This article seeks to move the debate over the use of race by law enforcement beyond the current focus on racial profiling, arguing that the courts must apply strict scrutiny to all use of race by law enforcement, including the stopping and questioning of persons based on suspect descriptions that include race. The current debate implicitly (and sometimes explicitly) assumes that law enforcement’s use of race can be divided into unconstitutional racial profiling and all other uses of races, which are presumptively legitimate. However, when other institutions rely upon race, such as public universities implementing affirmative action programs, courts automatically …

Foreign aid donors increasingly demand that aid is used efficiently and effectively. This study examines the effect of corruption levels, measured by the Corruption Perceptions Index, within a recipient country on the levels of economic growth. A growing literature outlines the mechanisms through which corruption impedes economic growth and is summarized within. Additionally, as longevity gains may result from foreign aid but are not captured in economic growth, this study computes a variable called the Life Quality Indicator (LQI) that combines such gains with economic growth and examines corruption’s effect on LQI growth. The local government tax-exempt debt market is a growing, and complex, sector of public finance. As local governments turn to debt financing the factors that contribute to interest costs of that debt have become important considerations for local government officials and politicians. Governance at the local level involves a network of overlapping governments some of which share a tax base. This system of overlapping governments that share a tax base are subject to externalities that arise from taxation, expenditures, and debt. Microfinance is a development tool used to reduce poverty among extremely poor households. Impoverished households can access lines of credit through microfinance institutions (MFIs), in order to create a new business, smooth household consumption, fund medical emergencies, etc. Many authors postulate that MFIs are drifting from a welfarist to an institutionalist approach to lending.

Using MIXMarket data on specific MFIs in 118 countries between 1995 and 2011, the average loan balance of these organizations will be regressed against measure of outreach and sustainability of these institutions by charter type through a series of four, fixed effects models. The main research …

This dissertation explores the relationship between intergenerational dynamics and politics outcomes in several distinct contexts. It is motivated by the remarkable demographic shifts exhibited by people in advanced countries over the past several decades. Individuals on average have longer lives and fewer children than ever before. Combining these shifts with the large intergenerational public policies that exist in many such states (education, old-age social welfare, healthcare) provokes several distinct yet related research questions addressed in the chapters below. Literature on terrorist efforts to win over hearts and minds discusses several influential factors: the politics of the organization, the relationship of the organization to the public, levels of violence, provocation of counterterror responses, and the use of various forms of propaganda. It is my contention that mass media propaganda, which reaches the widest audience, is most influential in the battle for hearts and minds. Al Qaeda has exploited this tool to sustain support.

The case of Rwanda provides a laboratory to explore a unique set of circumstances. This thesis builds upon feminist theory, the literature on post-conflict situations and failed states. It finds that although Rwanda's post-conflict situation provided unexpected and historic opportunities for women to enter politics (a record 64 percent of the members of parliament are female), more women in parliament does not mean the end of patriarchy. Since 1994, Rwanda has experienced significant yet limited progress toward gender equality in employment and education. However, much remains to be done and gender dynamics have not changed substantively. Rather, increasing the numbers …

What best explains the democratic peace: empirical indicators of democracy or the mutual perceptions of democracy within a dyadic relationship? This paper will examine three enduring rivalry dyads: the United States-Great Britain, France-Germany, and India-Pakistan, during the course of their respective enduring rivalries (Bennett, 1997; Diehl and Goertz, 2000). This research challenges the general claim that religious fundamentalist groups exercise great influence in Israeli policies regarding settlements in the Palestinian disputed territory. It proposes an alternate hypothesis that security considerations, rather, are the driving factors underlying the government's decision process. These two propositions are evaluated by assessing three settlement decisions made under a Likud led government - a common factor purposely chosen given the known symbiotic relation between religious fundamentalist groups and the Likud's right wing political movement. Over the last thirty years, much has been written about the increasing disparity between Black Americans who have achieved upward mobility and those at the lower end of the economic spectrum. This dissertation utilizes the General Social Survey (GSS) to contribute to this dialogue on stratification within the Black American community. More specifically, it asks the questions: from 1994-2006 - during the Bill Clinton and George W. Bush administrations - how did socioeconomic status affect Blacks' racial attitudes about themselves? Debates over food security strategies in the Philippines have pitted the neoliberal paradigm of trade liberalization, export cropping, and chemical and biotech agricultural methods against the food sovereignty paradigm of protectionism, staple cropping, and sustainable agriculture methods.

The Philippine government has long pushed for yield increases of staples. However, there has been dissonance between governmental desires for rice self-sufficiency and pursuit of a more export-oriented agricultural economy. However, this idea, as well as the notion that the Internet has become some type of cyber-libertarian utopia, is wholly inaccurate. In recent years progress has been made in closing this gap but many in the political science mainstream view the movement with concern or even horror. The current research assessed whether a statement by a deviant political ingroup (versus outgroup) member elicited measureable differences on trivialization, cognitive dissonance, rape myth acceptance, or decision to vote for that candidate, and if explicitly “debunking” the statement made by this politician further impacted these variables. Participants were randomly assigned to read a statement made by a Republican or Democratic politician, who would either be an ingroup or outgroup member based on the party affiliation of each participant. Results indicate that while there were no significant differences between Republican or Democratic participants overall, Republicans tended to trivialize the statements made …

In Latin America, social policies have historically exhibited large gaps in coverage and high levels of inequality in benefit size. Celebrating the re-election of Barack Obama as a win for GLB equality or denouncing the focus on marriage rights as heteronormative misses the point. Both approaches obscure what actually happens in local sites where authority is exercised. Looking into the cracks and crevices of regulatory apparatuses generates a more complex picture. In examining contradictory rules on sex classification, for example, it becomes clear those contradictions often reflect different state projects, such as security, distribution, reproduction. Construing the election as a victory for gay rights or for homonormativity elevates grand concepts—marriage, the state—over the quotidian actions that regulate life.

In both legal and political settings there has been a push toward adopting institutions that encourage consensus. The key feature of these institutions is that they bring interested parties together to communicate with each other. Existing research about the success or failure of particular institutions is ambiguous. Therefore, we turn our attention to understanding the general conditions when consensus is achievable, and we test experimentally three crucial factors that affect a group's ability to achieve consensus: (1) the difficulty of the problem, (2) the costs of communication, and (3) the structure of communication. The conventional wisdom in international law is that dispute resolution institutions sharpen the reputational costs to states. This article challenges this understanding by examining how the inclusion of dispute resolution tribunals and remedy regimes can alter reputational analysis by shifting the audience¹s understanding of how mandatory a treaty's substantive obligations are. Drawing on the distinction between prices and sanctions, this article contests the assumption that the introduction of a remedy regime in international agreements will regularly increase compliance with the treaty¹s substantive terms. "The World Trade Organization’s (WTO) longstanding Doha Round has continued to be under discussion for over ten years. Negotiations between the developing coalitions and developed countries began during the September 2003 Cancun Ministerial Conference. Since the Doha talks began, the number of such agreements has doubled to over two hundred worldwide, as of 2011.1 As a result of stalled ten year negotiations, political will and support for a strong multilateral deal has eroded. The United States and the European Union have aggressively pursued the majority of regional and bilateral trade agreements. These agreements exclude the vast majority of developing nations. …
