Knowledge Is Power Program (KIPP) charter schools are regarded as among the most academically successful schools serving high poverty populations. KIPP schools serve students that are more likely to be poor and from racial minorities than their peers in nearby traditional public schools. Nevertheless, it is possible that, as parents become aware of KIPP’s seemingly successful track record, the student population at KIPP might become less disadvantaged over time. Using Common Core data, we examined demographic changes in 81 KIPP schools that opened between 1995 and 2011, finding no quantitative evidence that KIPP students are growing more advantaged over time. …

Federal policies have expanded the use of market driven performance reforms. A growing number of these reforms assume that citizens believe educators should be held accountable for outcomes and funding sanctions will cause underperforming school to enhance outcomes. However it is unclear if citizens share these views. This research assesses these assumptions by examining who citizens believe should be most accountable for education outcomes and whether they support policies that removes funds from underperforming schools and rewards them to other education entities. The Economic Impact Of Changing Water Levels: A Regional Economic Analysis Of Lake Thurmond, Rob Carey, Lori A. Dickes, Elizabeth L. Crouch

This article examines the economic impact of declining lake levels on the local economy in six counties near the publically managed Thurmond Reservoir, located along the border of Georgia and South Carolina. A regression analysis of the relationship between lake level elevations and lake front real estate transactions is used in conjunction with an input-output model to estimate the median monthly economic impact of a one-foot increase in lake level in terms of employment, output, disposable income, and net local government revenue on the six counties bordering the lake. This paper explores the role of representative bureaucracy and bureaucratic discretion in the allocation of federal disaster assistance to Hurricane Sandy survivors. Through the analysis of focus groups and key informant interviews, this study finds that FEMA home inspectors are not diverse in reference to race and gender; however, inspectors are found to be diverse in reference to place of origin. Although the role that race and gender play in the allocation of resources is found to be unclear, the region from which inspectors come from is found to be influential in the allocation of aid to survivors. Why did Speaker of the House John Boehner face the largest intraparty challenge to an incumbent speaker in over 150 years in January 2015? Goal salience theory will be used to explain this event. In addition, since this protest took place during the public vote for speaker and not during a private caucus, every vote in a leadership challenge can be examined for the first time. While the conventional view of leadership elections is that policy differences can fuel campaigns, this article argues that procedure is also important. This paper argues that the interactive problem-solving workshops created by political scientist John Burton and applied to the Israeli-Palestinian conflict by social psychologist Herbert Kelman, while not, as yet, resulting in a just and permanent peace agreement, are effective in resolving intractable conflict, and, if persistently used, can significantly help to produce such an agreement. This is done by closely examining two books of Burton and a series of articles by Kelman to describe their process; the characteristics of intractable conflict are also reviewed from the work of social psychologist Daniel Bar-Tal. In this brief, author Larry Hamilton discusses the results of pre- and post-election Polar, Environment, and Science surveys carried out by Carsey School researchers in August and November–December 2016, asking people about their general views on climate change and renewable energy. Almost three-fourths of Americans surveyed said that renewable energy should be a higher national priority than more drilling for oil. About two-thirds agree with the scientific consensus that humans are changing Earth’s climate. A growing refugee and migration crisis has imploded on European shores, immobilizing E.U. countries and fuelling a rise in far-right parties. Against this backdrop, this paper investigates the question of how to foster pluralism and a cosmopolitan desire for living with others who are newcomers. It does so by investigating community-based, citizen-led initiatives that open communities to newcomers, such as refugees and migrants, and foster cultural pluralism in ways that transform understandings of who is a citizen and belongs to the community. News media use metaphors to describe politics (Landau & Keefer, 2014) and obesity (Barry,Brescoll, Brownell, & Schlesinger, 2009). Weight-based stigma is prevalent in U.S. news media (Heuer,McClure, & Puhl, 2011). Media coverage of politicians’ body size may contain metaphors that stigmatizeweight. This article measures the role of schools in the ethnic socialization and identity formation processes of high school seniors in Bosnia and Herzegovina (BiH) via ordinary least squares regression analysis and attempts to contribute to a better understanding of educational transitions in the postsocialist space and youth identity formation in a postconflict society. BiH has three ethnonational curricula (Bosniak, Croat, and Serb), each with an ethnocentric focus. Although nationality and school curricula are highly correlated in BiH, in the case of the Serbs, it was found that students who do not study the “appropriate” Serbian curriculum experienced a statistically significant …

