Controlling Political Corruption In Latin America: Institutional Constraints On Executive Power, George G. Lluberes

Dissertations

Corruption has remained resilient in Latin America. In just two decades, six Latin American executives from five distinct countries have faced impeachment processes resulting in removals from office due to issues surrounding corruption. Certainly, corruption has been a longstanding challenge to Latin American democracy and good governance. This study analyzes this phenomenon while discerning between grand and petty corruption. By focusing on executive corruption specifically, this study creates a more nuanced understanding of what affects corruption at high-levels of government in Latin America.

Since the Supreme Court decided that the Affordable Care Act's (ACA) Medicaid expansion is optional for the states, several have obtained federal approval to use Section 1115 waivers to expand Medicaid while changing its coverage and benefits design. There has long been concern that policy making for Medicaid populations may lack meaningful engagement with low-income constituents, and therefore the ACA established a new process under which the public can submit comments on pending Medicaid waiver applications. We analyzed 291 comment letters submitted to federal regulators pertaining to Medicaid Section 1115 waiver applications in the first five states to seek such …

This thesis aims to study the relationship between the aspects of work and job satisfaction and happiness among employees in governmental and private schools in Al-Ain city, United Arab Emirates. The study sample includes 688 employees who work in governmental and private schools that operate under the governance system of ADEC in Al-Ain. The researcher used a questionnaire that has been designed and tested for validity and reliability.

The results of statistical analysis show that the percentage of job satisfaction and happiness is fairly high among the employees. The results show also that there is a strong and direct relationship …

This paper attempts to elaborate a political theory of capital’s violence. Recent analyses haveadopted Karl Marx’s notion of the “primitive accumulation of capital” for investigating theforcible methods by which the conditions of capital accumulation are reproduced in the present.I argue that the analytic function accorded to primitive accumulation can be better performedby a pair of new concepts: “capital-positing violence” and “capital-preserving violence.” Irefine the conceptual core primitive accumulation (coercive capitalization of social relations ofproduction) by focusing on the role of colonial violence in the history of capitalism, which Ithen elucidate with reference to Carl Schmitt’s account of European colonial expansion …

The monarchies of the Gulf Cooperation Council are thriving today, despite the decline of monarchies everywhere else in the world. I explore the significant factors that allow these countries to maintain monarchy as a viable governing system. I find that Gulf Cooperation Council states employ a diverse set of tools to control the populace and provide stability. These tools include generous social welfare programs, a repressive state security apparatus, a large guest worker population, and strong ties and cooperation with other gulf monarchies. Civil War is a term often used to classify a type of conflict which arises within states. This being so, the exact criteria upon which such a classification of conflict is arrived remains unclear. Additionally, political, dispensational and ideological currents have influenced the classification of conflicts within states by different scholars, so that the determination of conflicts as being civil wars rather than some other kind of intra-state conflict can seem arbitrary. This research seeks to answer the question: Does level of nationalist sentiment expressed within a country affect the restrictiveness of the country’s intercountry adoption policy? Current literature has examined the influence of the level of nationalism expressed in a country on adoptive parents in choosing from which country to adopt; however, no study has examined the link between nationalism and country-specific intercountry adoption policy. For many centuries, European cartographers labeled the southwest corner of the otherwise mostly desert Arabian Peninsula as Arabia Felix, or “Happy Arabia.” It was a place where towering mountains trapped clouds blown in from the Indian Ocean so that twice-annual monsoon rains blessed terraced slopes and lowland wadis with plentiful crops. Sadly, since fighting engulfed the country in late March 2015, Yemen has never been less felix.

The aim of this study was to analyze the spatial distribution of the tuberculosis endemic in Rio de Janeiro State from 2002 to 2011. A retrospective study was conducted in the state of Rio de Janeiro from 2002 to 2011. Spatial analysis techniques were used to describe the distribution of tuberculosis incidence in the state. Multilevel Poisson regression model was used to access the relationship of tuberculosis and the following factors: “sex”, “age-group” and “diagnostic year” (individual-level factors). This thesis explores the political and demographic obstacles facing the Fairness movement in Kentucky in regards to local employment protection ordinances for LGBTQ+ persons (Fairness Ordinances). Using case studies on recent Fairness debates in Berea and Bowling Green, this thesis explores the concern some Kentuckians have about LGBTQ+ nondiscrimination ordinances in their communities. From these cases studies, it can be concluded that many of the concerns espoused by opponents of Fairness are simple scare tactics with no evidence supporting their claims. Using Regulatory Focus Theory (RFT, Higgins 1997), I take a broad look at the manner in which political behaviors and attitudes are impacted by the promotion and prevention motivational systems. I first look at how behavior in life generally and political life specifically are similar in terms of regulatory focus. Second, I look at how RFT is related to political attitudes. Non-Governmental Organizations (NGOs) are becoming increasingly important as providers of development assistance in the Global South. As these organizations are gaining in importance, accountability concerns have grown. NGOs are considered to be accountable to a range of stakeholders, including funders, foreign governments where work is being performed, and the local communities being served. In spite of these concerns, there has been little research on the effectiveness of specific accountability mechanisms. Using ten sermons from five prominent and politically active evangelical megachurch pastors taken from the 2016 presidential campaign season, this case study utilizes frame analysis to understand the political relevance of modern evangelical sermonizing. An inductive frame analysis allows the concept of a collective action frame to be observed as a process and for patterns to emerge from the source text. Within these sermons, ministers offer self-identifying evangelicals a vocabulary with which to understand and describe their own identity. This thesis offers the first global history of the Cold War in the eastern Mediterranean. It examines the international linkages that bound Greece, Turkey, and Cyprus with superpowers, non-aligned states, and transnational movements during the second half of the twentieth century, and it considers the effects of such linkages upon the eastern Mediterranean’s domestic arenas. Throughout, it demonstrates that two forces – synthesis of outside influence alongside consolidation of internal identities – dictated the region’s experiences during the Cold War. Although gardens are typically appreciated as peaceful spaces of apolitical serenity, this article highlights how gardens can provide new sites and sensibilities that complicate our understanding of diplomacy, war, and peace. While gardens are a popular location for diplomatic performances—for example, the Treaty of Versailles—the global politics of gardens remains underresearched in international relations (IR). To address this gap, the article follows the “aesthetic turn” in IR to examine gardens as contingent social constructions of social-ordering and world-ordering, which both shape and participate in global politics. This study explores the societal effects of transitional justice mechanisms in post-conflict countries. In particular, an emphasis is placed on exploring whether truth commissions, which are suggested in virtually all post-conflict situations today, exhibit a positive or negative effect on key indicators, such as democracy, human rights, economic development, and the durability of peace. Three central research questions are examined. First, do truth and reconciliation commissions “work”?
