[Excerpt] “In my most recent column, I expressed concern about the effectiveness of the constitutional decision rules that currently govern gerrymandering – the redrawing of electoral districts in a manner that favors the incumbent majority at the expense of those out of power.

Briefly, the Constitution has not been interpreted to prohibit redistricting with an eye toward advancing the interests of the political party in power. But it has been interpreted to bar legislators from redistricting on racial grounds – at least in most circumstances.

Folk wisdom has long held that people become more conservative as they grow older. The empirics behind this claim, however, are not definitive. Utilizing panel data from the Michigan Youth-Parent Socialization Panel study and a longitudinal sample of Australian twins, my dissertation answers this question and many others as I examine patterns of attitudinal stability and the direction of attitudinal change when it does occur. These data allowed me to longitudinally track attitudinal change at the individual level. I first uncovered latent classes defined by patterns of attitudinal stability across the lifespan. The Great Recession has resulted in various changes in homeless populations in municipalities throughout the world. From “unsheltered homeless” in NYC to "rough sleepers" in London and to "sans-abris" in Paris, or "poblacion callejera" in Mexico City, the economic crisis of 2008 impacted economies in ways that put severe pressures on housing, particularly at the lower-income-level brackets. After all, the Great Recession was generated by a housing bubble, which then constricted capital markets for housing. The purpose of this study was to assess the relationship between economic determinants and student academic performance indicators of public school students in the State of Mississippi. It was hypothesized that public school districts with higher economic security leads to higher academic achievement. Data for the study were obtained through the Mississippi Department of Education Children’s First Annual Report for school year 2012 -2013, and the Annie E. Casey Foundation Kids Count Datacenter for 2013. Using bivariate analyses and multiple regression models, the results revealed that students’ academic performance indicators were statistically significantly with weak to moderate effects for each …

Corporate leaders with psychopathic traits are the subject of a growing scientific literature. Recently, scholars have begun to examine such personalities in public agencies. In this article, we relate psychopathic public leaders to research on toxic and destructive leadership, leader personality disorder, and the Dark Triad/Tetrad of psychopathic, narcissistic, Machiavellian, and sadistic personalities. Via a brief scenario, we illustrate how the term “corporate psychopath” might be used by lay employees lacking psychiatric expertise as a catchall term for any one of the four dark types in a leadership role. This paper addresses an important question: what can a highly complex public health situation such as the Dallas-Fort Worth Ebola outbreak tell us about the use of discretion by executive level public administrators? The public administration literature is rich with evidence of street-level bureaucratic discretion, but has not explored executive level discretion decision making. The authors argue that in highly complex situations of uncertainty, such as in the case of the Dallas-Fort Worth regional Ebola emergency response, the executive use of discretion translates to decisions under the conditions of uncertainty. This paper argues for a dilemma: you can accept liberalism or immigration restrictions, but not both. More specifically, the standard arguments for restricting freedom of movement apply equally to textbook liberal freedoms, such as freedom of speech, religion, occupation and reproductive choice. We begin with a sketch of liberalism’s core principles and an argument for why freedom of movement is plausibly on a par with other liberal freedoms. "In this chapter, we look at the history of women's activism in the peace movement over the course of U.S. political development, examining the ways that women expanded the goals of peace activism to include gender and other social justice issues. We then examine which women actually participated in these efforts, and how that has changed over time. In the following sections, we explore distinct tensions in women's activism focusing on the role of gender (essentialism versus social constructionism) and radicalism versus pragmatic realpolitik. In this dissertation, I employ a Weberian concept of social power in order to theorize the challenges posed by, and the varieties of state response to, the dilemma of state power: the need of all states to empower societies with social capacities that may, in turn, threaten state interests. Through a comparison of traditional and new forms of media in China, I show that rather than posing qualitatively new types of challenges to authoritarian states, new media exacerbate the dilemma of state power.
