En(Gendering) Policy: Gender Policies In Former Soviet Republics, Natasha Lachelle Bingham

This dissertation examines gender policies in former Soviet republics. Gender policies are depicted as traditional policies (including such policies as child support, spousal support, and inheritance rights), violence against women policies (domestic violence, marital rape, sexual assault, and sexual harassment), and human trafficking policies. It builds upon previous works with a multi-methodological approach (content analysis, logistical regression, and qualitative survey analysis). The focus here is on the factors that influence adoption of formal policies in former Soviet republics from 1993-2008. The present contribution offers a defence of open borders. It presents a critique of the idea that the state has a justified claim to regulate themovement of people because they reflect the collective endeavours of the members of the state to pursue a shared project of self-rule or self-determination. Itargues that this view rests on an indefensible understanding of the nature of thestate, which should be viewed less as a collective endeavour than as a productof conflicts among political elites. The purpose of this study was to first identify the most accurate definitions of intercultural competence by the examination of other representative works on the topic, then to elaborate on the different characteristics and articulate the theoretical underpinnings of the intercultural development inventory (IDI) used to assess intercultural competence. Strategies for implementation of information learned from the IDI instrument are presented along with results of the writers own assessment in order to create a more personalized, detailed study. This paper discusses the resurgence of ethno-politics in Guinea in conjunction with the reintroduction of multiparty politics after three decades of single-party and military rule, and the trend’s multilayered repercussion into the Guinean Diaspora of North America. Many western democracies witnessed roaring levels of immigration and inequality in the past four decades. In spite of speculations that immigration is a contributing factor of the rising income inequality, existing studies do not have a consistent finding relating to this relationship. This dissertation utilizes new data sources to explore the relationship between immigration and inequality.My initial exploration points to the fact that immigration significantly leads to increases in post-redistribution income inequality in 16 OECD countries, but does not have any effect on pre-redistribution income inequality. I contend that it is because immigrants as non-citizens are often times not entitled …

This thesis reconstructs the concept of International Non-Governmental Organization (INGO) accountability to beneficiaries through the development of a strategic model for INGO accountability to beneficiaries. It works through the history and arguments surrounding the rise of the debate around whether INGOs should be held accountable to their beneficiary populations. Notions of a culture of impunity surrounding the violence perpetrated by the Brazilian police have lingered ever since the largely unsuccessful prosecutions of those suspected to be involved in the notorious Candelária massacre of 1993. Eight young people, six of whom were under eighteen, were killed by an adult group comprised of several members of the police. Despite the security forces coming under increasing scrutiny ever since, the 2005 Concluding Observations of the Human Rights Committee on Brazil's Periodic Report made disheartening reading. I propose to criticize two strands of argument - contractarian and utilitarian – that liberals have put forth in defense of economic coercion, based on the notion of justifiable paternalism. To illustrate my argument, I appeal to the example of forced labor migration, driven by the exigencies of market forces. In particular, I argue that the forced migration of a special subset of unemployed workers lacking other means of subsistence (economic refugees) cannot be redeemed paternalistically as freedom or welfare enhancing in the long run. I further argue that contractarian and utilitarian approaches are normatively incapable of appreciating this fact …

Brazil is a nation that has professed to be a `racial democracy' such that race categories are not recognized. This implies that every citizen experiences equal access from a political, social and economic point of view, irrespective of skin color. Nevertheless, palpable racial inequalities exist in Brazil such that there is a primarily white elite class while Brazilians of African descent are typically poor. Male dominance is a worldwide phenomenon. The theme of ethnic identity in politics is gaining importance in countries such as Bolivia, where people recently elected their first indigenous President. The Indigenous movement has been able to incorporate themselves in the state apparatus and have produced new political policies and constitutional instruments. They represent an alternative to the "white" political elites who governed them for many decades. States frequently administer federal law, yet scholars have largely overlooked how the practice of cooperative federalism affects the balance of power across the branches of the federal government. This Article explains how states check the federal executive in an era of expansive executive power and how they do so as champions of Congress, both relying on congressionally conferred authority and casting themselves as Congress's faithful agents. By inviting the states to carry out federal law, Congress, whether purposefully or incidentally, counteracts the tendency of statutory ambiguity and broad delegations of authority to enhance federal executive power.
