประบบราชการ ผลการศึกษาพบว่า นโยบายที่ต้องการควบคุมจำนวนข้าราชการเพื่อให้สามารถยุบเลิกหน่วยงานที่ไม่จำเป็นในภายหลังได้โดยไม่ต้องทำการเลิกจ้าง ได้ทำให้เกิดการเพิ่มขึ้นของข้าราชการระดับสูงและความต้องการจัดตั้งหน่วยงานใหม่เพื่อเพิ่มตำแหน่งบริหาร อันทำให้ระบบราชการขยายตัวขึ้น นำมาสู่ความต้องการควบคุมจำนวนข้าราชการต่อมาเป็นวงจร โดยข้าราชการมีวิธีการใช้อำนาจเพื่อบรรลุเป้าหมาย คือ การดำรงตำแหน่งทางการในหน่วยงานที่เกี่ยวข้องกับการปฏิรูประบบราชการ, การใช้จังหวะเวลาด้วยการกระทำในสิ่งที่แก้ไขภายหลังได้ยากและการถ่วงเวลา, การสร้างความมีเหตุผลแก่ข้อเสนอในการขยายขอบเขตของหน่วยงาน, การควบคุมข้อมูลและการสื่อสารที่อาจส่งผลลบต่อหน่วยงาน และ การใช้ความสามารถส่วนบุคคลในการผลักดันข้อเสนอของตนเอง ทั้งนี้ ปัจจัยที่ส่งผลต่อการใช้อำนาจนั้น คือ การที่นโยบายในการปฏิรูปไม่มีความแน่ชัดในจุดประสงค์และวิธีการ, กลไกควบคุมและประเมินผลการปฏิรูปไม่มีประสิทธิภาพ, วัฒนธรรมองค์การไม่สอดคล้องกับวัตถุประสงค์ของการปฏิรูป และการขาดเสถียรภาพทางการเมือง
