Life in Hampton Roads Survey Report

This report examines regional and sub-regional perceptions of crime and politics from the 2015 Life In Hampton Roads survey (LIHR 2015) conducted by the Old Dominion University Social Science Research Center. Data from prior years is also provided when available to show comparisons in responses over time. Responses were weighted by city population, race, age, gender, and phone usage (cell versus land-line) to be representative of the Hampton Roads region.

Public opinion on the European Union (EU) is significant and therefore a worthwhile topic of consideration. Analyses have identified and ordered the factors that impact public opinion on the EU, as well analyzed the efficacy of EU funds. Yet the confluence of these two lines of inquiry is understudied. Some Member States have surpluses and others deficits relative to the EU budget, which could impact citizens’ perceptions of the EU. To gauge this potential relationship, this article notes deficit and surplus Member States and responses to one Eurobarometer question about trust in the European Commission from 2000-2013. While increasing numbers of Europeans are skeptical about the EU, the primary causes behind Euroskepticism vary widely from country to country. Our paper examines the differing sources of Euroskepticism within Hungary and the United Kingdom, using these examples as case studies for the broader EU. Hungarian Euroskeptics accuse the EU of suppressing Hungarian culture and violating the country’s national sovereignty, fostering a growing sense that EU membership has not brought the promised benefits. The primary driving forces behind British Euroskepticism, however, are opposition to intra-EU immigration and a sense that the island nation is inherently separate from the Continent. The …

After the 2011 Fukushima nuclear accident, Chancellor Merkel of Germany announced a complete nuclear phase-out in Germany by 2022, while President Hollande of France assured the French government of his commitment to nuclear energy. Fossil fuels, notably lignite and coal, dominated the German energy sector with 47.9% market share of total energy production in Germany; nuclear energy is the leading energy source in France with a market share of 80.9% in 2013. Since the early 1960s, Turkish nationals have immigrated to the European Union in large numbers. Germany, the Netherlands, and Belgium have the highest Turkish populations in the European Union and have managed differing models of incorporation. Given that the European Union is a free trade, market-oriented economic zone that should, theoretically, eliminate market distortions that fuel the informal economy, why are we seeing continued participation in the informal economy, specifically, the shuttle trade between Bulgaria and Turkey? Many scholars frequently cite price distortions, market gaps, lucrative exchange rates, and economic survival as prominent reasons, however, these explanations do not suffice in explaining why the shuttle trade thrives 25 years after the communist collapse in Bulgaria. To prevent private interests from distorting the democratic process, most European countries have implemented public funding schemes to guarantee fair competition among political parties. However, very little research has explored the possibility of institutional corruption in conjunction with state political party funding. Katz and Mair’s cartel party thesis argues state support strengthens ties between political parties and the state at the expense of civil society. Oliveira uses organizational theory to point to institutional corruption as a design problem. Dictators And Death: Casualty Sensitivity Of Autocracies In Militarized Interstate Disputes, Cigdem Sirin, Michael Koch

In this study, we develop a theoretical model based on an inverse divide-the-dollar game (vis-à-vis the distribution of public “bads”) to explore the propensity of different authoritarian regime types to sustain casualties in interstate conflicts. We argue that the smaller the size of an authoritarian leader’s winning coalition, the easier it is for such leader to distribute the costs of militarized conflicts outside of her/his supporters. In line with our theoretical expectations, we find personalist regimes tend to sustain the highest number of casualties in militarized interstate disputes compared to other autocracies. The 2012 performance of Pussy Riot’s “Punk Prayer” in the Cathedral of Christ the Savior in Moscow, their subsequent release of an extended and edited video, and their ultimate arrest for committing “hooliganism” generated a large amount of interest both within Russia and on an international scale. While Western accounts and analyses were marked by their tendency to frame the political content, Russian responses were framed by references to tradition and history. This study examined the potential relationship between U. S. bilateral aid and political stability for the Latin American world region. Two objectives were addressed by the analysis, first, what is the statistical relationship between U.S. bilateral aid and political stability and second, how does the spatial pattern of political stability equate to the spatial distribution of foreign bilateral aid in Latin America. Highly significant statistical relationships were discovered between bilateral aid and political stability. Distinct patterns in both political stability and bilateral aid indicated that politically fragile nations consistently received larger amounts of bilateral aid.