Prices are a significant driver of health care cost in the United States. Existing research on the politics of health system reform has emphasized the limited nature of policy entrepreneurs’ efforts at solving the problem of rising prices through direct regulation at the state level. Yet this literature fails to account for how change agents in the states gradually reconfigured the politics of prices, forging new, transparency-based policy instruments called all-payer claims databases (APCDs), which are designed to empower consumers, purchasers, and states to make informed market and policy choices. According to the survey, Governor John Bel Edwards enjoys an approval rating of 49 percent. How does democracy work to improve well-being? In this paper, we disentangle the component parts of democratic practice—elections, civic participation, expansion of social provisioning, local administrative capacity—to identify their relationship with well-being. Our analysis of an original dataset covering over 5,550 Brazilian municipalities demonstrates that competitive elections alone do not explain variation in infant mortality rates, one outcome associated with well-being. We move beyond elections to show how participatory institutions, social programs, and local state capacity can interact to buttress one another and reduce infant mortality rates. This article analyzes the effect of regional economic integration on cross-national policy through the ASEAN Open Skies treaty, particularly in Indonesia, Philippines, and Singapore. This qualitative research applies the concepts of intergovernmentalist-supranationalist regional institution and causal-mechanism that lead to cross-national policy convergence. I argue that ASEAN regionalism as an intergovernmentalist institution affects the process of policymaking, the implementation of ASEAN Open Skies in the regional level, and the adoption of it in the domestic level. This qualitative study explores the impact that the fear of deportation has on the lives of noncitizen immigrants. More broadly, it explores the role that immigration enforcement, specifically deportation, plays in disrupting the process of integration, and the possible implications of this interruption for immigrants and their communities. The study aims to answer: (1) how vulnerability to deportation specifically impacts an immigrant’s life, and (2) how the vulnerability to deportation, and the fear associated with it, impacts an immigrant’s degree of integration. Alongside the rise of the activist movements in the late 1960s, the German artist Joseph Beuys (1921–1986) proposed his concept of “social sculpture” — a method of fostering creativity, aimed at transforming society through interdisciplinary dialogue — as an alternative to the chaotic political, economic, and social life of postwar West Germany. He sought to heal society through a work of art with holistic and spiritual intentions, centered on the belief that art can include the entire process of living and therefore can be created by a wide range of people beyond artists. As global legal governance institutions exercise increasing coercive power, including through the prosecution and incarceration of individuals, such institutions require greater legitimacy. An essential but often overlooked source is the right of the accused in mass-atrocity trials to effective legal protection, which constitutes a “legal legitimacy” based on liberal norms of criminal justice. The two most important sources of legal legitimacy are: “legality,” that is, the non-retroactive enforcement of crimes and punishment; and “defense parity,” institutional and procedural guarantees of substantive equality between the defense and prosecution before and during trial. In Democracy in America, Alexis de Tocqueville (1805-1859), a French aristocrat, intellectual, and commentator on American society during the 1830’s, described the United States as a society marked by a general “equality of condition,” that is, by a lack of noticeable social and economic distinctions among the citizenry. For Tocqueville, this characteristic of democracy encouraged the formation of an informal political bloc he termed “the majority” - a group who would often elect demagogues to political offices, since the latter were best able to give voice to majority opinion. Has the success of corporate capitalism undermined the neoliberal ideas it presupposes, leading to the inevitable growth of socialism? While labor unions may lament the export of jobs, the real issue in today’s increasingly administered and mechanized economy is the global loss of jobs. James Ferguson has provided a strong argument that despite the triumphalist narratives of neoliberalism, capitalist development strategies particularly in South Africa have resulted in concentrated wealth, large unemployment, and the growth of transfer payments. All political communities set normative limits to the acceptable use of force. A threshold of atrocity indicates the point at which acceptable violence meets the boundaries of the unacceptable. In liberal democratic states such norms are ostensibly set higher. Hence, there is a theoretical threshold to the modern state’s ability to act in ways that violate norms it claims to uphold. Paradoxically, thresholds of atrocity are almost never breached and unconscionable violence occurs regularly. By comparing the struggles for marriage equality in Argentina and the United States, this research elucidates the ways discursive change happens around high-profile policy issues, as well as how that process shapes the playing field for future movements. This work builds on scholarship concerning the construction of target populations, arguing that in contests over meaning, the social construction of the central actors shapes both dynamics and outcomes.
