Following the 2016 presidential election of populist outsider Donald Trump, several think pieces throughout the popular press conjectured a comparison between Trump and former Venezuelan president Hugo Chávez. Citing their populist rhetoric, brash and coarse sense of humor, and shared propensity for fiery tirades against the press, these articles made foreboding predictions about the status of American democracy. However, these short and sometimes anecdotally-based opinion pieces failed to acknowledge several important differences between Trump and Latin American populists like Chávez. Emotional Directives Of Legal Status Changes: A Study On Immigration Status Grants, Perla Galindo

Judicial decision making has provided new frameworks to examine the effects of extra-legal factors. Yet, immigration courts have not received much scholarly attention. This Thesis examines the conditions under which non-citizen applicants likely to receive successful immigration status change. In particular, I analyze the effects of sympathy on the decision making of immigration court judges. Using a convenience sample of the El Paso Area, I evaluate immigrant applications for status changes to identify which factors illicit sympathetic and thus more likely to receive their status change requests. The primacy accorded individual civil and political rights is often touted as one of the United States' greatest achievements. However, mass incarcerations of indefinite duration have occurred consistently throughout U.S. history and have primarily targeted people of color. The dominant narrative insists that the United States is a political democracy and portrays each instance of indefinite detention in exceptionalist terms. Survey research has steadily expanded in the Arab world since the 1980s. The Arab spring marked a watershed when surveying became possible in Tunisia and Libya, and questionnaires included previously censured questions. Almost every Arab country is now included in the Arab Barometer or World Values Survey and researchers have numerous datasets to answer theoretical and policy questions. Yet some scholars express the view that the Arab survey context is more challenging than other regions or that respondents will not answer honestly. I argue that this reflects biases of “Arab exceptionalism,” more than fair assessments of data quality. Based on …

This dissertation examines the role of shifting national identity narratives in immigration politics in deeply divided societies by focusing on the case of Israel. It raises a general question: why does a state established upon an ethnocentric national identity subsequently augment its self-definition to include certain non-co-ethnic migrants without applying the extension to all non-co-ethnic groups? I argue that although a country may initially be founded upon a seemingly-unequivocal ethnocentric national identity, this identity is not immutable. Rather, over time, a national dialogue may take place, causing the reexamination of the identity. During the transition, agents redefine “who we are” …

What explains the variation in the sophistication of states military production capabilities? This dissertation analyzes this broader question by looking at the development of production capabilities of an arms sector that has required constant innovation—anti-ship missiles (ASMs), land attack cruise missiles (LACMs), and short-range ballistic missiles (SRBMs). I theorize that military innovation is driven by a combination of supply-side factors involving scientific and technical (S&T) human capital and demand-side factors including security, economic, and normative motives. The Responsibility to Protect principle was founded on the premise that sovereignty requires responsibility. The principle establishes the responsibility of states to protect their citizens from mass atrocity crimes and shifts the responsibility to the international community if states fail. This thesis explains how former colonies have had particular difficulty in meeting this responsibility and often fail to protect their populations from things like severe poverty and human rights abuses including mass atrocity crimes. This dissertation contributes empirical analysis on the dynamics of security sector reform and aims to establish an understanding of the interplay between civilian governments, security forces and international actors in attempts to reform the security sectors of transitioning or reconstructing states. The need for reform programs aimed at boosting civilian control over state security forces has gained increased attention following the end of the Cold War, especially for states during regime transitions or post-conflict reconstruction. The record of success for these programs however remains inconsistent, and empirical scholarship aimed at the process at the time of writing is problematically sparse.

Beyond Litigation : The Behavior Of Cause Lawyering Organizations In The Lgbtq Movement, David Lawrence Trowbridge

Scholarship tells us that cause lawyers, including those in the LGBTQ movement, are likely to avoid non-litigation tactics in favor of court-centered strategies (Klarman 2005; Rosenberg 2008; Scheingold 1974). Other research suggests that lawyers are likely to steer the LGBTQ movement’s agenda away from both grassroots interests and its more radical agenda (Leachman 2014; Levitsky 2006). However, more recent scholarship shows an increased reliance on non-litigation tactics in the LGBTQ movement and publicly available evidence indicates cause lawyers are working on diverse sets of issues within the movement (Cummings and NeJaime 2010; Marshall 2006).

The United States increasingly relies on import to meet its demand for critical minerals. Using the case of rare earth elements (REEs), this paper analyzes the conditions and the strategies for the U.S. government to address import dependence. The paper finds that market factors, including the lack of comparable and sufficient substitutes and recycling, the high ratio of import relative to consumption, the high concentration of import supply by country, and regulations from the major supplier country, were insufficient to prompt intervention. Machine-learning algorithms, one component of AI, are trained using massive datasets curated by humans to predict various aspects of our daily lives. Such predictive intelligence could be a positive force amplified by continued decentralization of the technology. In 2009, Colorado successfully decreased their abortion rate among minors and at-risk teenagers through a privately-funded trial. This outcome was realized by offering affordable, accessible, and comprehensive reproductive healthcare options, specifically long-acting reversible contraception, to young women. Reproductive rights is an issue at the forefront of political discussion, often a determining factor for party identification. The controversy of reproductive rights--in particular, abortion--leads to a higher reliance on hear-say, instead of peer-reviewed literature, statistics, and legislation. In order to gain a well-balanced understanding of abortion politics, I compare three Midwestern states--Illinois, Indiana, and Minnesota--to determine their respective policy successes and shortcomings. …
