In today’s NGO environment, evaluations are frequent, but NGOs rarely have outsider expectations on which to base their assessments. Thus, NGOs have strong incentives to make their evaluations strictly contextual. Consequently, NGO stakeholders—donors, beneficiaries, and local government officials—have little information as to the quality of a given organization (Barr et al 2004). This leads to a large spectrum of evaluation techniques and environments in which information asymmetries on both sides of the market are detrimental to NGO improvement (Edwards and Hulme 1998). We believe that a standardized evaluation mechanism for NGOs can help to alleviate some of these obstacles. However, …

Comparative politics, the study of government structures around the world, is a relatively new field, and the study of federalism is even more recent. Studies are typically conducted by selecting two or three countries and comparing their government structures using qualitative measures or by studying a large sample using statistical analysis. Authors who study federalism have been limited to qualitative analysis by the lack of a dataset of federal systems.

Military strategy was long described as atheoretical—an art that could only be fully comprehended by military genius. This contention is no longer held, as military staffs, comprised of experts and specialists, are able to formulate strategy aided by mini-theories of strategy and a process that takes advantage of collective wisdom rather than singular genius. But the mini-theories of strategy remain underdeveloped and an overarching theory of military strategy does not yet exist. Libraries Faculty and Staff Scholarship and Research

This paper describes a project designed to raise the awareness of policymakers about the importance of information literacy to achieve societal goals. Issues benefit from the governmental support, prioritization, mandates, and funding that can result when there is policy behind them. Studies indicate that many people lack the ability to draw on quality sources of information for a variety of purposes. Attention by policymakers would accelerate the inclusion of information literacy in settings such as education, workforce training, citizenship preparation, and lifelong learning. One way to raise awareness of policymakers is by recommending a proclamation to government executives.

Boatright and Faust rightly recommend Emerson’s active reading style, but they misrepresent him as pragmatist who believed readers to be “makers of meaning.” Emerson was a transcendentalist whose fundamental message was that moral “truth exists, though all men should deny it.” Especially in his antislavery writings, Emerson teaches two ways for readers to find (not make) these moral truths in the texts they read: by reading with their souls, or intuitively (“repairing to the lamps”), and by reading for the facts (“raking the language”) that will awaken moral sensibilities. The relationship between Catholic Nationalists and Protestant Loyalists has proved difficult to reconcile–current policy approaches have been unable to attain peace. This paper seeks to explore the gaps in policy created by ignoring the important distinction between the social identities Nationalists and Loyalists have created and which they continue to perpetuate. This paper examines Social identity theory in context of Northern Ireland and applies the psychology of disparate community identities to current policies and trends in Northern Ireland to suggest reasons for a lack of progress towards peace. Recognizing 'Game Changers' In Extrapolation Models: An Application To Counterinsurgency, Micah Dolcort-Silver

Recent empirical studies suggest insurgencies may be accurately described by aggregated extrapolation models, such that past behavior becomes the best predictor for future action. I argue that aggregated extrapolation models possess two flaws that make it a poor choice for examining insurgencies. First, aggregated extrapolation models ask the wrong question. The more interesting question is to ask when present action is no longer explainable by past behavior. Secondly, aggregate models mask changes that a phenomenon undergoes over time which are only revealed upon disaggregating the data. The political hero cult of Mao Zedong is archetypal in terms of the development of a modern cult of personality. It was centrally planned and used by the Chinese Communist Party as a political weapon. Its development is well-documented, but this paper describes an element of it that has not been discussed, which is the fact that the true object of veneration in the Mao cult was actually his ideology as a distinct entity from the man himself. This ideology's creation was the original purpose of the CCP's participation in his cult because it was a source of political legitimacy. …

The practice of non-proliferation has evolved significantly since its origins during the Cold War. The most recent and notable contribution to the non-proliferation regime has come in the form of the Proliferation Security Initiative (PSI), a loose consortium of 102 nation-states through which countries can coordinate, share intelligence, and build capacity to interdict weapons of mass destruction (WMD) related transfers. Human trafficking is an international problem that plagues every country in the world. Although no reliable concrete data exist on the extent of human trafficking internationally, it is estimated that thousands of women are trafficked into the European Union every year. According to research conducted by the European Roma Rights Centre in 2010, a disproportionately high percentage of these victims are of Roma ethnicity. Research from service providers, law enforcement and international organizations estimates that Roma comprise between 50 to 80 percent of human trafficking victims in Bulgaria with similar levels across Central and Eastern Europe. Support Strategies for Asian American Women Leaders in Massachusetts

The election and appointment of Asian American women to positions in Massachusetts and on the federal level suggest that the face of public leadership is changing. Recent successes for Asian American women in electoral politics provide a unique opportunity to build the pipeline of Asian American women in Massachusetts politics. This research project aimed to identify strategies to increase the number of Asian American women elected to political office in Massachusetts.

Over the course of the past decade, Nevada’s Latino population has grown appreciably. Immigrants from Mexico and other parts of Latin America accounted for most of the growth in the state’s Latino population during this period. Nevertheless, the number of U.S.‐born and naturalized Latinos residing in Nevada has also increased, and this growth has altered the political landscape of the state. Herbert Hoover was an orphan, who retained great empathy for the weak and hungry his entire life. Working without pay, he organized and administered Belgian Relief starting in 1914 to get food to ten million Belgians and Frenchmen behind German lines. His efforts doubtlessly saved hundreds of thousands from starvation. This was only the starting point in his career as the "Great Humanitarian."
