An Analysis Of China’S Regional Emissions Trading System: Challenges And Lessons, Ronghui (Kevin) Zhou

China, the largest carbon dioxide emitter in the world, has faced environmental pressures both internationally and domestically over the last ten years. In early 2011, the Chinese government approved a carbon emissions trading program in seven cities and provinces, and started planning a national emissions trading framework. This thesis reviews these pilot programs and examines the issues that underlie them. Drawing lessons from the U.S. Acid Rain Program, the European Union’s ETS, and California’s CAT, the three largest emissions trading frameworks in the world, I find that: (1) lack of trades in China’s pilot programs is a consequence of permit …

Immigration issues have dominated the political discourse of liberal democracies around the world in the 21^st century. Recent elections in the United States and the Netherlands focused extensively on migrant flows, illegal immigration and migrant integration. Upcoming elections in France seem to be operating within similar parameters. These occurrences underpin a larger critique about the perceived failure of liberal democratic institutions to contend with immigration trends and successfully integrate migrants within their societies. Nowhere has this critique been more prevalent than within the public and political discourse of the European Union, the institution of focus for this paper.

In this paper, I examine the effectiveness of ‘naming and shaming’ by human rights organizations (HROs) on the enforcement of economic and social rights. I ask whether this method, initially developed to address civil and political rights, contributes to the realization of economic and social rights and to the reduction of economic and social inequities. To answer my research question, I focus on the right to housing in the case of Kenya. I do a qualitative analysis of naming and shaming efforts by HROs and the varied responses of the state to these efforts. In this case, I find that …

Recent weeks have seen Donald Trump’s controversial executive order banning immigration from seven Muslim-majority countries halted by rulings from federal judges. In response, Trump has attacked the judiciary, arguing that they do not have the power to stop his order. Meghan Leonard writes that the Courts’ ability to undertake judicial review in cases such as this are at the heart of judicial power in the United States. When civil wars are resolved via negotiated settlement, peace-agreement provisions like power-sharing agreements and third-party security guarantees often are advocated for their purported benefits of ensuring a long-lasting and durable peace. Although scholars have explored the effects of peace-agreement provisions on enhancing the security of states, their influence on shaping individual security outcomes is largely unknown. The strong potential exists that these same provisions that improve a government's ability to deter future violence also increase that government's violation of its citizens' physical integrity rights as a means of coercion and governance. Prior to this study, critical realignment theory, which presupposes eras of substantial and sustained swings in American political party dominance, had only been evaluated using the classical, frequentist approach to modeling. However, potential for more information concerning these electoral phenomena exists given a shift in the design and approach to realigning elections. This study sought to explore those options through one particular alternative to the classical approach to statistics--in this particular case, the Bayesian approach to statistics. Why are some countries more effective than others at controlling rhino poaching? Rhinos are being poached to extinction throughout much of the world, yet some weak and poor countries have successfully controlled rhino poaching. This dissertation presents a theory accounting for divergent patterns in the control of rhino poaching, explaining why rhino poaching has been controlled in some countries yet increases exponentially in others. In the aftermath of the Cold War, several scholars were of the opinion that primitive modes of fighting, such as close combat, would cease to be used. However, as urban spaces have increasingly become battlefields in the 21st century, there has been a retrogression to a brutal and bloody mode of fighting. Why have some economically-active militaries of autocratic regimes gained more autonomy vis-à -vis their civilian elite as a consequence of economic liberalization processes adopted in 80s and 90s, whereas others have remained subordinate to civilian control? This dissertation examines the impact of economic liberalization since 1980s on civil-military relations (CMR) in autocratic regimes. Prior to liberalization, the centrally- planned governments of Egypt, Iran, and China utilized their militaries to implement economic development projects. Post-liberalization, these militaries expanded into new economic sectors like finance, banking, and trade. The expansion impacted the balance of CMR differently in each case. Egypt's military took …

This thesis examines U.S. democratization efforts in Haiti and Iraq: two instances where the United States used military intervention in its failed attempts to export democracy around the world. Today's American women have the capability to be more independent from men than ever before. A cursory glance at U.S. society suggests that this transition to selfreliance has been relatively smooth. For example, women have consistently earned more bachelor's degrees than men since 1982 (Perry 2013, Francis 2016) and nine out of ten men claim to be comfortable with women earning more than them (Dunlop 2009). Leonard was forced to join the military at the age of 17 in his home country of the Congo. A Catholic priest smuggled me out of the country and I lived in refugee camps in several different countries until 2004 when he came to the United States.

In 2005, a couple came to Leonard when he was homeless in the Provo library. They found out that he needed help and offered to let me live with them. They ended up paying my tuition for my education and I went to college for five years.

ANGELENOS TRUST POLICE MORE THAN ANY OTHER INSTITUTION, LMU SURVEY FINDS

Some 25 years after Los Angeles smoldered during massive civil unrest, sparked by a widespread belief that the city’s police were biased and unaccountable, Angelenos trust the LAPD more than any other local institution, according to a survey conducted by Loyola Marymount University researchers. But a troubling racial gap remains, as white and Asian American residents are far more likely to view the Los Angeles Police Department through a positive lens, while African Americans in Los Angeles perceive the police in negative terms.

More than two-thirds of Los Angeles County residents support the idea of making their hometown a “sanctuary city” where undocumented immigrants could be shielded from deportation, according to a survey conducted by Loyola Marymount University researchers. Forty percent of those surveyed said they “strongly support” a sanctuary city where they live, with 28 percent saying they “somewhat support” the idea. Este artículo explora cómo la incidencia de las pandillas en los barrios salvadoreños erosiona la confianza en el gobierno nacional. Los resultados muestran que los niveles de confianza en el gobierno nacional varían de un barrio a otro, dependiendo de la vulnerabilidad de sus habitantes a la inseguridad generada por las pandillas. Se demuestra que, en barrios asediados por las pandillas, víctimas y no víctimas del crimen muestran niveles similares y bajos de confianza en el gobierno nacional.
