The University of Tennessee (UT) developed its first formal and coordinated efforts in nuclear security education in 2008-2009 with its graduate certificate program in nuclear security in the Department of Nuclear Engineering. Building on this work, in 2011 UT established the UT Institute for Nuclear Security (INS) as a collaborative center at the university to expand its curricular impact as well as foster research and partnerships with nearby major governmental facilities engaged in nuclear security work. Oak Ridge National Laboratory (ORNL), the Y-12 National Security Complex (Y-12), and Oak Ridge Associated Universities (ORAU) have joined with UT as charter members …

The international community has spent considerable time, money, and effort attempting to establish a series of national and regional Centres of Excellence (COEs), also known as Nuclear Security Training and Support Centres (NSSCs). These Centres tend to have a wide variety of objectives, structures, and methods of delivery. Unsurprisingly, no internationally accepted standard exists on how they should operate. The IAEA has produced some excellent guidance (TECDOC 1734), but by virtue of its role cannot provide standards for benchmarking success. In this paper, the details of nuclear security education at Pakistan Institute of Engineering and Applied Sciences (PIEAS) have been discussed. Nuclear Security education was initiated at PIEAS as a sub-specialty of its MS Nuclear Engineering Program in October 2009. Two courses, Nuclear Security (NE-581) and Physical Protection Systems (NE-582) have been offered on regular basis in the 3^rd and 4^th semesters. To date, 72 students have been graduated with this sub-specialty. Viet Nam is expanding its nuclear energy program for the application in various areas including industries, agriculture, healthcare, education and research. Recognizing the importance of the nineteen issues laid out in the IAEA document “Milestones in Development of a National Infrastructure for Nuclear Power” [1], Vietnam is considering how to address these issues. This paper describes the establishment of nuclear security infrastructure in Viet Nam and how Viet Nam has addressed one of the nineteen issues, that is human resource development in nuclear energy in general and in nuclear security in particular.

In this context, this paper explores the nature and value of Tabletop exercises (TTX) and how they can be applied in the nuclear security context. Individual Party Donors: True Allies Or Free Agents?, Anne E. Baker

Political Science

Habitual party donors represent an important revenue source for American political parties. What remains unclear is whether the party committees can also count on these donors to support the congressional candidates who represent the parties’ best chances for seat maximization. Utilizing structural equation modeling and contribution data from the 2006 to the 2012 election cycles, I find habitual party donors and certain new party donors respond to changes in party control of the House by providing more support to incumbents when their party is in the majority and more support to nonincumbents when their party is in the minority. Nuclear security programs that offer training and capacity building opportunities to practitioners working in nuclear facilities play a central role in strengthening the global nuclear security architecture. There is often a significant divide, however, between both the development of these programs and their implementation, and between the programs’ intended and actual outcomes. As this article will argue, this disconnect can often be attributed to an absence of cultural awareness and an inability for internationally-designed programs to effectively resonate with local audiences. It is perceived by many that college students have low awareness of the presidential campaign and its candidates. Many blame the sources from which knowledge is attained. Most researchers agree that the Internet and newspaper are the most popular sources, and both are positively related to political knowledge (Kenski & Stroud, 2006; Valentino, Hutchings, & Dmitri, 2004; Cao, 2008). Cao (2008) also found a positive association between young adults and political comedy shows, which have become even more popular since 2008. It has long been recognized that voters bring their political behaviors in line with economic assessments. Recent work, however, suggests that citizens also engage in economic behaviors that align with their confidence—or lack thereof—in the political system. This alignment can happen consciously or, as we suggest, unconsciously, in the same way that positivity carries over to other behaviors on a micro-level. Using monthly time series data from 1978 to 2008, we contribute further evidence of this relationship by demonstrating that political confidence affects consumer behavior at the aggregate level over time. Finding aid and typescript (Click on "Additional Files" below) for Manuscripts Small Collection 3077. Letter, 7 August 1847, of Elisha Whittlesey to Nathan F. Williams, Baltimore, Maryland. He expresses high praise for Zachary Taylor, the likely candidate of the Whig Party in the 1848 presidential campaign, but fears that Taylor’s Southern origins will allow a Democratic Party candidate to gain the support of abolitionist Whigs, Whigs in non-slaveholding states, and members of the Liberty Party. The letter is written on manuscript letterhead of the Washington National Monument Office.