This paper examines the role that advocacy and lobbying has in nonprofit organizations and, specifically, makes an assessment of how well Habitat for Humanity, International is utilizing advocacy. This paper reviews the role of nonprofits in the United States, the barriers that keep some nonprofits from utilizing advocacy methods, and the advocacy methods that Habitat for Humanity, International has in place, as well as the methods of other nonprofits of similar size. Recommendations to Habitat for Humanity, International to increase their advocacy capacity are provided.

Explaining State-Level Student Dropout Rates: The Impact Of Exit Exams And Public School Resources, Martin Battle, James C. Clinger

This paper examines one key indicator of school performance, the dropout rate among the public school students at the state level from 1998 to 2002, using a. pooled, cross-sectional time series research design. In this analysis the effects of high stakes testing (i.e., exit exams required for graduation), funding levels, and other school resources are examined. The results ind.irate that exit exams have no statistically significant effects upon dropout rates. Per pupil expenditures do not seem to reduce dropouts and may in fact have a positive effect at the state level. However, the analysis indicates that high pupil to teacher …

Scholars of legal mobilization have long explored how litigation is used as a resource for social and political change. While most studies focus on the actions of private groups, this article considers law enforcement as a form of legal mobilization. Employing a case study of recent pharmaceutical litigation, this article examines how prosecutors have mobilized the law to reshape corporate responsibilities in the prescription drug industry. Prosecutors' litigation campaigns have forced changes in organizational practices, expanded the scope of the conflict over pharmaceutical industry actions, and established new legal norms that have spread throughout the political system. This thesis traces the prominence of conspiracy theorizing and paranoia in American culture by examining the issues from a variety of angles and then focusing on the terrorist attacks of 9/11 as the primary case study. Through a critical analysis of the development of conspiratorination's al inclinations in the United States, the thesis argues that our nation's complacency with such behavior has made paranoia a defining aspect of American political culture. The thesis addresses how this came to be, as well as the general concepts of conspiracy and paranoia in three major ways.

This thesis evaluates the equity performance of a recent state environmental justice policy, California’s Senate Bill 535 (S.B. 535). “Environmental justice” refers to the disproportionate environmental harm imposed on low-income and minority communities. S.B. 535 uses competitive grants to provide funding to these communities. The research is centered around two questions: (1) to what extent has S.B. 535 experienced successful implementation in its first year of operation, and (2) how can policy actors improve implementation while balancing performance and equity goals? This author examines subjective indicators of well-being as they relate to the happiness movement, a global effort to create a new economic paradigm. The essay focuses on the prominent international institutions that are developing happiness metrics as well as agencies exploring the use of happiness data for crafting supportive public policy. A definition of happiness metrics, based on international institutions, identifies the primary questions that compose perceived happiness and how this data can be used.

World War II shaped Uganda's postwar politics through local understandings of global war.¹ Individually and collectively Ugandans saw the war as an opportunity rather than simply a crisis. During the War, the acquired wealth and demonstrated loyalty to a stressed British empire, inverting paternalistic imperial relations and investing loyalty and money in ways they expected would be reciprocated with political and economic rewards. For the 77,000 Ugandan enlisted soldiers and for the civilians who grew coffee and cotton, contributed money and organizational skills, and followed the war news, the war was not a desperate struggle for survival. The Voting Rights Act (“VRA”), the most successful civil rights statute in American history, is dying. In the recent Shelby County decision, the U.S. Supreme Court signaled that the anti-discrimination model, long understood as the basis for the VRA as originally enacted, is no longer the best way to understand today’s voting rights questions.
