A defining feature of public sector employment is the regular change in elected leadership. Yet, we know little about how elections influence public sector careers. We describe how elections alter policy outputs and disrupt the influence of civil servants over agency decisions. These changes shape the career choices of employees motivated by policy, influence, and wages. Using new Office of Personnel Management data on the careers of millions of federal employees between 1988 and 2011, we evaluate how elections influence employee turnover decisions. We find that presidential elections increase departure rates of career senior employees, particularly in agencies with divergent …

There is a rich literature on the circumstances under which the United Nations Charter or specific Security Council resolutions authorize nations to use force abroad, and there is a rich literature on the circumstances under which the U.S. Constitution and statutory law allows the President to use force abroad. These are largely separate areas of scholarship, addressing what are generally perceived to be two distinct levels of legal doctrine. This Article, by contrast, considers these two levels of doctrine together as they relate to the United States. In doing so, it makes three main contributions. The ongoing European crisis has raised uncomfortable questions about the conditions under which treaty-based unions of nations like the EU or the EMU can legally expel a member—Greece being the most obvious candidate. The EU, for example, has rules governing the voluntary withdrawal of members, but says nothing about whether a member can be expelled. As a matter of international law, what does the silence mean? Put differently: What is the default rule regarding expulsions when a treaty says nothing about forced withdrawals? Is there an absolute bar on expulsion, as some have suggested? The British leave vote in the referendum on EU membership has important implications for how we think about law . The vote must be viewed as a manifestation of a globalized nationalism that we find in many EU member states and many other countries. As such, it is also a challenge of the idea of transnational law, forcefully introduced in Jessup’s book on Transnational law 60 years ago. According to well-known political science professors in Florida universities, the only constitutional mandate to which the Florida Legislature must adhere is to pass a balanced budget (MacManus, Jewett, Bonanza, & Dye, 2015, p. 184). The process begins with each of Florida’s state agencies crafting their individual budgets almost as soon as the new budget year takes effect (July 1). These budgets are submitted to the Governor’s office where they are reviewed by staff and then ultimately submitted to the legislature (p. 243). This study examines whether religious differences between states in a dyad may partly affect various types of militarized conflict. This paper undertakes a five-year review of the management of oil revenues in Ghana since the commencement of oil production in 2010. Using reports from the Petroleum Transparency and Accountability Index, official records from key state agencies, and interviews with core individuals within the petroleum sector, the paper assesses the quality of transparency and accountability in the management of Ghana’s oil revenue. Before leaving Afghanistan, Emal was kidnapped by Daesh, beaten, thrown into a pile of bodies, and left for dead. He woke up weeks later in hospital with adent in his skull, brain damage, and mental/emotional problems. When he was able, Emal fled with his wife and six kids, but they travelled with smugglers in separate cars and got separated. Iran police deported his wife and children back to Afghanistan. The smoldering wreckage of a commercial airliner in an Eastern Ukraine farm field signified so much more than just hundreds of innocent deaths; the downing was a bloody symbol of just how far Ukraine had fallen. Peace agreements between the rebels and government forged in Minsk in September 2014 and February 2015 failed to stamp out the persistent violence. Not simply a civil war, the rebels had been trained, armed, and assisted by the Russian military. This chapter rests on two assumptions, at least one of which is controversial. The first is that something is wrong when a society imprisons as many people as the United States now does. According to a widely published columnist, George Will, the rate of imprisonment was about 100 per 100,000 Americans until the 1970s. Since then the rate has shot up, to the point where "700 per 100,000" are now in prison; "America," Will reported in 2013, "has nearly 5 percent of the world's population but almost 25 percent of its prisoners." This paper examines the history of civil military relations in Mexico and Argentina in an attempt to understand why Mexico was able to subordinate its military following the fall of the Porfírian military regime, while Argentina experienced decades of military intervention into the civilian sphere. It argues that strong governmental and political institutions in Mexico were the key to subordinating the Mexican military to civilian control, while patterns of populist political movements in Argentina hampered the formation of strong governmental institutions that would have enabled the subordination of the military to civilian control.

Progressive religious leaders are playing an increasingly important role in the effort to combat climate change. Through a combination of unstructured in-depth interviews and primary source analysis, this thesis highlights nine U.S. religious leaders from various denominations of Christianity, Judaism and Islam who are actively involved in working on climate issues. Drawing on literature in social movement theory, I explore how clergy are uniquely influential in climate issues because of the organizational advantage and moral authority they hold through their positions as religious leaders, granting them the ability to highlight social justice implications of climate change with distinctive legitimacy. This thesis explores how society can and should compensate those who have been wrongfully convicted after they are exonerated and how we can prevent these mistakes from happening to others in the future. It begins by presenting research on the scope of the problem. Then it suggests possible reforms to the U.S. justice system that would minimize the rate of innocent convictions. Lastly, it takes both a philosophical and political look at what just compensation would entail as well as a variety of state compensation laws.

Given the push from the private sector, as well as the resource complementarities among the three countries of North America, it is somewhat surprising that North America has not developed an integrated energy strategy based on traditional, non-renewable energy (2000-2016).
