This dissertation intends to provide answers to the following research questions: Why do some dictators forcibly remove their top ruling elites from power? If dictators choose to purge an individual, what influences their choice about whether to include punitive violence as part of the action? This work contributes to the field of research on elite interaction and political violence within authoritarian regimes. I advance three main theories on purges and violence. First, I argue that purges of ruling elites are more likely during a period of weakness that follows regime change, declining in likelihood over time as the regime ages …

Professional masters programs in the social sciences and policy fields prepare participants for middle and senior positions in the private sector, government, non-profits, and international organizations. In addition to ensuring further disciplinary knowledge, programs often include components on managerial, organizational, communication, policy analysis, and similar skills. Institutions are adding programs in interdisciplinary and emerging areas to their existing professional programs in business, counseling psychology, social work, and public administration.

Librarians face distinctive challenges in supporting such programs. Faculty teaching in these programs may be adjuncts unfamiliar with their institution’s library offerings and services. Some students have just completed undergraduate programs, …

The current hold of austerity on Irish public policy provokes a comparison with addiction. Postliberalism, the form of austerity Ireland is hooked on, brought the country to its knees. It tied the millstone of bank bailouts around Ireland’s neck, slashed its education and health spending and meant its budgets were closely supervised by the Troika of the Europe Union (EU), the International Monetary Fund and the European Central Bank from 2010-2013. Unemployment spiked and there was an exodus, particularly of young people, from the country. This was a period of national humiliation as economic sovereignty evaporated in a deal described …

Many organizations are finding it advantageous and often necessary to form collaborative alliances with strategic partners in order to solve collective problems and jointly work towards mutually desirable ends. This research examines a single case study of inter-agency coordination between the Defense Logistics Agency (DLA) and the U.S. Agency for International Development (USAID) and their involvement in humanitarian relief efforts. Pursuit of advancement through two collaboration models provided the framework of the research and contributed to the analysis of data. The strategic importance of Africa to the United States has grown significantly. Camp Lemonnier, a naval-led military installation, is located in Djibouti and is vital to the strategic success of the United States in Africa. In order to strengthen U.S.-Djibouti ties and solidify an enduring presence in Africa, the Department of Defense implemented the Djibouti First Initiative. Under the initiative, local vendors received preference for resources and products needed at Camp Lemonnier. In 2017, the Fiscal Year 2017 National Defense Authorization Act replaced the Djibouti First Initiative with Africa First. The new policy extends the authority to limit competition and …

A survey of 617 randomly selected Jefferson Parish registered voters was conducted March 18-20, 2018 by the University of New Orleans Survey Research Center on the Jefferson Parish Sheriff’s race scheduled for March 24, 2018. Survey respondents were asked in an interactive voice response telephone survey (IVR)1 who they preferred in the upcoming sheriff’s race. This survey of 617 randomly selected respondents yields a margin of error of +/- 3.9% at a confidence level of 95%.

Resistance to change is a phenomenon that affects organizations almost universally. All organizations large and small are continuously challenged to adjust, evolve and innovate to gain or maintain competitive advantage and mission effectiveness. Alarmingly high failure rates are reported: 30-70% of change initiatives falling short of their prescribed intent or never attain the desired results. This has created a challenge for voters who seek reliable information when making decisions in the voting booth; including on ballot initiatives. When harm is caused to victims by multiple injurers, difficult issues arise indetermining causation of, legal responsibility for, and allocation of liability forthose harms. Nowhere is this truer than in child pornography and sex traffickingcases, in which individuals have been victimized over extended periods oftime by hundreds or even many thousands of injurers, with multiple and oftenoverlapping victims of each injurer. This project sought to analyze how sexual assault in the political sphere is perceived and treated in contemporary society in the United States of America. The thesis analyzed eight cases of sexual misconduct, including six from the past thirty years. In each case, the reaction of party and social leaders, of the politician’s constituents and of the politician himself were looked at, as well as the consequences the politician faced.
